BEIJING, Jan. 12 (Xinhua) -- China's consumer price index (CPI), a main gauge of inflation, rose 4.1 percent year-on-year in December, down 0.1 percentage point from November on falling non-food prices, the National Bureau of Statistics (NBS) said Thursday. The CPI was up 5.4 percent in 2011 from the previous year, well above the government's full-year inflation control target of 4 percent, the NBS said in a statement on its website. The inflation rate in December marked a five-straight-month decline after hitting a 37-month high of 6.5 percent in July amid government tightening measures, according to the NBS data.On a monthly basis, the cost of living dipped 0.2 percent in December, while prices of entertainment, educational and cultural articles and services dropped 0.3 percent, the NBS said.Food prices, which account for nearly one third of the basket of goods in the nation's CPI calculation, went up 9.1 percent year-on-year in December and 1.2 percent month-on-month, the NBS said. The December inflation figure was in line with the market expectation, as many economists forecast that the CPI would grow around 4 percent year-on-year in December.China's Producer Price Index (PPI), a major measure of inflation at the wholesale level, rose 1.7 percent in December year-on-year, further weakening from 2.7 a month earlier.China has made controlling prices a top priority last year and implemented a series of measures to address the issue, including tightening monetary policy, cracking down on speculation, increasing food supplies and reducing circulation costs.

CANNES, France, Nov. 3 (Xinhua) -- Chinese President Hu Jintao met here Wednesday his French counterpart Nicolas Sarkozy on bilateral ties and other issues of common concern, including the Group of 20 summit scheduled for Thursday and Friday.Hu pointed out that since the global economic recovery is now burdened by quite a few instable and uncertain factors, the international community has great expectations of the G20 Summit in Cannes."The Chinese side actively supports the French side to host the summit," Hu said, emphasizing that the G20 should continue to uphold the spirit of cooperation and send a clear and definite signal of securing growth and promoting stability to the international community through this summit.Hu expressed the hope that all relevant parties should jointly endeavor to make the Cannes summit a conference of solidarity and win-win cooperation.Sarkozy expressed his appreciation of the effort China has made to prepare for the G20 summit. He said the French side was ready to strengthen coordination and cooperation with the Chinese side and work with all other parties to push for positive results at the summit.Hu said Europe is the largest economy in the world, and there will be no global economic recovery without a recovery of the European economy. He pointed out that the package deal that the European Union (EU) struck lately demonstrates its will and determination to resolve Europe's debt problem. He hoped that the implementation of the package deal would help overcome the difficulties facing Europe and be conducive to the recovery and growth of the European economy."It is mainly up to Europe to resolve the European debt problem," Hu said."We believe that Europe has all the wisdom and capability to resolve the debt problem," he added.Sarkozy said Europe is committed to resolving the debt crisis by making its own effort and strengthening cooperation with the international community. Hu said China wants to see Europe prosper.Noting that it was the third time for him to meet Sarkozy so far this year, Hu said the two sides had a frank and in-depth exchange of views on bilateral links, world economic situation, G20 affairs and major international issues and reached many important consensuses. The development of China-France relations has maintained good momentum recently. President Hu paid a state visit to France in November last year and met Sarkozy in March and August this year when the French president visited China.Hu said China places importance on developing its relations with France and the EU. BEIJING, Oct. 10 (Xinhua) -- The State Council, or China's cabinet, announced on Monday it will tax all resource products starting Nov. 1, extending the resource tax on domestic sales of crude oil and natural gas from some regions to the entire country. The list of taxable resources widened from crude oil and natural gas to coal, rare earth, salt and metal from Nov. 1, according to the country's revised resource tax regulations. The expansion of the resource tax is part of China's efforts to encourage energy conservancy and limit environmental damage.Sales of crude oil and natural gas nationwide will be taxed at a rate between five and 10 percent of their sales value, according to the revised regulations. The regulations impose a sales tax ranging from eight (1.25 U.S. dollars) to 20 yuan per metric ton on coking coal and from 0.40 to 60 yuan per metric ton on rare earth ore.Taxes on other types of coal stood unchanged at 0.30 to five yuan per metric ton.The tax rate for other non-ferrous metals is set between 0.4 to 30 yuan per metric ton. Ferrous metals will be taxed at two to 30 yuan per metric ton.Taxes on precious non-metallic ore will be between 0.5 to 20 yuan per kg or per carat, while taxes on cheap non-metallic ore are set between 0.5to 20 yuan per metric or per cubic meter.China's current resource tax is levied based on production volume instead of sales value, thus preventing the government from benefiting from energy and commodity price increases.Nonetheless, energy giants and mining companies such as PetroChina and Sinopec have enjoyed large profit margins on the sale of resources under the current tax scheme.A resource tax on oil and natural gas was introduced at a rate of five percent in northwest China's Xinjiang Uygur Autonomous Region on June 1, 2010 before being extended to 11 other provinces in December last year.

JERUSALEM, Jan. 12 (Xinhua) -- An Israeli company has developed a system that scans the brain and provides a three dimensional image of the nerve cell connectivity to treat brain diseases like Alzheimer's or HDHD.The firm ElMindA trademarked a non-invasive system, the BNA ( Brain Network Activation), that helps doctors visualize the connectivity between nerve cells and synchronization that can even measure the severity of the patients condition from one day to another, the Israel21c news site reported on ThursdayBy creating a three-dimensional image of the brain while asking the patients to repeat an activity several times, BNA developers hope this system will become a regular way of diagnosing brain illnesses."Our vision is that every psychiatrist and neurologist in the world will routinely send every patient for BNA tests," said Dr. Eli Zangvil, ElMindA's strategic advisor for business development. "Our test would add information and aid in diagnostics in a way no other existing technology can do," he added.BNA could help doctors find out exactly at what stage of the disease patients and prescribe the exact medication for them."To do that, we must collect a lot of data," Zangvil said. "To say this person has a certain disease or condition, I have to be able to compare their pattern to a normal brain pattern of a person of the same age and gender." he said.Researchers hope to gather the amount of data they need to obtain FDA approval in the U.S. by the end of 2012, and start marketing it to hospitals by 2013.
