LA JOLLA (CNS) - The city of San Diego will close Children's Pool beach Saturday in preparation of harbor seal pupping season, city officials announced Friday.The city began closing the beach in 2014, spurred by environmental activists concerned that beachgoers were disturbing the young pinnipeds. The city has been tied up in litigation for most of the time since then, dealing with suits from a group called Friends of the Children's Pool and other beach access advocates who claimed the closures violated the state Coastal Act and the federal Marine Mammal Protection Act.In June of this year, a state appeals court ruled in favor of the city, allowing the closures to continue.At the time, beach access advocates threatened to take the complaint to the state Supreme Court, but the matter hasn't moved that far yet.The city opened the beach in 1932 as a refuge for inexperienced swimmers due to a seawall that keeps out oncoming ocean waves. Harbor seals began convening on the beach in the 1990s and have since used the relatively calm beach area to birth and raise seal pups. California Coastal Commission officials have also suggested that the water is unsafe due to the seals and their excrement, offering another reason for residents to stay away from the beach for the next several months.The beach will be closed through May 15, 2019 to accommodate the seals and their pups. But they are not breaking the law.Wisconsin is an open carry state, meaning anyone who gets a gun legally can carry it in most public places without a license or permit.But that's not the case for minors like 17-year-old Kyle Rittenhouse, who is accused of shooting three protesters in Kenosha Tuesday night, killing two of them.Kenosha Police Chief Daniel Miskinis confirmed to reporters Wednesday that you have to be 18 to open carry in the state of Wisconsin.And according to a 2009 memo from the Wisconsin Department of Justice, police can stop someone openly carrying a gun to determine if a crime is being committed.The DOJ says officers can stop someone if they have "reasonable suspicion" of criminal activity, adding Wisconsin's open carry law, "...is not a shield against police investigation or subsequent prosecution."In this case, police could have asked Rittenhouse how old he was and stopped him before he allegedly pulled the trigger.There are some exceptions in Wisconsin state law allowing minors to carry guns, including if they are in the military and in the line of duty, as well as if they are under adult supervision and using it for target practice or instruction. Bush," Sheer said.But it was his time with George H.W. Bush, who died Friday night at his home in Texas, that he thought about most this weekend."He was constantly moving, and when he would move, he would move fast," Sheer said. "If you were working right ahead of him in the perimeter around him and you were right ahead of him, you'd have to be careful if you slowed down because he'd run you right over."Sheer said that same energy went into his golf game. "They say he played golf almost like you play hockey," Sheer said. "He'd hit the ball and the ball's almost done moving and he's just constantly moving."Sheer said the moment he'd never forget was the day Ronald Reagan was released from the hospital after he'd been shot. Sheer said he and Bush were running a 10-kilometer race that morning. "He didn't run as fast as he thought he was going to and he was pressed for time and he was behind and he was afraid he was going to miss it," Sheer said.As usual, Bush didn't miss a beat.Sheer said that's one thing he'll always remember. He also wanted others to know Bush was a fundamentally good person."The main thing that I think people should know about George H.W.
