SAN DIEGO (KGTV) - Thanksgiving with the Salvation Army will be different in 2020 because of the coronavirus pandemic."We knew that we were going to do something," says Captain Sean Kelsley, who oversees the Salvation Army East County Operations. "The question was, what would it look like?"For the past 30 years, the Salvation Army held large, family-style gatherings to feed people experiencing homelessness, the disabled, and families in need at Golden Hall for Thanksgiving. They plan for 1,800 people, plus volunteers.But a gathering of 2,000+ people is strictly forbidden under California and San Diego County COVID-19 guidelines.In its place, the Salvation Army will offer "grab-and-go" style meals at four locations around the county."We're just glad to be able to be here," says Captain Kelsey. SAN DIEGO (KGTV) - The Imperial Beach Charter School PTA president was arrested on suspicion of embezzling funds from the group, the San Diego County Sheriff’s Financial Crimes Unit said Wednesday. A warrant was issued in November for 30-year-old Kaitlyn Birchman, a mother of two. Riverside County deputies arrested Birchman late Tuesday night at her home in Temecula.Birchman was the head of the Imperial Beach Charter School's parent-teacher association until March, when she was voted off the board. Other members said her departure followed months of missing funds. RELATED: South Bay mom accused of stealing thousands of dollars from her children’s school“There were thousands of dollars that hadn’t been paid,” current PTA treasurer and former Coronado Police sergeant Elizabeth McKay said. According to McKay, vendors from previous years sent the PTA bills for unpaid services. McKay contacted the bank and discovered the PTA’s account no longer existed. “The checks...she had written to herself and signed herself. ATM withdrawals that weren't anywhere near Imperial Beach or had anything to do with a PTA event." SAN DIEGO (KGTV) - Students distracted and bitten in class at Madison Senior High in Clairemont are hoping for some help to make the mosquitoes go away.The west side of campus, against Doliva Dr., is where people told 10News they were bitten. The same area houses special needs classes. 10News was sent two pictures, one of a student, with special needs, whose calf was bitten by a mosquito, and another of a dead mosquito. It appears to be black with white spots or stripes."It was really bad and it was burning and everything," Junior Arryonna said. She was bitten in art class Thursday."I feel like my ankle starts itching so I'm like what's on my ankle, so I look and I got two bumps on the side of my ankle," she said reaching down to scratch. She said she's allergic, making the bites that much worse.The school district says the first report of a mosquito bite came mid-September, around the first time Aryonna said she was bit. Pest Control came out twice and deployed an organic compound in the drain to kill mosquito larvae. The County was scheduled to come out next week, but after 10News called, they showed up Friday afternoon, according to the district. 1176

SAN DIEGO (KGTV) - The family of a California Firefighter is hoping for his safe return after authorities in Mexico arrested two people linked to the case.Authorities announced on Friday that they had arrested a couple linked to the case. The couple has been identified as 32-year-old Fanny N. and 27-year-old Santos N.They say the couple had bank cards with Aguilar's name on them, and the cards were used at businesses in Ensenada, Rosarito, and Tijuana. The arrest was made Thursday.Aguilar disappeared in August when we went to his second home in Baja California.According to Mexican authorities, Aguilar had arranged to meet with one of the suspects at a Rosarito address. They believe it could have been a set up to kidnap him. Aguilar tried to escape.Authorities say neighbors heard gunshots and investigators found bloodstains in the area, but they have not been able to locate Aguilar.Aguilar's cousin in San Diego county, Nancy, says she is hopeful that her cousin will be found."I have faith that he's out there alive, and we are going to find him," she said.Authorities are questioning the suspects for leads. 1129

SAN DIEGO (KGTV) - The Gaslamp Quarter Association has plans to turn a section of Fifth Avenue into a pedestrian friendly promenade. The section affected would be from Broadway down to L Street, where the Convention Center is located. The change could help during big events like the week of Comic-Con and holidays like Halloween. “It’s kinda mayhem,” says Michael Carbone, director of the Chuck Jones Gallery. “As far as trying to get from one block to the other, it could take you 15 minutes.” Carbone says while he loves the crowds during Comic Con, the rent is so high downtown, his gallery is moving to Little Italy.Some suggestions under consideration, according to the GQA: putting in street furniture, plants, local art sculptures or murals and entertainment venues. “Well, the safety factor is you can just stroll, you don't need to look out for cars, and we don't allow bicycles either,” said Sue Meek, a tourist from Scotland who says similar areas function well back home. The Gaslamp Promenade project could allow certain hours for vehicle traffic, such as 3 a.m. - 11 a.m. The projected cost is currently million.
