UNITED NATIONS, Sept. 25 (Xinhua) -- Chinese Premier Wen Jiabao has clarified China's policies of continuing reform and opening-up and seeking peaceful and common development during his just-concluded visit to the UN headquarters, Chinese Foreign Minister Yang Jiechi said Thursday.     During his 48-hour stay in New York, Wen attended the UN high-level meeting on the Millennium Development Goals (MDGs) and the 63rd annual general debate of the UN General Assembly.     Wen's visit was particularly significant in view of the increasingly complex international situation, the recent turbulence in the international economic and financial sectors, the sharp increases in oil prices and food supply shortage, and the whole world is keen to know in what direction China is heading after the Beijing Olympic Games, Yang told Xinhua. In this regard, he gave a comprehensive account of China's achievements in launching programs aimed at providing assistance to poor areas, and its contribution to global poverty reduction and South-South cooperation.     The Chinese premier put forward several proposals aimed at speeding up realization of the MDGs and called on countries around the world to pay more attention to the issue of poverty and to increase international aid.     Wen also unveiled six initiatives adopted by the Chinese government in its mission to assist developing nations, including setting up a development fund under the Food and Agricultural Organization (FAO), helping to train agricultural technicians, increasing agricultural exports, writing off debts and tariff, as well as offering assistance in the construction of clean energy projects.     Referring to the U.S. financial turmoil, Wen said China was confident of coping with the negative impact of the current crisis.     Confidence-building is even more important than gold and currency in the face of financial crisis, he pointed out.     China will strive to maintain the stability of its macro-economy, financial and capital markets, which is vital for the stability of the global economy, he said.     Wen also expressed China's willingness to cooperate with the United States in addressing the crisis, while calling on the international community to show solidarity and make joint efforts in maintaining the stability of the financial market.     Wen's opinions were echoed by the participants at the meeting, who agreed that China was an important player in stabilizing the world economy and financial system.     Talking about the recent tainted milk formula scandal in China, which has drawn world attention to food safety in the country, Wen stressed that the Chinese government attaches great importance to food safety and has adopted effective measures to ensure product quality and food safety.     He said China will never try to pursue corporate profit or economic growth at the expense of people's health and lives.     Wen noted that China's exports will not only meet international standards, but also meet the specific requirements of the importing countries.     China is willing to step up cooperation with the Unites States and other nations to ensure food safety, he added.     On China-U.S. relations, Wen said the two countries share broad common interests and that China and the United States are not rivals but partners in cooperation.     Wen called on both sides to enhance dialogue and communication, deepen mutual trust and cooperation, and efficiently handle sensitive issues such as the Taiwan issue, in order to ensure a healthy and stable development of bilateral relations.     This is in accordance with the fundamental interests of the two peoples and is conducive to world peace, stability and development, and also conforms to the trend of history, Wen said.     He said the Chinese government has always attached importance to china-U.S. relations and will go all out to maintain and develop the constructive and cooperative bilateral relations, irrespective of which party comes to power in Washington.     During his stay in New York, the Chinese premier also met with representatives of overseas Chinese associations and the heads of local Chinese-language media.

The two sides will continue to build up mutual understanding and trust, expand mutually beneficial cooperation, and make sure that the future development of Sino-Japanese relations conforms with the trend of the world's development, and jointly create a bright future for Asia-Pacific region and the world at large.     COOPERATIVE PARTNERSHIP     The two countries reaffirm that they are cooperation partners, with neither side posing threat to the other. Both countries reiterate that they will support each other in its peaceful development and both are convinced that China and Japan, with both countries committed to peace and development, will bring enormous opportunities and benefits to Asia and the world.     Japan highly evaluates China's development since its reforms and opening-up and its commitment to contribute to building a world of lasting peace and common prosperity. While China speaks highly of Japan's adherence to the path of a peaceful country in the past six decades and more since World War II and its contribution, through peaceful means, to world peace and stability.     Both sides agree to strengthen dialogue and communication on the U.N. reform and seek more consensus. China values Japan's status and role in the United Nations and is willing to see Japan play a bigger and more constructive role in international affairs.     ISSUE OF TAIWAN     Japan reiterates adherence to its stance declared in the Japanese-Sino Joint Statement on the Taiwan issue.     ALL-AROUND COOPERATION     Both sides agree to a mechanism for high-level regular visits between leaders of the two nations, strengthen communication and dialogue between the governments, parliaments and political parties of the two countries, enhance exchange of views on bilateral ties, domestic and foreign policies, and the world situation. The two sides will also increase the exchange of high-level visits in the security sector to promote mutual understanding and trust.     The two sides pledge to expand the exchanges of media, sister cities, sports and civilian groups between the two countries, and consistently promote exchanges of youngsters in a bid to enhance mutual understanding between the two peoples.     Both sides decide to strengthen mutually beneficial cooperation in various fields, including energy, environment, trade, investment, information and communication technology, finance, food and product safety, protection of intellectual property rightand business environment.     They are also keen on the development of bilateral cooperation in farming, forestry, fishery, transportation, tourism, water resources, medical care and others sectors.     Japan and China will make an effective use of the summit economic talks between the two countries proceeding from a strategic perspective.     The two nations also pledge to work together and make the East China Sea a sea of peace, cooperation and friendship.     The two sides agree that China and Japan, as two important countries in the Asia-Pacific region, will keep close communication over regional affairs and strengthen coordination and cooperation.     The two sides decide to jointly safeguard peace and stability in Northeast Asia and facilitate the process of six party-talks.     The two sides agree that the normalization of relations between Japan and the Democratic People's Republic of Korea is of great significance for peace and stability in Northeast Asia. China welcomes and supports the two countries efforts to resolve relevant issues and realize normalization of their bilateral ties.     The two sides agree to promote regional cooperation in East Asia and contribute to building a peaceful, prosperous, stable and open Asia in line with the principle of opening-up, transparency and tolerance.     Noting that they bear greater responsibilities for world peace and development in the 21st century, the two countries are ready to enhance coordination over important international issues in a joint effort to build a world of lasting peace and common prosperity.     The two sides decide to cooperate in coping with climate change after 2012 within the framework of the United Nations Framework Convention on Climate Change and in line with the principle of "common but differentiated responsibilities and respective capabilities" and the Bali Roadmap.

It is also in keeping with the trend of the world." BEIJING, Oct. 4 (Xinhua) -- China's State Council, or the Cabinet, has decided to further extend a program that involves special funds for infrastructure and other projects in three particularly arid and poor areas in the country's remote northwest.     While extending the program from 2009 to 2015, the government also decided to raise the annual total funding from 200 million yuan (29.2 million U.S. dollars) to 300 million yuan, Xinhua learnt Saturday. Picture taken on Oct. 1 shows workers of a building company transfering building materials in Douping Village, Longnan City in China's Gansu Province. China's State Council, or the Cabinet, has decided to further extend a program that involves special funds for infrastructure and other projects in three particularly arid and poor areas in the country's remote northwestThe three areas are Dingxi and Hexi prefectures in Gansu Province and Xihaigu prefecture in neighboring Ningxia Hui Autonomous Region.     From 1983, the three prefectures were the earliest poverty-stricken regions to carry out the national poverty-relief programs. A dedicated agricultural development subsidy fund was set up to help the three regions build infrastructure and develop agricultural production.     The statement said it was the third time the government had extended the program, which would expire at the end of this year.     Over the past 25 years, poverty-relief efforts had achieved remarkable results. Life in the three areas were significantly improved, a government statement said.     Through 2007, those living under absolute poverty in the counties stood at nearly 1.35 million, in comparison to 7.84 million in 1982. Poverty incidence were down from 62 percent in 1982 to 8.3 percent last year.     In Dingxi and Hexi, the annual net income of local farmers jumped to 2,141 yuan per capita through 2007 from 96.3 yuan per capita in 1982. In Xihaigu, farmers' annual net income jumped to 2,214 yuan per capita in 2007 from 126.6 yuan per capita in 1982.     Poverty-relief programs implemented in the three areas had not only helped push forward anti-poverty efforts in Gansu and Ningxia,but had also been forerunners of the country's development-oriented poverty alleviation drive.     Despite notable achievements, the three areas were still at an early stage of economic development and local farmers income levels were far below the national average, according to the statement.     It was still an arduous task for the country to fundamentally change the three regions poor conditions, so the Cabinet decided to extend the program again and step up supporting efforts, it added.
