LOS ANGELES (AP) — A judge has blocked a Trump administration rule that would have put up new roadblocks for asylum-seekers convicted of a variety of crimes. It was set to take effect Friday. The federal judge in San Francisco says current federal law already includes plenty of disqualifying crimes such as drug trafficking, money laundering and counterfeiting. LOS ANGELES (AP) — Authorities identified five additional victims Tuesday as divers searched for the last missing passenger who died in a fatal boat fire off the coast of California.As the families mourned, officials pursued a criminal investigation into the blaze that killed 34 people on Labor Day.Santa Barbara County Sheriff Bill Brown said the victims, 21 women and 13 men from 16 to 62 years old, appear to have died from smoke inhalation before they were burned. Five of six crew members, including the captain, survived after multiple efforts to rescue the dozens trapped below deck.Authorities said efforts to find the final victim and salvage the Conception are expected to continue Wednesday.The five additional victims, all from California, are Adrian Dahood-Fritz, 40, of Sacramento; Lisa Fiedler, 52, of Mill Valley; Kristina "Kristy" Finstad, 41, of Tamrick Pines; Fernisa Sison, 57, of Stockton, and Kristian Takvam, 34, of San Francisco.Finstad, a marine biologist who led the scuba tour, had led hundreds of dives in the Channel Islands. She had just returned from spending several years sailing across the Pacific with her husband.Fiedler, a Michigan native, was a hairdresser and photographer who thought of herself as "part fish" because of her ocean addiction.The other three victims identified Tuesday were on the boat with coworkers and loved ones.Sison's husband, Michael Quitasol, and her three stepdaughters also perished in the fire. Sison and Quitasol worked at St. Joseph's Medical Center in Stockton.Dahood-Fritz and her husband, professional photographer Andrew Fritz, also both died in the blaze. Dahood-Fritz had recently started a job as a senior environmental scientist for California's Ocean Protection Council under the California Natural Resources Agency.Takvam was a vice president of engineering at the education platform Brilliant in San Francisco. Los Alamos County, New Mexico is ranked the healthiest community in America, according to U.S. News & World Report’s 2020 rankings.As for the other healthy communities, six of the top ten counties are in Colorado and two are in Virginia.U.S. News uses public health data and information from health insurance company Aetna.Access to healthy food, clean water, health care, school and law enforcement spending are considered. New components like evictions and how well people are coping with economic changes also are part of the rankings.In most cases, the higher the health ranking, the better the area did with COVID-19.“What helped them do better was if they had an infrastructure that was able to handle the pandemic, like access to hospitals, access to emergency rooms and access to health care in general,” said Joe Williams, Senior News Editor at U.S. News.Better educated and physically healthy populations also coped better with the virus, two areas where there are historic racial disparities.“The counties that tend to be ranked at the top tend to be whiter and that corresponds with higher income, corresponds with higher education, so it’s really difficult to find a majority minority county that's actually doing pretty good in our measures,” said Williams.Counties that moved up in rankings spent more on health infrastructure. Counties near big suburbs brought in more jobs.There are simpler ways to improve community health. LORAIN, Ohio - A family has filed a lawsuit against the Lorain County School District in Lorain, Ohio after their daughter was wrongly accused of bringing drug-laced candy to lunch in September and suspended.Shannon Ciotti and her daughter have filed a suit naming the district, the Lorain City Board of Education, every board member, the district CEO and the Lorain Police Department.Ciotti said her daughter was suspended immediately from Southview Middle School after being accused of bringing tainted candy, before any test was ever conducted on the candy. The director of out of school suspension cited Ciotti’s daughter with a level three violation – possession of marijuana edibles.The lawsuit states a 10-day suspension turned into 21 because the police department took so long to test the candy. The box of Milk Duds was not properly tagged as evidence and sat on a shelf in the police department, “untested and abandoned,” the court filing states. It was only after the crime lab found out from Ciotti that the evidence was improperly tagged that they tested the candy.The family also contacted the Hershey Company, who tested the batch of Milk Duds for illegal substances, the suit states.Hershey came to the same conclusion that Lorain police eventually did: the candy contained no illegal substances.According to the lawsuit, the teen has been harassed and ridiculed since returning to Southview Middle School. Fellow students have called her names like “pothead,” and a teacher allegedly mocked the girl, saying, “I hope you’re not planning on exchanging candy. We’ve been down that road before.”The lawsuit seeks ,000 in compensatory damages and over ,000,000 in punitive damages for negligence, gross negligence and defamation on behalf of the school and police. 1796
