CARLSBAD (KGTV) -  A new online tool is helping Carlsbad residents voice their opinions on issues and how they prefer their tax dollars spent.Voterfied allows voters to weigh in from their phone or computer. "Who can shout the loudest," was what Carlsbad?Mayor Matt Hall said happened at City Council meetings. "That's not what's best for government, you try to engage as many people as possible," saying the silent majority often went unheard."Their vote goes straight into the elected official's ear, and then the elected official is held accountable because they know how their constituents are voting," COO of Voterfied Lee Ann Allman said.The tool was created when Michael Allman ran for Congress. He wanted a way to easily plug in and crowd source, to discover the needs of the people.Voterfied reached out to Hall first and he held onto the experiment with both hands, "everybody has this equal opportunity, they can hear my voice and I can hear their voice." Lee Ann Allman said there is also an educational component to the tool, "there are links to articles so if a voter wants to find out more about something they can click on the link,"The tool is hack proof and compares information you input to the voter registry, focusing the questions they push out on specific residents.In the six or more months Hall's been testing Voterfied, Carlsbad is already seeing an impact. "Instead of having a community center, the public thought more about having a dog park," Hall said.Carlsbad's next big change? CANARSIE, Brooklyn — This past weekend has been excruciating for a Brooklyn woman who was the victim of a heartless robbery.Anaika Forbes' 13-year-old shih tzu pekingese was swiped from her parked car. The brazen theft happened Saturday at about 3:45 p.m. on Avenue N near Canarsie Road in Canarsie, where the vehicle was parked.Forbes, who lives in a basement apartment on Avenue N, was overwhelmed that day dealing with flooding in her unit due to afternoon showers.“I was just going back and forth to the car bringing my stuff out, it was raining and just so much was happening,” she told PIX11.Her dog, Taffy, was placed in the unlocked car during the shuffle.When Forbes stepped back into her home to grab a few more things, an unknown woman snatched Taffy, Forbes said.In surveillance footage obtained by Forbes taken from across the street, a woman is seen opening the passenger car door of Forbes' dark-colored car, grabbing the dog and nonchalantly walking away with her by the leash.“She’s not a barking dog. CHICAGO (AP) — Chicago's Second City comedy theater is up for sale. The sale, announced Tuesday, is the second in the company's 60-year history. In a statement released by investment banker Houlihan Lokey, co-owner Andrew Alexander said a sale presents the opportunity for Second City to continue to succeed well into the future. Second City suspended all its shows and classes in early March due to the COVID-19 pandemic until further notice. Second City faced controversy in June when Alexander stepped down from the training and performance troupe due to allegations of racism within the company. CHICAGO, Ill. – Chicago’s police commissioner says more than 100 people were arrested following a night of looting and unrest that left 13 officers injured and caused damage in the city’s upscale Magnificent Mile shopping district and other parts of the city.Police Superintendent David Brown says it “was not an organized protest” but instead “an incident of pure criminality” that began following the shooting of a person by police the previous day in the city's Englewood neighborhood.It wasn’t immediately clear what led to the unrest, which began shortly after midnight, but anti-police graffiti was seen in the area.At one point early Monday, shots were fired at police and officers returned fire.Many of the businesses that were ransacked had recently opened after Chicago protests of George Floyd’s May 25 death in Minneapolis devolved into chaos.Brown says a heavy police presence is expected in the downtown area until further notice.Mayor Lori Lightfoot described it as “straight up, felony criminal conduct” and “an assault on our city." 1057

CARLSBAD, Calif. (KGTV) - Community members gathered outside Carlsbad Police Department on Friday, demanding change following a controversial encounter last week between an African American man and Carlsbad officers.“There was zero attempt for de-escalation,” said Yusef Miller with North County Civil Liberties Coalition. “We're asking that all citizens stand with us in solidarity to fight this police brutality," another activist told reporters.The Carlsbad Police Department previously released video which juxtaposed three camera angles of the confrontation with the Marcel Cox-Harshaw -- two from officer body cameras and one from a witness. The footage can be viewed here.The witness' phone shows officers using a Taser on Harshaw and pressing his head into the pavement. The two other videos from police body cameras show officers meeting medics who were called out to a report of a man face down on the side walk. Police say that while medics were evaluating him, he became agitated, yelled profanities and began walking quickly toward them.The department says that officers feared for the medics' safety, so they reached out and told him to stop, but he continued to yell as they tried to cuff him.Officers report that they then used a Taser to try to subdue him after he continued to yell, struggle, turn and pull away.Police report that they then restrained him by holding his head and body to the ground and asking him to calm down while cuffing him, but they say that he refused. The department goes on to say that they put a porous, breathable spit mask bag over his head to protect themselves from coming into contact with droplets from his nose and mouth.Activists dispute the department's account of the night.“They approached him from behind. They grabbed his wrist. They didn't introduce themselves. He wasn't harming anyone. He wasn't armed to our knowledge,” added Miller.Harshaw was taken to the hospital and later released and then cited for resisting arrest. Police believe that drugs or alcohol may have played a role.Police report that a number of factors were considered by officers to use force, including, in part, "The apparent immediacy and severity of the threat to officers or others - Mr. Harshaw charged unarmed fire personnel while yelling profanities."Police also reveal that a Taser can be used, in part, when, "The subject is violent or is physically resisting. Mr. Harshaw was physically resistant and behaved aggressively toward fire personnel."Community members are calling for reforms like a public forum for transparency on arrests, more de-escalation training, and a citizen's review board.Police say the investigation is ongoing and ask anyone who may have seen the incident to give them a call.On Friday, the Carlsbad Police Department sent the following to ABC10 News:“The City of Carlsbad Police Department has been asked to comment on the North County Civil Liberties Coalition Press Conference.”“The Police Department has previously released information about the June 11, incident. This was part of AB 392.In December of 2019, the Police Department hosted and had officers attend the first De-Escalation Training offered by the San Diego County District Attorney’s Office. The department assisted the District Attorney’s Office with the creation of the training curriculum.In 2020, the department created, with the assistance of the District Attorney’s Office, an 8-hour in-house De-Escalation Course.
