"They are prepared to accept the policies for a longer time."In an attempt at tamping down property prices, the central government took time at the country's central economic work conference on Wednesday to encourage more cities to adopt a property tax. Such a tax is already being tried out in Shanghai and Chongqing.Beijing, though, is not likely to look seriously at adopting one, "unless it is otherwise required to by the central government", Wang said.

MOSCOW, Oct. 3 (Xinhua) -- A Soyuz-2.1B rocket carried a Glonass-M navigation satellite into orbit early Monday after a two-day delay caused by high winds, a Russian Space Forces spokesman said."The launch of the booster rocket is as scheduled. The satellite Glonass-M was put into the orbit under control at 03:55 Moscow time (2355 GMT on Sunday)," said Colonel Alexei Zolotukhin.Zolotukhin told reporters that the rocket was launched at 0:15 Moscow time (2015 GMT, Sunday) from the Plesetsk Space Center in northern Russia.The Russian Space Forces said the launch was initially scheduled for Saturday but was postponed due to high winds.Glonass is the Russian equivalent of the U.S. Global Positioning System (GPS), which is designed for both military and civilian use. The system requires 24 operational and 2-3 reserve satellites in orbit to ensure global coverage.In December 2010, a malfunction of the booster resulted in a loss of three Glonass satellites.

BEIJING, Jan. 10 (Xinhua) -- China's energy chief said here Tuesday that the country is under greater pressure to ensure energy supply this year as both demand and international competition for resources grows.Liu Tienan, head of the National Energy Administration (NEA), made the remarks when speaking at a national energy work conference."It is always worrisome to have to sustain supply of energy and resources for a country with 1.3 billion people," Liu said.As China is facing a "grim situation" in energy saving and emission reduction, Liu noted, it is urgent to restructure the country's energy use and control the gross consumption volume this year.To ensure a stable energy supply, China will optimize the layout of energy exploration, start construction of energy-transmission projects and other major energy programs while boosting reserves of oil, natural gas and coal in 2012, Liu said.The NEA plans to add another 200 metric tons to the country's coal-producing capacity this year plus 70 million kw of new installed power-generating capacity.If the ecology is protected and people are relocated, China will start construction of hydropower projects of 20 million kw in 2012, according to the NEA.Once safety is ensured, nuclear power will be developed after the country's new safety plan is approved.As for renewable energy development, the NEA plans to launch wind power projects with a total capacity between 15 million kw and 18 million kw, while developing 3 million kw of solar power over the new five-year period ending 2015.Liu said, in 2012, the country aims to provide electricity to another 600,000 people who currently have no access to it and expand electricity access to 5 million people by 2015.The NEA has budgeted 65 billion yuan (10.3 billion U.S. dollars) for upgrading the grids in rural areas.Over the next four years, China will facilitate the development of non-conventional natural gas, such as shale gas and coalbed methane by increasing the number of natural gas users by 100 million to 250 million.A key indicator measuring the economic vitality, power consumption rose 11.7 percent year-on-year to 4.7 trillion kWh in China in 2011. BEIJING, Jan. 1 (Xinhua) -- State Grid Corporation of China (SGCC), the country's largest power supplier, said Sunday it has put to trial operation a cross-border electricity transmission project in northeastern Heilongjiang province to supply Chinese with Russia's electric power exports.The electric power SGCC purchased from Russia began reaching Chinese customers late Saturday night after the completion of the direct-current back-to-back networking substation, or called "the trans-Amur project" by Russians, SGCC said in a statement on its website.The trial operation will last 168 hours, SGCC said in the statement.With a transmission capacity of 750 mega-watts, the electricity transmission project is China's biggest cross-border power line, according to SGCC."The implementation of the project will gain experience for the expansion of Sino-Russian energy cooperation and help promote the economic development for both countries," SGCC said.The project is also part of the Sino-Russian energy and trade cooperation.Russian Deputy Energy Minister Andrei Shishkin said in June 2011 that the transmission project would increase Russia's power supply to five or six billion kilowatt hours of electricity to China and Russia intended to increase its electricity supply to China in the coming years.Russian companies plan export 60 billion kwh of electricity to China by 2020.
