The launch of the China-Russia oil pipeline project marked a new stage of long-term and strategic cooperation in the oil sector. The two sides will also advance gas cooperation in accordance with a memorandum of understanding on gas cooperation reached in June.     Meanwhile, the two states are fulfilling an outline of regional cooperation between Northeast China and the Russian Far East Area and Eastern Siberia, which envisions prosperous cooperation between border regions.     The economies of China and Russia are mutually complementary and in a critical phase in development. PHUKET, Thailand, July 22 (Xinhua) -- Chinese Foreign Minister Yang Jiechi underlined here Wednesday the importance of tapping new areas of economic growth so as to enhance cooperation between China and the Association of Southeast Asia Nations (ASEAN).     Yang noted that one area of development is to implement plans to enhance agricultural productivity by drawing on advanced technology and to accelerate the cooperation on new and renewable energies. The ASEAN-China Foreign Ministers' Meeting is held in Phuket, Thailand, on July 22, 2009."We have maintained high-level exchanges, enhanced political mutual trust, shared development experience and strengthened confidence in cooperation," Yang said at the China-ASEAN Foreign Ministers' Meeting on Wednesday afternoon.     China and ASEAN have completed negotiations on the China-ASEAN Investment Agreement, paving the way for the full establishment of the China-ASEAN Free Trade Area (CAFTA) in 2010.     The ASEAN on Monday appreciated China's active role in developing transportation infrastructure between the two sides and welcomed the establishment of the 10 billion U.S. dollar fund for bilateral investment cooperation.     In April, Chinese Premier Wen Jiabao said that China has decided to set up a 10 billion U.S. dollar "China-ASEAN Fund on Investment Cooperation" to support infrastructural development in the region. 

BEIJING, Aug. 2 (Xinhua) -- China on Sunday issued a regulation for the country's disabled military personnel to ensure them a guaranteed living after retired from the military.     Jointly promulgated by military authorities and Ministries of Finance and Civil Affairs, the regulation pledges that military personnel who gets disabled because of war, work or illness will be rearranged to other working positions by the government after retirement.     The retired disabled veterans will also be provided with a certain amount of compensation fee according to their different levels of disabilities.     Other welfare include medical care subsidy and a basic housing allowance of at least 100,000 yuan (14.706 U.S. dollars) to each disabled veterans, the regulation said.     Non-commissioned officers at junior grades who are diagnosed as mental illnesses and enlisted soldiers who are diagnosed as disabilities from level I to level IV will be sustained by the government for the rest of their lives, it said.     The regulation is the first of its kind in China.

URUMQI, July 22 (Xinhua) -- A key expressway in northwest China's Xinjiang Uygur Autonomous Region began construction on Wednesday in a move to improve the region's road network and serve its economic development.     The 135-km expressway will link Kuytun City to Karamay City. The project, funded by the central government and Xinjiang regional government, will cost 3.87 billion yuan (about 567 million U.S. dollars).     The road is bidirectional with four lanes. It will be completed and put into use in November 2011.     Dai Gongxing, vice chairman of the Xinjiang regional government, said at the groundbreaking ceremony in Kuytun that the expressway, also part of the national expressway network, would improve the regional transport and promote local economic development.
