Jerry Brown today appointed a former Del Mar councilman to the 22nd District Agricultural Association Board of Directors and reappointed two other San Diego County residents to the panel.Brown named Del Mar resident Donald Mosier, 74, to a four-year term on the board that governs the Del Mar Fairgrounds on behalf of the state via a nine-member board of directors. The governor appoints each member of the board to serve a four-year term.The District Agricultural Association is a subdivision of the California Department of Food and Agriculture, charged with holding fairs and exhibitions that highlight "various industries, enterprises, resources, and products of the state," according to the CDFA.The governor reappointed attorney Frederick Schenk, 65, and Lisa Barkett, 59, who have served since 2011.Mosier is the Climate Action Plan facilitator for the city of Del Mar and is a member of multiple governing boards, including the Del Mar Community Connections Board, the American Association for the Advancement of Science and the Climate Action Campaign Board of Directors. SAN DIEGO (CNS) - A man climbed through a window of a Pacific Beach home Monday morning and attacked a woman in her bedroom before fleeing, police said.Dispatchers received a call around 5:15 a.m. from the victim, who reported that she found a man in her bedroom after he apparently entered through a window of her home on Grand Avenue near Olney Street, San Diego police public-affairs Officer Billy Hernandez said.The woman also reported that the man had attacked her, but she was able to get away and lock herself in her roommate's bedroom before calling police, Hernandez said.Officers arrived and searched the home, but found no one inside. Paramedics treated the victim for minor injuries, including a bloody nose, but she declined transport to a hospital, Hernandez said.No detailed description of the intruder was immediately available. 852

SAN DIEGO (CNS) - Health officials announced Tuesday that students at three high schools in San Diego County have tested positive for mumps and may have exposed others to the contagious virus in the last two weeks.One person at each of the campuses -- High Tech High School International, La Jolla High School and San Pasqual High School -- tested positive for the virus, according to the San Diego County Health and Human Services Agency, which did not specify whether the patients were students or staffers.Students and faculty at the three schools are being advised to be aware of possible mumps symptoms, which can include a fever, headache, earache and salivary gland inflammation.The exposures happened during normal school hours on Oct. 21-22 at High Tech High; Oct. 21-23, 25 and 28 at La Jolla High; and at San Pasqual High on Oct. 17-18 and 21-24.Symptoms can show between 12 and 25 days after exposure, according to the San Diego County Health and Human Services Agency."We are working closely with school officials to inform the school communities about the symptoms of mumps and vaccine recommendations," said Dr. Wilma Wooten, the county's public health officer. "Because there is no prevention after exposure for mumps, people should be watching for symptoms and make sure they have all the recommended doses of measles, mumps and rubella immunizations."County health officials have received reports of 47 mumps cases this year, the most in 25 years. Mumps cases statewide, nationwide and in Baja California are also outpacing the number of reported cases at this time last year.The viral disease is passed through coughing, sneezing or close contact. Severe complications are often rare but can include meningitis, permanent hearing loss, a decrease in fertility and fetal loss for pregnant women in their first trimester. Most mumps patients recover without incident.Health officials encouraged all residents to receive the measles-mumps- rubella vaccine to protect against developing the illnesses. The vaccine is recommended in two doses at 12 to 15 months old and at 4 to 6 years old. SAN DIEGO (CNS) - Father Joe's Villages will kick off its first housing project of the year Tuesday at the future site of 82 affordable housing units.The project will convert an old E-Z 8 Motel at 1010 Outer Road into the housing complex for homeless residents. The project's kick-off ceremony will include a name dedication for its community funders and a 17-feet-tall banner unraveled from the building's top balcony, reading "Hope Lives Here."The city of San Diego plans to open a similar facility nearby in the Egger Highlands area by refitting a Super 8 motel that was the site of regular drug use and prostitution. The facility will include 82 beds and counseling for low-level drug offenders, many of whom are currently homeless. The California Coastal Commission voted to allow the project to move forward last month.Father Joe's Villages' ceremony will include remarks by president and CEO Deacon Jim Vargas and one of the organization's clients who has dealt with homelessness. Duncan Hunter criticized Navy officials Monday for their plans to possibly remove a Navy SEAL acquitted of murder charges from the service against the wishes of President Donald Trump. Hunter commented Monday outside San Diego federal court regarding the Navy's handling of the war crimes case of Navy SEAL Chief Edward Gallagher, who was acquitted by a military jury this summer of stabbing a wounded teenage ISIS fighter to death in Mosul, Iraq, as well as other charges of attempting to kill unarmed Iraqi civilians. Hunter discussed the Gallagher case for about five minutes with reporters, but did not comment regarding his ongoing campaign fraud case, in which he's accused of misusing 0,000 in campaign funds for personal use. Hunter was indicted along with his wife on five dozen criminal counts, including wire fraud, conspiracy, and falsification of records. Margaret Hunter, 44, has pleaded guilty to a conspiracy charge and awaits sentencing. Monday's hearing was postponed, but Hunter will return to court Dec. 3. DOD spokesman Jonathan Hoffman wrote that Secretary of Defense Mark Esper asked for Spencer's resignation after Spencer privately proposed to the White House to restore Gallagher's rank, despite his opposing public stance on the issue. In a resignation letter dated this Sunday, Spencer does not reference Gallagher specifically, but states that issues with Trump played a role. ``Unfortunately it has become apparent that in this respect, I no longer share the same understanding with the Commander in Chief who appointed me, in regards to the key principle of good order and discipline,'' he wrote. ``I cannot in good conscience obey an order that I believe violates the sacred oath I took in the presence of my family, my flag and my faith to support and defend the Constitution of the United States.
