HONOLULU (AP) — Hawaii's governor says that starting Oct. 15, travelers arriving from out of state may bypass a 14-day quarantine requirement if they test negative for COVID-19.Travelers will have to take the test within 72 hours before their flight arrives in the islands.The governor, David Ige, says drug store operator CVS and healthcare provider Kaiser Permanente will conduct the tests as part of an agreement with the state.Travelers will need to be able to show proof of their negative test results from a CLIA certified laboratory. Those who can’t will be required to quarantine for two weeks or until they can provide proof of their test results.Ige said in a press release that the new pre-travel testing program “is an important step toward reviving our economy while continuing to protect public health.”Earlier this year, Hawaii had plans to start a pre-travel testing program on Aug. 1 but had to postpone them as COVID-19 cases spiked on the U.S. mainland and in Hawaii. GENEVA (AP) — The European Union’s Earth observation program says the ozone hole over Antarctica has swelled to its largest size and deepest level in years.Experts at the Copernicus Atmospheric Monitoring Service say a strong, stable and cold polar vortex has driven the expansion, and have called for greater international efforts to ensure countries abide by an international accord to phase out use of ozone-depleting chemicals.Vincent-Henri Peuch, who heads the service, said in a statement that the ozone hole was “definitely” among the largest in the last 15 years.“With the sunlight returning to the South Pole in the last weeks, we saw continued ozone depletion over the area,” Peuch said. “After the unusually small and short-lived ozone hole in 2019, which was driven by special meteorological conditions, we are registering a rather large one again this year, which confirms that we need to continue enforcing the Montreal Protocol banning emissions of ozone depleting chemicals.”Since the ban on halocarbons, officials say the ozone layer has slowly been recovering and data shows a trend in decreasing area of the ozone hole.Ozone depletion over the Antarctic continent was first noticed in 1985. 1217

He might have done it for Instragram or YouTube fame, but now a man who crossed a barricade guarding a hippopotamus enclosure at the Los Angeles Zoo is looking at potential trespassing charges after he was filmed spanking one of the animals.Video shows the man climbing the fence outside the hippo enclosure at the LA Zoo and sneaking up on two hippos, named Rosie and Mara. The man’s approach is very cautious, and then when finally close enough, he slaps one of the hippos on the rear before rushing back over the fence and taking a moment to celebrate his feat.The LAPD confirms they received a report of trespassing at the zoo and are investigating.In the video, Rosie, the hippo that was slapped, does not show much of a reaction, but her mother appears startled and looks up as the guy is still in the enclosure. It’s not clear if the man knows he’s being recorded, but clearly he’s showing off. The video started making the rounds on social media last week.While hippos at the zoo do have human interaction, this kind of treatment can create an unpredictable situation.The zoo released a statement Monday reading, in part:“The Zoo would like to remind everyone that it is never acceptable for a guest to enter the habitat of any animal at the Zoo, excluding our staff-supervised animal encounters.
