SAN DIEGO (KGTV) -- Nearly 1,500 people throughout San Diego County are without power as winter storms sweep through the area. According to the San Diego Gas and Electric outage map, 1,494 people are without power due to an unplanned outage. Affected communities stretch from the South Bay into North and East County. SDG&E says it expects to have all power restored by 11 p.m. At this time, it’s unclear what caused the outages. Click here to view the outage map. Cooler weather, rain and thunderstorms are expected to continue through Thursday before tapering off. “Tropical moisture is building around the county from a storm surging from Baja. A cold system will bring colder air and heavier rainfall and possible flash flooding,” said 10News Meteorologist Angelica Campos. Rainfall accumulations are expected to average between .50 and 1.50 inches for the coast and valleys, 2 to 3 inches for the mountains and .10 to .25 inches for the deserts. SAN DIEGO (KGTV) -- Public health experts are worried that with COVID-19 cases surging, family gatherings during the upcoming holiday season could make for an epidemiological disaster. While officials are urging people to follow stay-at-home orders and avoid indoor gatherings with those outside of the immediate household, they realize that many families will get together regardless of the risk.“There are a lot of reasons why don’t do the thing that your physician or your county board of supervisors would label compliant," said Dr. Rebecca Fielding-Miller, a social epidemiologist and associate professor at UC San Diego. "And so the best thing that we can do is say, OK. In the absence of perfection, here are the other things you can do to protect yourself.”Fielding-Miller recommends that a family that insists on getting together for Thanksgiving create, in effect, its own version of a bubble such as the one successfully used for the restart of the NBA season. To create the safest bubble possible requires invitees to the dinner to isolate beginning at least by Wednesday the week before Thanksgiving. Each person should then get a COVID test three days before the holiday so there is enough time to get the result back. Fielding-Miller said it's critical to have a conversation with guests to make sure they understand and agree to those safety measures. "When we talk about bubbles, your bubble is really only as safe as the person who is the least interested in maintaining the safety of the bubble," Fielding-Miller said.Once Thanksgiving Day arrives, eating outdoors is much safer than indoors. Fielding-Miller also suggests trying to keep members of different households spaced out as much as possible. It is also critical to wear masks as much as possible.She also said that safety efforts do not end on Thanksgiving Day. "You need a plan for, I would say, testing five to eight days after you spent time with your family, so you can immediately let people know if you are positive and they need to get tested,” Fielding-Miller said. She also recommends keeping your children home from school for at least the first two days after the holiday, to protect them from children who may have contracted the virus during Thanksgiving trips.Fielding-Miller said how San Diego behaves to control the spread of the virus over Thanksgiving will help determine the severity of the situation for the December holidays. But while she said this is likely to be a very difficult holiday season, there is reason for optimist. “A vaccine is coming and it really is darkest before the dawn. SAN DIEGO (KGTV) — Now that the Democratic Party has officially backed Joe Biden and Kamala Harris, it’s time for the Republican National Convention. The four-night convention begins with a roll call on Monday evening from delegates who take turns stating their pick for the nominee. California Republican National Committeewoman and Delegate to Republican National Convention Harmeet Dhillon said they are expecting a unanimous vote for President Trump and VP Mike Pence.Then, top republicans and citizens will speak through the next few nights. President Trump is expected to speak Thursday evening, but the schedule also shows he will be in the program to some capacity every evening.This would typically be a time when hundreds from California attend, but with coronavirus restrictions, that’s not possible this year. Dhillon said California would typically have 170 delegates, an equal number of alternates and guests, but that number has dwindled to just 6 for 2020. She said everyone in Charlotte has taken multiple coronavirus tests and said she feels safe with the health guidelines being practiced.Dhillon also said that she encouraged people who would not be flying to the RNC to donate the money saved from staying home. SAN DIEGO (KGTV) -- Police are searching for the driver who struck a pedestrian with his vehicle before driving away in Hillcrest early Sunday morning. According to police, a 30-year-old man was crossing the street on the 1300 block of University when he was hit. Following the crash, the sedan fled the scene. The victim was taken to the hospital with a skull fracture and brain bleed. Anyone with information is asked to call Crime Stoppers at 888-580-8477. 468

SAN DIEGO (KGTV) -- Neighbors are concerned after they say a registered sex offender moved into their Rancho Bernardo community, just feet away from an elementary school playground.Anthony James Morgan, 32, was convicted of possession of child pornography and lewd and lascivious acts with a child in Tennessee in 2013.Neighbors say they became concerned after Morgan moved into a townhouse in their neighborhood weeks ago. According to records on the Megan’s Law website, Morgan lives on the 17000 block of Caminito Baya, about 100 feet away from a playground at Westwood Elementary School.According to the Safe Task Force, which monitors local sex offenders, Morgan’s living situation is legal because of the California Supreme Court.In 2015, the court tossed out blanket restrictions on where sex offenders may live. The ruling came after sex offenders said the restrictions made finding housing impossible for them.  Authorities say while probation or parole agents can implement living restrictions, due to the fact that Morgan is no longer on parole or probation, he is now allowed to live wherever he wants.Neighbors say the rule doesn’t make sense. “I think the rules definitely need to be changed when it comes to sexual predators,” said Linda Vasquez.Vasquez added that she is relieved to hear that Morgan will be moving out of the area in April. “I’m very happy for that. We don’t need that in a neighborhood full of children.”The neighborhood is particularly sensitive to the sex offender issue. Neighbors say registered sex offender John Gardner was spotted at this mother's home - less than 500 feet from Westwood Elementary - in the years before he murdered two teens, including Chelsea King.Father Brett King helped lead a successful fight for tougher laws, including stricter punishments for sex offenders.  When he learned about Morgan's living situation, he told 10news: "As a society, we have lost our common sense ...
