(KGTV) — The Oceanside Unified School District voted Thursday to return students to an all-online learning format to prevent any coronavirus outbreaks, as cases surge throughout the state.Starting Monday, all elementary schools in the district will move to distance learning."With the recent rapid rise of COVID-19 cases, and our commitment to keep staff at home who are feeling sick, we’ve experienced a direct impact on staffing," an email from the district read late Thursday. "As a result of compounding staff shortages, we are unable to provide the amount of substitutes needed to effectively run our schools and classrooms. Additionally, we are not permitted under public health guidance to reopen our secondary campuses while we are in the most restrictive purple tier.The district said in addition to the move for elementary schools, it will delay the secondary return to in-person classes until San Diego County returns to the "red tier" of California's reopening guidelines.Secondary learning centers will continue to support students and the district's elementary enrichment program will serve students pending staffing. OTAY MESA (CNS) - Border Patrol agents stopped a car in Otay Mesa and arrested five people, including a man who claimed to be a national guardsman from California, for alleged human smuggling, a Customs and Border Protection officer said Saturday.Around 3:45 p.m., Border Patrol agents stopped a car near the intersection of Alta Road and Otay Mesa Boulevard, according to Customs and Border Protection Officer Ralph Desio. The area is about a mile north of the U.S.-Mexico border.Agents interviewed the five people inside the car, all men, and determined two were U.S. citizens and the other three were undocumented Mexican nationals, Desio said.The driver of the car claimed to be a California National Guardsman in the process of separating from the service, according to Desio. California National Guard spokesman Lt. Col Jonathan Shirmo, however, told City News Service that the man was not a national guardsman, and was believed to be a U.S. Army reservist.The Army could not be immediately reached for comment.The five were all arrested, and the two citizens could face charges of human smuggling, Desio said.The three undocumented people were being held as witnesses in the case and will later face deportation proceedings, according to Desio. 1264

OCEANSIDE (CNS) - Two cars overturned into an embankment off Interstate 5 near Camp Pendleton Sunday, but the people inside both vehicles were able to escape without serious injuries.A silver car lost control and sideswiped another car on northbound I-5 past Las Pulgas Road shortly after 11 a.m., California Highway Patrol dispatchers were told.Several drivers pulled over to help, and the people inside both cars were able to get out before CHP officers and fire personnel got to the scene, according to a CHP incident log.At least one person was hurt, but the injuries were described as minor. 609
