BEIJING, May 31 (Xinhua) -- China's top quality supervisor said Monday that Changan Ford Mazda Automobile Co. has started a recall of 236,643 Focus cars over a problem that caused vehicles to stall.The recall covered vehicles manufactured from August 18, 2008, to May 28 this year by the joint venture owned by Ford, Chongqing-based Changan Automobile and Mazda Motor Corp., the General Administration of Quality Supervision, Inspection and Quarantine said in a statement on its website.The company posted a similar statement on its website Monday, saying the recall came after several customers complained about stalling when the car was moving at low speeds, which was because of the engine software.Both statements said the company would provide the customers with updated engine software free of charge.

BEIJING, June 3 (Xinhua) -- Revised regulations on internal management, discipline and formation regulation of the People's Liberation Army (PLA) are issued Thursday to further advance the army's development and modernization.Chinese President Hu Jintao, also Chairman of China's Central Military Commission, recently signed an order to promulgate and enforce the three regulations.Unlike the previous version, the revised regulation on internal management adopted provisions on psychological counselling to armymen and provisions on their use of mobile phones and the Internet.It also modified a wide range of provisions covering oath, dress and bearings, as well as confidentiality rules, security systems and financial management.The three revised regulations are to come into force from June 15 this year.

LOS ANGELES, June 4 (Xinhua) -- U.S.-China relations are improving on the back of their need for mutual support after undergoing a rocky period earlier this year, U.S. Congressman Adam Schiff said here Friday.The bilateral relationship came under pressure due to U.S. arms sales to Taiwan, the ** Lama's U.S. visit and tensions in the Korean Peninsula, but the overall situation was good and the bilateral cooperation was at a very high level, the Democratic congressman from California told a Chinese press club luncheon.Schiff said he didn't think the current tensions on the Korean Peninsula would have a serious impact on U.S. relations with China.He said both countries needed each other's support in forums such as the six-party talks to resolve the issue of nuclear proliferation on the peninsular.The United States also needed China's cooperation in developing alternative and green energy. The two nations could not simply compete with each other on this front, but needed to learn from each other, he said.Schiff sponsored the Nuclear Forensics and Attribution Act to strengthen the U.S. Department of Homeland Security's efforts in developing techniques for "fingerprinting" nuclear material and encouraged U.S. President Barack Obama to negotiate international agreements to govern international nuclear forensics activities.Schiff is also leading the effort to combat intellectual property theft. BEIJING, April 13 (Xinhua) -- The State Council, China's Cabinet, released here Tuesday new regulations on overseas investment, promising good business conditions but restricting funds to environmentally unsound projects.According to the new regulations, China still welcomes foreign investment in high-tech industries, services sectors, energy-saving and environmental protection, but polluting and energy-gorging or projects in industries running at overcapacity are not wanted.According to the regulations, the State Council said China will continue to support Chinese A-share listed companies in further introducing strategic investors from home and abroad, and standardize foreign companies' investment in domestic securities and corporate merger and acquisition moves.A national security examination mechanism will be built as soon as possible for foreign-funded companies' merger and acquisition operation in China, according to the regulations.Qualified foreign-funded companies are allowed to go public, issue corporate bonds or medium-term bills in China.Multinationals are encouraged by the regulations to set up regional headquarters, research and development centers, procurement hubs, financial management and other functional offices in China.Importing items for scientific and technological development by qualified foreign-funded R&D centers will be exempt from tariffs, importing value added tax and goods and services tax by the end of 2010, according to the regulations.Foreign-funded enterprises are also encouraged to increase their investment in China's central and western regions, particularly in environment friendly and labor-intensive companies.

XIANGNING, Shanxi, April 2 (Xinhua) -- Rescuers Friday sent food and messages of hope to miners who have been trapped for five days in a flooded north China coal mine.The rescue team sent 360 bags of glucose, each 200 ml, down the 250-meter Wangjialing Coal Mine in Shanxi Province after hearing banging on a metal pipe.Pan Zengwu, deputy chief of the Shanxi provincial coal geological bureau, said rescuers heard what they believed to be the trapped miners making the noise at 2:15 p.m..The rescuers knocked on the drill pipe to respond, Pan said.A rescuer tears up a bag of glucose by his teeth at Wangjialing Coal Mine, which straddles Xiangning County, of Linfen City, and Hejin, a county-level city within Yuncheng City, north China's Shanxi Province, on April 2, 2010. So long as they are still alive, it is all worth it for us to work even harder," said a rescuer surnamed Liu from central Henan Province.With glucose, rescuers sent a plastic bottle containing two short letters, a ballpoint pen and paper down the pit. They also sent down a special phone for use in mines.One letter said: "Dear fellow workers, the Party Central Committee, the State Council and the whole nation have been concerned for your safety all the time... All of us are very happy about the message of life you have conveyed, and are racing the clock and going all out to save you. You must have confidence and hold on to the last!"The other said: "Dear brothers, please wait in patience... The water will be soon drained. You must hold on and on! How about the gas and ventilation underground? What do you need us to do? Please tell us..."About 3,000 rescuers are struggling to pump water and reach the trapped miners.The water level underground had dropped by 3.3 meters by 4 p.m. Friday after a total of 66,000 cubic meters of water had been pumped from the shaft, said Liu Dezheng, a spokesman of the rescue headquarters and deputy director of the General Office with the Shanxi Provincial Work Safety Committee, at a news conference late Friday.Altogether 14 pumps were pumping up to 1,935 cubic meters of water per hour, he said, adding rescuers were installing one more pump.Rescuers said the trapped miners were working on nine different platforms, and four platforms had not been totally submerged, making it possible that some workers could have survived.The flooding happened at about 1:40 p.m. Sunday when underground water gushed into the pit of Wangjialing Coal Mine, which was under construction. Altogether 261 miners were working underground, and 108 were lifted safely to the surface.Rescuers said the flooding took place when workers digging tunnels broke through into an old shaft filled with water.The mine, which straddles Xiangning County, of Linfen City, and Hejin, a county-level city within Yuncheng City, covers about 180 square kilometers.The mining zone was estimated to have more than 2.3 billion tonnes of coal reserves, including 1.04 billion tonnes of proven reserves, according to the company's official website.The mine, affiliated to the state-owned Huajin Coking Coal Co. Ltd., is a major project approved by the provincial government. It is expected to produce 6 million tonnes of coal annually once in operation.If the trapped workers cannot be saved, the accident will be China's worst mining disaster in more than two years. In August 2007, a total of 181 workers died at two flooded coal mines neighboring each other -- 172 at one mine -- in Xintai, eastern Shandong Province.
