LA JOLLA, Calif. (KGTV) — Coast Boulevard in La Jolla was shut down Thursday, and will remain temporarily closed, as city crews began emergency construction to stabilize a nearby cave.The city closed Coast Blvd. late Thursday to begin an emergency project to stabilize Cook's Crack after geology experts discovered a zone of weakness in the cave, which is located underneath the street.During a press conference, crews said the concern is an outright collapse of the section of road over the cave. Currently, the weakness "is not a slow settlement" and could fail if erosion happens underneath the street. Much of the dense rock had eroded, and now sand and roots were showing through from underneath.As part of the project, sections of Cave St. and Coast Blvd. will be temporarily closed to traffic for about six weeks. The city said it will make accommodations for nearby residents and business affected by the closure.Officials said the discovery came as the city assessed repairs to Coast Blvd."They said there's been some shift in the road itself," David Heine, owner of nearby Brockton Villa Restaurant, said. "The busiest two weeks of summer, literally ... Obviously safety's the number one concern for any city, and we respect that." Heine said crews are allowing pedestrians to continue to walk through the area.The city called in crews from Texas, who drove in overnight to take over the project. Friday, the crews began drilling into the street above to locate some of the weakest points. Eco-friendly polyurethane will be used to shore up those weak points, crews say.Cook's Crack is located in the area between La Jolla Cove and the popular Cave Store. The section of coastline is populated by several small caves that tourists can explore through an entrance in The Cave Store or kayaking nearby.The section of Coast Blvd. over the cave is a popular route to visit the cove and coastline, as well as restaurants that dot the street. 1954

Judge Stephen Reinhardt, a liberal federal appeals court judge who was part of a panel that rejected California's Proposition 8 same-sex marriage ban as unconstitutional, died Thursday, according to a court spokesperson. He was 87.Reinhardt, who served on the US 9th Circuit Court of Appeals, died of a heart attack during a visit to his dermatologist, according to spokesman David Madden.One of the last remaining federal judges appointed by then-President Jimmy Carter, nearly four decades ago, Reinhardt emerged as a staunch critic of the Trump administration's deportation policies and travel ban in the final years of his life."We have lost a wonderful colleague and friend. As a judge, he was deeply principled, fiercely passionate about the law and fearless in his decisions," Chief Judge Sidney R. Thomas of the 9th Circuit said in a statement."He will be remembered as one of the giants of the federal bench. He had a great life that ended much too soon," Thomas said.Trump has slammed the court as being liberal and a symbol of "a broken and unfair" court system.Reinhardt's passing leaves a progressive vacancy on the court for Trump to potentially fill with a conservative vote.Reinhardt was born in New York in 1931. He earned a bachelor's degree from Pomona College in 1951 and a law degree from Yale Law School in 1954, according his biography. In 1979, former President Jimmy Carter appointed him to the appeals court, which is based in San Francisco.Reinhardt's big moment in history would come three decades after his appointment.In 2012, he was part of a three-judge panel that struck down California's voter-approved Proposition 8, arguing that the ban unconstitutionally singled out gays and lesbians for discrimination.In a split decision, the panel found that Proposition 8 "works a meaningful harm to gays and lesbians" by denying their right to civil marriage in violation of the 14th Amendment.Five years later, Reinhardt would become critical of the Trump administration.In March 2017, he had some pointed words for President Donald Trump in an opinion issued when the 9th Circuit refused to rehear the travel ban case."I am proud to be a part of this court and a judicial system that is independent and courageous," wrote Reinhardt, "and that vigorously protects the constitutional rights of all, regardless of the source of any efforts to weaken or diminish them."In May 2017, Reinhardt slammed the Trump administration's deportation policies. He said it was unfair for the government to kick out a 43-year-old coffee farmer who had built a life as a successful businessman in Hawaii. But the judge said he couldn't do anything to halt the deportation."President Trump has claimed that his immigration policies would target the 'bad hombres,'" Reinhardt wrote in an opinion published by the 9th Circuit Court of Appeals in May 2017. KANSAS CITY, Mo. —Memorial Day travel may be more difficult in 2018 than it has been in more than a dozen years, according to AAA.The company released its 2018 Memorial Day travel forecast ahead of the holiday known as the informal kickoff to summer.AAA said 2018 will see a near-record number of travelers, with more than 41.5 million people expected to take a trip.That’s nearly 5 percent more than 2017, with an additional 2 million people traveling in planes, trains and cars.According to INRIX, a global transportation analytics company, travel delays could be up to three times longer, becoming especially bad on the Thursday and Friday before the holiday as travelers mix with work-week commuters.Most travelers will take a car to their destination — 36.6 million to be exact. Airlines will see 3.1 million people, and the 1.8 million remaining will take trains, buses and cruise ships.Despite higher gas prices, travelers are still hitting the road.
