LOS ANGELES (AP) -- California authorities sent a cellphone text alert to two major regions of the state to tell millions of people that the coronavirus is spreading rapidly and ask them to stay home except for essential activities.The Tuesday noon blast to the state-designated 11-county Southern California region -- which includes San Diego County -- and 12-county San Joaquin Valley region was sent by the Office of Emergency Services.The text also urged people to wear masks and physically distance.RELATED: New COVID-19 stay-at-home order takes effect in San Diego CountyBoth regions came under increased restrictions this week after the total capacity of hospital intensive care units dropped below 15%.The restrictions will remain in effect for at least three weeks. 782

LOS ANGELES (AP) — A judge has ordered the release of a Southern California man who spent 19 years in prison for a gang-related shooting. The judge on Friday approved a re-sentencing request from prosecutors for Emon Barnes. The 34-year-old Compton man is expected to be freed next week. Barnes was 15 when he was arrested for a Compton shooting. He was sentenced to 40 years to life for attempted murder. Barnes says he was home with his mother at the time of the shooting. A victim who identified him has since recanted. His attorneys say they will try to have his conviction vacated. 594

LOS ANGELES (AP) — National Guard troops will be pulled out of California cities, including San Diego, where they’ve been deployed for a week after rampant violence and theft marred the first days of protests over the death of George Floyd. The announcement comes as peaceful demonstrations again emerged across the state.In San Diego County, about 100 National Guard troops had been stationed in La Mesa while another 100 were in an undisclosed area ready to move anywhere in the county. Rowling says she is returning an award from a human rights group linked to the Kennedy family after the president of the organization criticized her comments about transgender issues. Rowling's decision comes after Kerry Kennedy, the president of Robert F. Kennedy Human Rights and the late senator's daughter, published a statement expressing her "profound disappointment" with the author's comments. "Trans rights are human rights. J.K. Rowling’s attacks upon the transgender community are inconsistent with the fundamental beliefs and values of RFK Human Rights and represent a repudiation of my father’s vision," Kennedy wrote. "Women’s rights are not degraded by the recognition of trans rights. On the contrary: A commitment to human rights demands a commitment to combat discrimination in all its forms."In a series of tweets in June, Rowling said she supported trans rights but did not believe in "erasing" the concept of biological sex.Rowling responded to Kennedy's criticisms via a statement on her website saying that Kennedy incorrectly implied that Rowling was transphobic."As a longstanding donor to LGBT charities and a supporter of trans people’s right to live free of persecution, I absolutely refute the accusation that I hate trans people or wish them ill, or that standing up for the rights of women is wrong, discriminatory, or incites harm or violence to the trans community." 1446
