CONNEAUT, Ohio — Conneaut Councilman Phillip Garcia, 63, was arrested and taken to the Ashtabula County Jail in Ohio on Tuesday, according to employees at the sheriff's department.Court documents revealed that Garcia is being held on 26 felony charges.The 26-count indictment includes five counts of rape, four counts of corruption of a minor and two counts of sexual conduct with a minor. He was also indicted on 15 felony counts of compelling prostitution.Garcia, 63, the councilman for Ward 2 in Conneaut, serves as a member on the Parks and Recreation committee, Economic Development Committee and Public Service Department/Cemeteries committee. Ashtabula County Sheriff Bill Johnson said they've been investigating Garcia for two to three months. They launched the investigation into Garcia, who owns Phil's Catering after an employee came forward in June.The charges relate to five juveniles between the age of 13 and 17, according to the release.  The alleged sexual assaults took place between 1997 and 2005.Four of the alleged victims were employees of Garcia's catering business."We do have concerns that there could be additional victims who have not yet been identified, and we urge anyone with information pertinent to the investigation to come forward," said Attorney General DeWine.  1356

CORONADO, Calif. (KGTV) -- Hundreds gathered on Coronado Saturday morning for the 2019 Witches Tea. The event, organized by Rebecca Geiss, started in 1999 with nine women. Since its humble origin, the event has exploded in size. This year, 254 people showed up for the 21 and older event. The celebration centers around attendees dressing up as witches, dancing, and having a spooktacular time on beautiful Coronado. Photos from this year’s event show a multitude of creativity with some dressed as Glinda the Good Witch from “The Wizzard of Oz.” Other photos show some of the women embracing group costumes. Throughout the day, the women take buses to establishments throughout Coronado and San Diego. Attendees aren't told where they're going, adding an element of surprise to Witches Tea. In 2018, all the proceeds from the event went to the C4 Foundation, which provides support and resources through science-based programs to active-duty Navy SEALs and their families. CORONADO (KGTV) — New rules go into effect on Thursday, August 16, restricting where people can and can't use e-cigarettes in Coronado.The City Council passed an ordinance on July 17 to make the popular devices subject to the same rules as regular cigarettes, banning their use in many public places.According to the new law, e-cigarettes will no longer be allowed in the following unenclosed areas:1. All public property including, but not limited to, streets, highways, alleys, rights-of-way, parkways, sidewalks, parking lots and pathways; 2. Outdoor public places; 3. Outdoor recreational areas; 4. Outdoor service areas; 5. Outdoor dining areas.An exception has been made for the Municipal Golf Course, where smoking is also allowed.Anyone caught breaking the new rule could be subject to a 0 fine. The city will put up new signs to let people know of the change.Language in the City Council proposition showed that city leaders feared vaping devices and the smoke from them could be dangerous to the public health. They also wanted to eliminate confusion by having different rules for different kinds of smoking.E-cigarette advocates say bans like these are counter-productive.The Consumer Advocates for Smoke-Free Alternatives Association sent a statement to 10News that reads, in part, "Smoking laws that include a ban on vaping send the inaccurate and misleading message that e-cigarettes are just as harmful as smoking. To date, there is no credible scientific evidence to support this claim. Arguably, vaping bans do more harm than good as smokers see switching to smoke-free products as having no advantage over the combustible products they will continue to use." 1712
