LOS ANGELES (AP) — State officials are expected to extend the strictest stay-at-home orders in central and Southern California as hospitals there are quickly running out of intensive care unit beds for coronavirus patients ahead of the presumed post-holiday surge. The situation is already dire, and the worst is expected to come in the next few weeks after Christmas and New Year’s travelers return home. California hit 2 million confirmed coronavirus cases on Christmas Eve. State stay-at-home orders for the San Joaquin Valley and Southern California are set to expire Monday. As of Sunday, both regions sat at 0% ICU bed capacity, according to the state's Department of Public Health.California's statewide ICU capacity is also 0%.State officials say the orders are likely to be extended but did not make a definitive ruling Sunday afternoon. 854

LOS ANGELES (CNS) - Four people were wounded, one fatally, when gunfire erupted Tuesday morning at a large party taking place at a mansion north of Beverly Hills where police had earlier responded to multiple calls of disturbing the peace.Firefighters and paramedics sent to the 13200 block of Mulholland Drive about 12:45 a.m. located three adults who had been wounded, and they were treated at the scene, then taken to a hospital, according to Nicholas Prange of the Los Angeles Fire Department. A fourth person was found nearby with an injury to his wrist, Prange said, adding the victim's injury was not caused by gunfire. One shooting victim was hospitalized in grave condition and the other two were hospitalized in critical condition, Prange said.A woman about 35 years of age died at a hospital, said Los Angeles Police Department Lt. Chris Ramirez. Information was not immediately available on her identity.Ramirez said the other two shooting victims found at the scene were males, and they were displaying stable vital signs Tuesday morning.A woman who also had been shot went to a hospital in a private vehicle, and was in stable condition, Ramirez said.Ramirez said the crime apparently was gang-related, and no arrests have been reported. No suspect information was immediately available.Ramirez said the shooting was being investigated by detectives from the LAPD West Bureau Homicide office, and he urged anyone with information on the crime to call 213-382-9470.The house had been rented for the party, according to reports from the scene.A video posted to social media captured the sounds of the gunfire, at least six shots initially fired, followed by at least eight more. People attending the party continued on as if nothing had occurred following the gunfire, the video showed. About two minutes later, a hail of gunfire can be heard and people begin screaming and running and trying to find safe places to hide. The video also contained blurry images of what appeared to be two gunshot victims. The Los Angeles Police Department received at least five calls from residents who reported instances of disturbing the peace in the neighborhood beginning about 6:30 p.m. Monday. Responding officers found a large party taking place at a three-story home with about 200 people attending, according to the LAPD.Officers enforced traffic and parking violations, but did not enforce the county's health order banning large gatherings, the department said. Video from NBC4 showed vehicles being ticketed. The organizer of the party, identified by NBC4 only as "Kenny," told the station the party was for his friends and masks were made available to guests, who also had to undergo a temperature check before being allowed inside. No party attendees could be seen wearing masks in video shot by multiple broadcast outlets.A food truck was on site and multiple high-end vehicle, including Lamborghinis and a Rolls Royce, could be seen on the video posted to social media. The party is the second large-scale gathering held amid the coronavirus pandemic in the L.A. area, in spite of public health restrictions barring parties. On Friday night, dozens of people were seen attending a party -- again, mostly without masks or physical distancing -- at the Sassafras Saloon in Hollywood, a gathering that was alleged to have been attended by local law enforcement members. A person familiar with the gathering told the Los Angeles Times the party was planned for members of the Los Angeles County Sheriff's Department, but the agency has denied any involvement in the event and insisted that people seen in online video from the event do not work for the department. The Los Angeles Police Department issued a statement Monday saying it was aware of the gathering and was working to determine if any LAPD employees attended.Los Angeles County public health director Barbara Ferrer said Monday the state Department of Alcohol and Beverage Control was investigating the party, along with the county. She said county health inspectors went to the Vine Street bar Saturday and were told the venue has been closed but only opened for the Friday night private party. 4167

LOS ANGELES (AP) — The two Southern California desert communities rocked by last week's powerful earthquakes may have sustained as little damage as they did because they have no tall buildings and many of the homes in one are fairly new and were built to stricter earthquake standards.California's Seismic Safety Commission Chairman Michael Gardner said during the agency's Thursday meeting that the tallest building he knows of in the Mojave Desert towns of Ridgecrest and Trona is the three-story Ridgecrest hospital. The region was struck by a magnitude 6.4 earthquake on July 4, followed by a 7.1 temblor the next day.Ridgecrest, whose 28,000 residents include many who work at the nearby China Lake Naval Weapons Center, is about 150 miles (241.4 kilometers) east of Los Angeles. The nearby mining town of Trona, with a population of about 2,000, was harder hit. Commissioners noted many of its buildings are older.Authorities estimated the damage to both towns at about 0 million, although that could go up as buildings continue to be evaluated.Commissioner Kit Miyamoto said that as inspectors entered some buildings they discovered serious damage to ceilings and other areas that they couldn't see from the outside."Three buildings from the exterior appeared to be fine and probably safe for entry, but upon further investigation the roofs had actually collapsed," he said, adding inspectors may find others in that condition.Gardner said commissioners are also waiting for more information from the Naval base, where security is tight.Miyamoto noted that many of Ridgecrest's homes were built in the 1980s and '90s of more earthquake-resistant materials."As we know, newer California houses hold up really well," he said. That was not so much the case in Trona, where many fireplace chimneys collapsed and other damage was recorded.Buildings flooded when water heaters toppled over and ruptured gas lines sparked fires, and roads, highways and sidewalks also buckled.Trona also lost all of its water for several days when a pipeline carrying it from Ridgecrest ruptured. It was restored Thursday, but San Bernardino County spokesman David Wert said a "boil order" remains in place while water lines are being flushed. Meanwhile, free water was being distributed to residents.Other utilities to both towns have been restored, and Gardner said a local assistance center opened in Ridgecrest on Thursday. The commission itself plans to meet in Ridgecrest next month. No one in the area was killed, although authorities believe the quake may have taken the life of a man in the small Nevada town of Pahrump, 180 miles (289.7 kilometers) away.Troy Ray, 55, of Pahrump was killed when his jack slipped as he was working underneath his car. The shaking from one of the quakes felt from Las Vegas to Los Angeles might have caused the jack to slip, although authorities noted they couldn't be sure.Separately Thursday, California Insurance Commissioner Ricardo Lara and California Earthquake Authority CEO Glenn Pomeroy urged residents statewide to consider buying earthquake insurance that they said could be tailored to meet homeowners' and renters' individual needs and pocketbooks.Contrary to some reports, they said the insurance is available everywhere in California. But new policies won't cover damage resulting from aftershocks related to the series of quakes that began July 4 until 15 days have elapsed.___Associated Press Writer Don Thompson in Sacramento contributed to this story. 3500

LOS ANGELES (CNS) - Downward trends in coronavirus cases and testing-positivity rates could allow Los Angeles County to move into the next tier of the state's economic-reopening matrix by sometime in October, according to the county's public health director, but pending Labor Day numbers could potentially thwart that move. The county is in the most restrictive, or "purple," level of the state's four-tier virus-tracking roadmap. The county already has a low enough seven-day average testing positivity rate -- around 3.2% -- to move to a less-restrictive tier, but average new case numbers are still too high, currently averaging 8.1 cases per 100,000 residents. The state threshold for advancing to the "red" tier is seven cases per 100,000.However, Public health director Barbara Ferrer said Wednesday numbers in all categories have been trending downward over the past six weeks following a spike seen after the Fourth of July holiday weekend."If we don't see a surge in cases and hospitalizations associated with activities over Labor Day and we continue to reduce our rate of community transmission over the weeks ahead, we could enter tier 2, which is a less restrictive tier, sometime in October," Ferrer said.Health officials have said repeatedly they will not consider any more business reopenings in the county until at least late September, after determining if virus cases and hospitalizations increase following the Labor Day holiday weekend -- the way they did after Memorial Day and the Fourth of July.If the county gets its average new case numbers below seven per 100,000 residents, and maintains that level for two weeks, the county will be able to move into the state's "red" tier. That would allow more businesses to reopen, including potentially movie theaters and gyms, as well as school campuses for in-person learning.Ferrer said the county is now seeing its lowest average testing- positivity rate of the pandemic."Last week, we saw the lowest positivity rate to date, at around 3.4%," she said. "This means that almost 97% of the tests that people took for COVID-19 ended up being negative. Just a month ago, in mid-August, this rate was around 5%. So we're happy to see the progress that we've made and we're very much hoping that this number continues to decrease."She again warned, however, that the impact of the Labor Day holiday weekend has yet to be borne out in case numbers, since the virus has a 14-day incubation period. She also said upcoming fall and winter holidays, including the start of Rosh Hashanah this weekend, could lead to setbacks if people become lax about social distancing and other preventive measures."The autumn and winter months are filled with special times that we all are looking forward to," she said. "There's many secular and religious holidays that we usually celebrate by spending time with our friends and extended family members. And the pandemic has been difficult and frustrating in many ways, including placing limits on how we can celebrate safely. I do encourage all of us to think now about how we might want to modify our plans so we can share the joy of the holidays while reducing the risk of transmitting a dangerous and sometimes deadly virus."She and the county's health services director, Dr. Christina Ghaly, urged people to get a flu shot, noting that as flu season arrives, people who contract both influenza and COVID-19 may be susceptible to severe illness. The county on Wednesday reported 31 coronavirus-related deaths, although one of those fatalities was actually announced Tuesday by health officials in Long Beach. Long Beach announced two additional deaths Wednesday afternoon. The total number of fatalities in the county stood at 6,305 as of Wednesday. The county also announced 1,148 newly confirmed cases, while Long Beach added 40 cases and Pasadena reported six, lifting the cumulative total since the start of the pandemic to 256,194.There were 804 people hospitalized due to COVID-19 in the county, up slightly from Tuesday. Ghaly noted that the sharp downward trend seen in hospitalizations over the past month appears to have slowed or leveled off. But hospitalization numbers till remained at dramatically lower levels than they were a month ago.Ghaly said overall testing numbers over the past week were down, thanks in part due to closures of some testing centers due to poor air quality caused by the region's wildfires. She said some testing sites have two-thirds of their appointment slots available, so she encouraged anyone with symptoms of the coronavirus or who thinks they may have been exposed to get tested. 4630
