BEIJING, July 3 (Xinhua) -- Chinese Vice Premier Li Keqiang on Friday solicited opinions from ten medical experts on the ongoing health care reform during a discussion in Beijing.The experts, including medical professors and hospital presidents, offered advice on some of the top issues in health care reform such as the reform of state-owned hospitals, the establishment of health care service networks at different administrative levels, and the fostering of general practitioners.Li, in charge of the national reform of the health care system, urged medical and health care professionals to fully play their role as the backbone of the reform, according to a statement released late Friday.China launched its massive health care reform last year, which seeks to provide adequate and affordable health care services to all. DUNHUA, Jilin, Aug. 7 (Xinhua) -- When a flash flood struck their village ten days ago, 55-year-old Fu Bailin and his relatives had no time to take any belongings as they fled, except for a bill of debt."All our belongings have been swept away. My 100-square-meter house was flattened. My 2.5-hectares of cropland was destroyed," said Fu, a soybean and corn farmer at the Yaodianzi Village in Dunhua City, Yanbian Korean Autonomous Prefecture in northeast China's Jilin Province.All the houses of the 286 families in the village were destroyed. Fu's family, including Fu, his 70-year-old father, his wife and son, along with their fellow villagers, now live in temporary tents in the local forest police headquarters in Dunhua. The forest police also provide meals for them.Floods have left 85 people dead and 66 missing in Jilin over the past two months, local authorities said Saturday.More than 5 million people have been affected since the flood season began in June and some 1.5 million people have been evacuated, the Jilin Provincial Civil Affairs Department said in a statement.Additionally, almost 82,000 houses have collapsed and 198,000 others have been damaged, the statement said.Economic losses were estimated at 45 billion yuan (6.6 billion U.S.dollars), it added.In the hardest-hit areas, flash floods have cut roads, isolated villages and disrupted communications and water supplies.Compounding the problems, more downpours were forecast to hit the province in the coming two days.

BEIJING, Aug. 14 (Xinhua) -- Chinese Vice Premier Hui Liangyu Saturday cautioned against more rain-triggered disasters such as flood and mudslide during the rain season, and demanded for strengthened preventive measures.Currently most parts of the nation is experiencing the flood season when geological disasters becomes rampant, especially in the mountainous areas in the western region, Hui told a national meeting on geological disaster prevention on Saturday.He said authorities should keep a clear mind on the grim situations and step up efforts to prevent and fight the disaster with scientific methods.Massive mudslides hit northwestern China's Zhouqu County in Gansu Province on Aug. 8, with death toll rising to 1,239 as of 4 p.m. Saturday, and 505 are still missing.On early Saturday, at least 38 people were missing after rain-triggered floods and landslides ravaged Wenchuan County in southwest China's Sichuan Province, the epicenter of an 8.0 magnitude earthquake which left about 87,000 people dead or missing more than two years ago.Hui has called for all-out rescue efforts in Wenchuan County's mudslide. He asked local authorities to promptly evacuate residents, and speedily restore transport and telecommunication facilities in the area.The Vice Premier asked the local water, meteorological, and land authorities to closely monitor the situation and issue prompt forecasts and warnings on the floods and rain.Monitoring geological risks should be immediately launched in the towns, villages, and areas along roads and railway tracks, Hui said.Dangerous zones should be marked and people should be prevented from entering such risky areas.Hui said more work was needed to be done to ensure residents have food to eat and water to drink. Shelters and medical access should also be priorities for those affected.Further, the Vice Premier asked local officials to intensify hygiene work in order to prevent epidemics.

ZHOUQU, Gansu, Aug. 10 (Xinhua) -- The death toll from a massive rain-triggered mudslide in Zhouqu County in northwest China's Gansu Province has risen to 702, with 1,042 others still missing, local civil affairs authorities said Tuesday afternoon.Some 1,243 people have been rescued, Tian Baozhong, head of the provincial civil affairs department, told a news conference.Of them, 58 who were seriously injured had been hospitalized, Ma Chengyang, deputy director of the provincial publicity department, told another press briefing Tuesday night.Torrential rain on Saturday night prompted an avalanche of sludge and debris to crash down on the county seat of Zhouqu early Sunday morning, ripping many houses off their foundations and tearing multi-story apartment buildings in half.The mud-rock flow has leveled an area of about 5 km long, 300 meters wide and 5 meters deep in the county seat with more than 2 million cubic meters of mud and rocks, severely damaging power, telecommunication and water supply facilities.About 45,000 residents have been evacuated, as mudslides have destroyed more than 300 homes and damaged another 700. Moreover, 3,000 homes have been flooded.More than 4,400 tents have reached Zhouqu but most of them have not yet been set up due to a lack of open space, Tian said.About 16,000 more tents from the Ministry of Civil Affairs are still in Lanzhou, the provincial capital, Tian said.The mountainous terrain has hampered disaster relief operations. Rescuers could only set up 100 tents in two settlement centers on the playgrounds of two middle schools."We have adequate tents, but insufficient space to pitch them," said Zhang Hongdong, a worker with the county's Red Cross Society.Most people affected by the disaster sought shelter with their relatives and friends in nearby regions, Zhang added.

BEIJING, Aug. 10 (Xinhua) -- Food, clothing and shelter supplies for the mudslide-affected people in Zhouqu County in northwest China's Gansu Province are to be properly handled, the Ministry of Civil Affairs said Tuesday.The affected people will be helped by the government to reconstruct their homes, the ministry said in a statement.China's Ministry of Finance has allocated 500 million yuan (73 million U.S. dollars) for emergency aid to fund the relief efforts.The statement said the resettlement program will be carried out in three stages.The first stage of emergency aid is resettling the affected people in temporary shelters.The second stage is the stopgap resettlement of people in houses of relatives, friends, neighbors as well as rented houses and houses offered by the government.The third stage is reconstruction and the moving of people into their new homes.Efforts should be made to finish reconstruction of toppled houses before winter sets in, or no later than June 2011, the statement said, noting the repair of damaged houses shall be finished by November this year.The ministry will soon flesh out the resettlement program after learning further details of the disaster, an official at the Ministry of Civil Affairs said.The death toll from the massive rain-triggered mudslide in Zhouqu County has risen to 702, with 1,042 others still missing.Also on Tuesday, the Ministry of Civil Affairs said 7,000 tents, 21,400 cotton quilts, 5,000 folding beds and 5,000 sleeping bags had arrived in Zhouqu.Along with the shelter supplies, instant noodles, drinking water, generators, candles and flashlights have also arrived in the county, with more supplies en route.In addition, the State Administration of Radio Film and Television has transported 10,000 radios and 5,000 televisions and satellite dishes to the affected area to ensure local people know the latest information concerning the rescue and relief efforts.As of 6 p.m. Monday, the Red Cross Society of China and its local branches had offered relief funds and materials worth more than 6 million yuan (about 886,000 U.S. dollars).The organization has called for more donations, asking the public to log on to redcross.org.cn to donate, apart from donating through banks and post offices.The State Council, China's Cabinet, released a circular Tuesday calling for better coordination between local rescue and relief teams.The circular encouraged financial donations from the public for the organized procurement of supplies.It also urged people other than rescue and relief workers to not go to the disaster-hit county.
