SAN DIEGO (KGTV) — An elderly Army veteran is warning others after he was brutally attacked while riding his mobility scooter in North Park.Around 3:30 p.m. Tuesday, 81-year-old Phil Severns was headed to a grocery store on the scooter when it happened."I just felt a sharp blow on the right side of my head. It almost knocked me out ... My glasses came off and were broken,  and my head hurt terribly," said Severns.Severns says he turned around and saw two concerned women who described his attacker. He looked and saw a man on the run a block away, described as a black man in his mid-20s with long hair, a lean build, and blue shirt and shorts.MAP: Track crime happening in your neighborhoodAt that moment, Severns says he kept thinking that he had to find out who did it. Severns decided to go after him, following him into a nearby CVS Pharmacy parking lot, where he found the man swinging a sock that appeared to be filled with rocks."Confronted him and asked him why he hit me," said Severns.The answer? A claim that Severns had hit him first, which Severns calls untrue. Before the man took off, there was more odd behavior.    "Just walking in circles and waving that sock," said Severns.It appears he wasn't done. Across the street at Walgreens, managers tell 10News they believe the same homeless man punched a clerk an hour later, the second such altercation with the man in the past year. It's a revelation that makes Severns more fearful."He's dangerous and acting crazy. SAN DIEGO (KGTV) -- A San Diego woman has filed a claim against the San Diego County Sheriff’s Department after she says she was groped by one of their deputies.The complaint by the unidentified "Jane Doe" alleges that Deputy Richard Fischer "rubbed and fondled" her on Aug. 20, the San Diego Union-Tribune reported.It claims Fischer was sent to her home with another deputy about 3 a.m. for a welfare check, but he returned alone an hour later and asked to be let inside."Fischer lied to her and said he needed to use her restroom," the claim states. "Jane Doe let him into her home, but immediately realized the restroom claim was just a ruse to get in the house."It goes on, "Fischer told the woman he thought she was cute, hugged her for 10 seconds without consent and then rubbed his hands down her torso, shoulders, arms, back and buttocks. After the hug, he told her again he thought she was good looking, then hugged her again; the woman resisted more aggressively the second time.The woman has now filed a million claim against the San Diego County Sheriff’s Department.In response, the department has placed Deputy Fischer on administrative assignment.The department responded to the claim in part by saying, “…the department holds all of our employees to the highest standards and is in the process of conducting a prompt and thorough investigation into the allegations.”The woman says she has no surveillance video to back up her claim, but thinks the sheriff’s own technology will provide proof of her claim.The woman said when Deputy Fischer came back to her home, he arrived in one of the department’s marked vehicles, vehicles that have GPS monitoring.Among the allegations against the Sheriff's Department are sexual assault and battery, sexual harassment and infliction of emotional distress.Read the department's full statement below: "The Department has received a complaint and claim from a female adult alleging inappropriate hugging by Deputy Fischer.  The employee was immediately moved to an administrative assignment upon notification of the complaint.  The Sheriff's Department does not comment on pending criminal or internal investigations.  However, the department holds all of our employees to the highest standards and is in the process of conducting a prompt and thorough investigation into the allegations." 2372

  

SAN DIEGO (KGTV) - Across the county, doorbell camera video has caught 'grinches' behaving badly."Upsetting and makes me feel violated," said Catherine Butler, who lives on Palm Avenue in La Mesa.When Butler woke up Wednesday morning, she came upon a mess outside her home. A wreath hanging on the side of her home was on the ground. A lighted garland was cut and left in her yard. She found a string of cut-up Christmas lights near the sidewalk.RELATED: How to stop porch pirates from stealing your packages around the holidays"It makes me mad. It's not right and it's very grinchy," said Butler.Surveillance video reveals the culprit: a man walking barefoot on her patio railing, yanking down her lights. "I put up things because it's fun to be in the season. To have something negative happen, it just feels really personal," said Butler. Butler is hardly the only one feeling that way. There have been a plethora of videos posted this week of package thieves throughout the county, likely targeting Christmas presents. In Chula Vista, a video posted on the Neighbors App by Ring shows a man wrangling a large holiday wreath off a front door. In the post, the homeowner says the wreath had been put up for the last 15 years.In another post from Spring Valley, a person seen walking away from a home and into a waiting car took a Mickey Mouse projector light. Sometimes, a grinch can be dangerous. SAN DIEGO (KGTV) — A surfer was found unconscious, face down in the water near Pacific Beach early Wednesday.San Diego lifeguards were notified of the woman in her 30's just after 8 a.m. inside the surf zone at Tourmaline Surf Park.10News spoke to Jason Glover, a paddleboard surfer who set up a robot-camera on the beach to capture surf videos. One of the clips captured the audio of the exact moment bystanders found the woman unconscious.“Hey! Hey! Call 9-1-1,” they said. Fellow surfers immediately pulled her out of the water and started CPR. Lifeguards continued life-saving efforts once they arrived, according to San Diego Fire-Rescue spokeswoman Mónica Mu?oz.The woman began breathing again and was transported to Scripps Memorial Hospital, but her condition was not immediately known.“They immediately brought her in. But that’s what surfers do. Whenever there’s a crew out here, you know you’re going to be fine because everyone looks after each other,” Glover said.It's unclear what caused the woman to become unconscious. 1042
