(AP) — The California Senate will investigate a California utility's process for cutting off power to more than 2 million people to prevent wildfires.In a memo to the Senate Democratic Caucus on Thursday, Senate President Pro Tempore Toni Atkins asked the Senate Energy, Utilities, and Communications Committee to "begin investigating and reviewing options to address the serious deficiencies" with PG&E's current process of shutting off power to prevent wildfires.Atkins said an oversight hearing will be scheduled in the next few weeks.Last week, dry conditions and dangerous winds prompted PG&E to cut power to more than 700,000 customers to prevent its equipment from sparking wildfires.Gov. SACRAMENTO, Calif. (AP) — A California appeals court has denied the latest parole bid by Charles Manson follower Leslie Van Houten.Two of the three appellate judges on Friday upheld former Gov. Jerry Brown's decision to block her parole last year. She is serving a life sentence for helping Manson and others kill Los Angeles grocer Leno LaBianca and his wife, Rosemary, in August 1969.Current Gov. Gavin Newsom again denied her parole in June, saying she is still a threat at age 70.The appellate judges said that Brown's reasoning for denying Van Houten's parole is supported by some evidence. He said she has not taken full responsibility for her actions and remains dangerous.Van Houten's attorney, Rich Pfeiffer, said he'll appeal the decision to the state Supreme Court. 784
SACRAMENTO, Calif. (AP) — Californians will vote next year whether the state should issue billion in bonds for school construction and modernization projects.Gov. Gavin Newsom signed legislation Monday placing the bond on the March 2020 ballot. He says improving physical conditions in schools will improve students' educational experiences.Nine billion dollars will go to facilities serving students in pre-school through 12th grade. Two billion dollars each will go to the University of California system, the California State University system and community colleges.Local governments have to provide matching funds. But the state will provide a greater share of the money for districts with high percentages of low income, foster care and English learning students.Newsom says he's confident voters will approve the bonds. 838

Russia's Foreign Ministry ordered the expulsion of 23 British diplomats from Russia on Saturday in a tit-for-tat response to Britain's decision to expel Russian envoys in connection with the poisoning of a former Russian double agent and his daughter on British soil.The ministry also declared it was closing the British Consulate General in St. Petersburg and the British Council in Russia, in a step beyond the measures taken by Britain.
