BEIJING, Dec. 15 (Xinhua) -- Senior officials of the Communist Party of China (CPC) and the Communist Party of Vietnam (CPV) pledged here Tuesday to improve relations between the two states and parties. "As neighboring socialist countries, China and Vietnam share broad strategic interest, and are capable of improving bilateral ties," said He Guoqiang, a Standing Committee member of the Political Bureau of the CPC Central Committee and head of the CPC Central Commission for Discipline Inspection.     During a one-hour meeting at the Great Hall of the People in downtown Beijing, He briefed To Huy Rua, a member of the Political Bureau of the CPV Central Committee, on CPC's experiences and latest decisions on party building. VICTORIA, Seychelles, Nov. 21 (Xinhua) -- Zhou Yongkang, a senior official of the Communist Party of China (CPC), has met leaders of the Seychelles on bilateral relations. Zhou, a member of the Standing Committee of the CPC Central Committee Political Bureau, was welcomed Thursday evening at the airport by the general secretary of the People's Party of the Seychelles, Danny Faure, who is also finance minister. BEIJING, Nov. 17 (Xinhua) -- China and the United States agreed here Tuesday to further collaboration to jointly research in the health sector and in the control of diseases, especially pandemics, according to a joint statement issued after the talks between Chinese President Hu Jintao and visiting U.S. President Barack Obama.     The joint research will include that on stem cells. Both sides will deepen cooperation on global public health issues, including the prevention, surveillance, reporting and control of the A/H1N1 influenza, avian influenza, HIV/AIDS, tuberculosis, and malaria, said the statement.     The two sides will also enhance cooperation on food and product safety and quality, it added.

BEIJING, Dec. 27 (Xinhua) -- The State Council, China's cabinet, released a review of its legislative work in 2009 on Sunday, which gave a brief account of the role legislation has played in helping people improve their livelihoods and develop society generally.     The State Council tabled five bills for deliberation by the Standing Committee of China's top legislature and formulated 22 administrative regulations in 2009.     To safeguard people's safety and promote fitness campaign, the State Council has mapped out regulations for the implementation of China's food safety law, migrant population family planning, national fitness and lottery management, it said.     To promote legislation regarding environment protectional, energy-saving and reduction of greenhouse gas emissions, the State Council formulated regulations on recycling discarded home appliances and electronic devices, regulations on prevention of marine pollution from ships as well as safe transportation and monitoring of radioactive objects.     The State Council also submitted laws to the NPC Standing Committee to advance the development of relevant sectors. Among them were draft laws regarding diplomatic personnel, the people's armed police force, a draft revision to the Law on Guarding State Secrets, and a draft revision of China's Organic Law of Villagers' Committees.     To encourage public participation in lawmaking and improve the quality of laws, the Legislative Affairs Office of the State Council sought public submissions on 22 draft administrative regulations.     Among those laws and regulations, the draft regulation for the implementation of the Food Safety Law has attracted more than 10,000 public submissions.     The State Council has cancelled or standardized administrative charges and helped cut the expenses of enterprises amid the global economic downturn, said the review.     The State Council attached great importance to strengthening and improving macro-control policies and established legislative programs to facilitate economic development, it said.     To ensure the safety of transportation of natural resources, the State Council submitted a draft law on the protection of China's pipelines for oil and natural gas; it also formulated a regulation on the management of civil airport to standardize the construction and management of such projects.     Through enhanced supervision on administrative power, stepped-up efforts on settling administrative disputes and standardized enforcement of administrative law, the State Council helped maintain social harmony and stability, according to the review.     More than 33 percent of the cases involving administrative review were rectified, it said.     In a bid to provide guidance for local government, the office has mapped out a five-year plan on the construction of a government information network, which it says will offer strong technological support and information service for government legislative work.     More efforts have been made in studying theories and upgrading its international cooperation, said the review. In one case, for example, the office held a seminar on pension laws with German Federal Ministry of Justice from April 27 to 28 this year.

HUA HIN, Thailand, Oct. 24 (Xinhua) -- Chinese Premier Wen Jiabao on Saturday proposed strengthening cooperation between the Association of Southeast Asian Nations (ASEAN) and China, Japan and South Korea to combat the global financial crisis. "Tackling the global financial crisis should remain the top priority for countries in the region at present," Wen said at the 12th summit between ASEAN and China, Japan and South Korea (ASEAN Plus Three) at the Thai beach resort of Hua Hin.     The countries within the ASEAN Plus Three system should further promote integration, peace and prosperity in the region by launching concrete cooperation efforts, he added. Chinese Premier Wen Jiabao (7th L) and other leaders pose for a group photo during the 12th summit between ASEAN and China, Japan and South Korea (10+3) in Hua Hin, Thailand, on Oct. 24, 2009.    Wen said steadfast efforts should be made to tackle the global financial crisis, and appropriate fiscal and monetary policies should continue to be adopted to promote stable economic growth.     Wen said he hoped the Chiang Mai Initiative Multilateralization (CMIM), a 120-billion-U.S.-dollar regional reserve pool aimed at providing emergency liquidity for countries in financial crisis, could be launched by the end of this year.     He pledged 200 million dollars to the region's credit guarantee and investment fund.     Countries in the region should also step up efforts to develop the Asian bond market, he said.     On trade and investment within the region, Wen proposed streamlining customs clearance and investment approval procedures and expanding support for small and medium-sized enterprises.     Countries in the region should take measures to move toward an East Asia Free Trade Area step by step through the ASEAN Plus One and the ASEAN Plus Three mechanisms, Wen said.     China was willing to take the lead in promoting economic and trade cooperation among the countries in the ASEAN Plus Three system, he said.     Wen also proposed measures aimed at boosting interconnection and intercommunication, common development and the overall competitiveness of the region.     Leaders at the summit agreed that countries in the region needed to strengthen exchanges and cooperation in fields including trade, finance, energy, food security and disaster prevention and mitigation.     Coordination should also be enhanced on issues such as climate change and the reform of the international financial system, they said.     Wen arrived at Thailand on Friday to attend a series of meetings related to ASEAN, which groups Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Vietnam, and the summits' host, Thailand.
