Rules surrounding nonsteroidal anti-inflammatories have been enhanced and extended, and additional rules regarding other equine medications have been clarified and codified.Random testing will continue for any horse at Del Mar, including ones readying for, or having just completed, morning workouts.Just as they were last summer, veterinarians are stationed at elevated observation points at the facility to oversee morning workouts and will have the ability -- through communication with outriders -- to remove horses from the racetrack and have them undergo a follow-up soundness examination.Exercise riders and jockeys again will be prohibited from using a riding crop to encourage their horses during morning workouts.The Del Mar Thoroughbred Club created a stakeholder advisory committee last summer represented by trainers, veterinarians, jockeys, racing surfaces maintenance personnel and management that met regularly to discuss safety practices, operations and track surfaces. DENVER – The man accused of shooting and killing three people at a Thornton, Colorado Walmart on Wednesday night will likely learn if prosecutors will seek the death penalty against him Monday afternoon.Scott Allen Ostrem, 47, made his first court appearance Friday morning in Adams County. Formal charges have yet to be filed against him, but his arrest warrant carried first-degree murder after deliberation charges.Prosecutors are expected to seek similar first-degree murder charges, and an attorney for the state said at Friday’s hearing that “there’s going to be multiple counts in this case.” District Attorney Dave Young said they might also pursue attempted murder charges."When you fire into a crowd of people you don't necessarily need to fire more than one shot to be convicted or charged with attempted murder," Young said.Prosecutors initially argued that they should have until Wednesday to file formal charges, saying that they needed to interview more people and review more video footage to determine who, if anyone in particular, Ostrem was targeting in the shooting.Police and the FBI say they still have not determined a motive for the Wednesday night shooting, which left three people dead.First-degree murder convictions carry sentences of either life in prison without the possibility of parole or the death penalty in Colorado, but prosecutors must say which penalty they are seeking when the initial charges are filed. DENVER — Convicted murderer Chris Watts has been moved from a Colorado prison to another prison out of state.Four sources confirm to KMGH's Jace Larson that Chris Watts was transferred from the Denver Reception and Diagnostic Center, where a new prison inmate goes after conviction, to an undisclosed facility out of state. Victims’ families -- who requested to be alerted -- have been notified, two of the four sources with knowledge of the movement told KMGH. Watts' current location has not been identified, except to victims' families, the source said.Watts pleaded guilty last month to killing his pregnant wife Shanann Watts and their two young daughters at their home in Frederick, Colorado in August.
