SAN DIEGO (KGTV) - San Diegans living in recreational vehicles will soon have an opportunity to find refuge in the city's newest safe parking lot, an expansion of the City's Safe Parking ProgramThe City-funded lot will be in Mission Valley, operated by Jewish Family Service.Right now, there are four safe parking lots, but only one allows RVs."No one told me life was going to be easy, ok? I understand that I get that concept, but can we get a break once in a while? Just a little break, that's how I looked at this. This was my break," said Jeff Tracy.Tracy is referring to the safe parking lot on Imperial Avenue which accommodates RVs; it's operated by Dreams for Change."Because you can't function and take care of your basic needs if you're worried about your basic needs."Tracy's life forever changed seven years ago when a drunk driver crashed into the vehicle he was in with his wife and daughter. Tracy was the only one who survived, and he lost one of his legs. He's been struggling ever since. "It's a very learning process being homeless, and I don't like it, and I know most people don't, it's a hard life."Some RV owners like Tracy worry they'll have to move their RV during the day if they're moved to the new parking lot. He not only has to get his wheelchair in and out of the RV but says the cost of gas would be astronomical. "Expensive, hard, it's stressful, because now I've got to move it and where am I going to move it to? I've got to pull over here to some resident again, and they're going to get upset, I don't want to upset people," said Tracy.Tracy says the Safe Parking Program has given him a place to feel safe while he tries to plan for a better future. The new parking lot is set to open next month. 1745

SAN DIEGO (KGTV) — San Diego Padres games just got a little classier. The Padres hosted their inaugural "Anchorman" race at Petco Park Friday, featuring San Diego's favorite news team from Channel 4: Anchor Ron Burgundy, sports reporter Champ Kind, reporter Brian Fantana, and weatherman Brick Tamland. And by the beard of Zeus, Burgundy took the first race handily. RELATED: Padres unveil Ballast Point's Swingin' Friar AleThe race was created in collaboration with Paramount Pictures and actors Will Ferrell (Burgundy), David Koechner (Kind), Paul Rudd (Fantana), and Steve Carell (Tamland), according to the Padres. Each character is modeled after the "Anchorman" news team and it appears their trademark ego has gone to their heads. The massive heads were created by the same artist who modeled the Washington Nationals Racing Presidents and Arizona Diamondbacks Racing Legends characters.San Diego's race also joins the ranks of other races including the Milwaukee Brewers' sausage race and the Pittsburgh Pirates' pierogi race.RELATED: Brews outside Petco: Downtown breweries to visit before, after the gameAnyone else smell a street fight?Fans can expect to see the team race primarily on the weekends at Petco Park, as well as special games — it's kind of a big deal. The new "Anchorman" race is just the latest in new offerings at Petco, including a new beer created just for the team by Ballast Point, the Sycuan Stage concert venue at Park at the Park, and a revamped Compass Premier Club, the stadium's largest renovation since its 2004 opening. 1561

SAN DIEGO (KGTV) — San Diego officials will request that Gov. Gavin Newsom discount coronavirus cases in San Diego State students from the county's case rate.Supervisor Greg Cox said the county will send a letter to the governor formally asking that the state not include SDSU's case numbers in the county's total coronavirus case rate.Gov. Newsom said during a press conference Wednesday that he will not allow San Diego County to do that."You can't isolate, as if it's on an island, the campus community that is part of a larger community. So the answer is no," Newsom said in regards to whether he would consider a special exemption for the county.RELATED: San Diego County could backslide to more coronavirus-related restrictionsTuesday, County Public Health Officer Wilma Wooten said during a Board of Supervisors meeting that if the campus' cases were removed from the equation, the county's case rate would be lower. As of Monday, SDSU reported 667 confirmed cases and nine probable cases.According to county Medical Director Dr. Eric McDonald, less than 10 coronavirus cases have been directly linked to the campus. Of those, McDonald said three cases are county residents with direct connections with SDSU students and four non-county residents with direct connections to students.McDonald added that the county is aware of four residential outbreaks related to SDSU students in the College Area, but there have not been any other outbreaks in other settings related to students."The reality is, the number of cases in ICU and hospitalizations is not being impacted because of those cases from SDSU," Cox said. "We think there's justification for not including those numbers from SDSU and, frankly, other campuses in San Diego as they reopen."San Diego County public health officials voice worried that the region could be moved back a tier after registering at least one week's worth of data in California's most stringent reopening tier. While the county's testing positivity has sat in the third tier (orange) for two weeks now, in the last week, the county's case rate has crossed above the 7.0 cases per 100,000 residents threshold. Wednesday, county health officials said the region was at a 4.5% testing positivity and 7.9 cases per 100,000 people.Under the state's guidance, a county only needs to register above a threshold in at least one metric for two weeks to be pushed back a tier, while to move up, the county needs to meet both metrics for 14 consecutive days."At a minimum, counties must remain in a tier for at least 3 weeks before moving forward ... To move forward, a county must meet the next tier’s criteria for two consecutive weeks. If a county’s metrics worsen for two consecutive weeks, it will be assigned a more restrictive tier," the state's website says.If San Diego is required to move back to California's first business reopening tier, businesses would need to adjust to more restrictive capacity levels. SAN DIEGO (KGTV) - Restitution payments were sent this week to the victim of an investor who stole .5 million, San Diego County District Attorney Summer Stephan said Friday in a news release. Shawn Heffernan of the Heffernan Group took the investments of 15 people “who were susceptible to fraud due to inattention or advanced age,” the DA’s office said. Heffernan spent the money on personal items, including a lavish wedding and a Maserati. In 2018, Heffernan pleaded guilty to 29 criminal counts including elder fraud, grand theft, forgery, and making a fraudulent tax return. He sentenced to nine years in prison. The judge ordered Heffernan to repay the victims, 0,000 of which has been secured, the DA’s office reported. RELATED: Insurance agent sentenced for stealing funds, buying Maserati and jewelryThe first victim to receive the funds was Gene Newman, who lost 0,000. The other victims will soon receive their money, said Stephan.“Obtaining justice for victims of complex fraud – especially those who are elderly – is a priority for our office,” Stephan said. “This case is an example of due process that includes victims getting their money back through restitution. When victims get back any portion of their loss, it goes a long way toward providing a measure of justice in a truly impactful way.” 1328
