SAN DIEGO (KGTV) - A San Diego man has made it his mission to lift up young people through sports. Gordon Brown is our LEAD San Diego Leadership Award winner for December. He’s a mentor for inner-city golfers, a sport often seen as a past-time for the 1 percent. “I played golf across the street from my house from where we lived, on the school ground. It was five of, three of us, that used one golf club,” said Brown. From those humble beginnings in South Carolina, Brown forged a career in professional golf that eventually led him to San Diego. In 1973, he started helping disadvantaged kids learn the game. "What golf teaches to the kids that we've raised through the San Diego inner City Junior Golf Foundation is honor, dignity respect, etiquette, and truly wanting to do something better with their lives.” Brown estimates he has worked with thousands of kids over the years. He may not remember them all, but they remember his patience, skill, and generosity through the San Diego Inner-City Junior Golf Foundation. 1032

SAN DIEGO (KGTV) -- A man who led police on pursuit was arrested early Monday morning after spending 45 minutes on the roof of a Webster home.San Diego police officers attempted to stop a dark colored Kia shortly before 12:30 a.m. on 49th and Federal Blvd. after the driver was seen driving recklessly.The driver crashed into an embankment and pole on Marilou Road, and that's when police said the suspect jumped out and took off running.Police chased the man for several blocks, even jumping fences and running through backyards. The suspect then climb on top of a home, leaping across rooftops trying to get away, but was surrounded.The suspect sat on the rooftop on Brookline street and told officers he would not come down until they put their guns down.The suspect eventually surrendered 45 minutes later. Firefighters were called in to put a ladder up and help get him down.He's being evaluated for DUI and faces felony evading charges. 950

SAN DIEGO (KGTV) — A new report from the Auditor of the State of California questions whether the San Diego County Sheriff's Department has implemented recommendations outlined in a previous audit.The report "Recommendations Not Fully Implemented After One Year" presented the status of recommendations that are more than one year old and have not been fully implemented by the audited entities.According to the report, a 2017 audit about Concealed Carry Weapon Licenses, made several recommendations regarding the San Diego County Sheriff's Department's program.The recommendations included, "To ensure that it follows state law's requirements for revoking licenses, San Diego should immediately revoke CCW licenses and should then inform Justice that it has revoked licenses whenever license holders become prohibited persons. Additionally, San Diego should notify Justice when it suspends a license, or a license is surrendered."The 2017 audit also recommended, "To ensure that it maximizes allowable revenue from its CCW program, San Diego should immediately pursue increasing its initial, renewal, and amendment fees to the maximum amounts allowable under state law."According to the Auditor's newly released report, the estimated date of completion of those recommendations is unknown.10News contacted the San Diego County Sheriff's Department to ask about the status of the recommendations. It turns out the Sheriff's Department did make changes.In a statement, a spokesperson for the department wrote: "In 2017, the San Diego County Sheriff's Department was made aware of the findings and recommendations by the State Auditor from the report on Concealed Weapons Licenses. The recommendations that were suggested were taken into account and changes were implemented in 2018. The changes reflected all of the recommendations except for the proposed increase of fees. The Sheriff's Department did not agree on placing a high fee that would otherwise prevent the issuance of a CCW for a qualified and genuine necessity solely because of financial hardship. The adjustment of those fees is now mandated by the state with the passage and implementation of Assembly Bill 1297 this year. Sheriff's Financial Services is currently looking at our business practice for reviewing the fees collected. That fee will ultimately need to be approved by the Board of Supervisors."The San Diego County Sheriff's Department is the local agency tasked with approving or denying CCWs.Team 10 previously reported about a spike in CCW permits.In 2017, the department approved 171 licenses. In 2018, the department approved 707, a more than 300 percent increase from the year before. In the first seven months of 2019, the department has already authorized 767. 2754

SAN DIEGO (KGTV) -- A nurse who works for the Las Colinas Detention and Reentry Facility tested positive for coronavirus Wednesday, the San Diego County Sheriff's Department says. According to the department, the nurse has been isolated at home. No other information was provided about the individual's condition at this time. The department says it has identified inmates and staff who may have come into close contact with the nurse. INTERACTIVE MAP: Confirmed coronavirus cases in San Diego County"Following the guidelines of the Centers for Disease Control and Prevention (CDC), no inmates who had contact with this nurse are currently in isolation," the department said. A total of nine employees are considered at low exposure risk. All nine employees are currently under self-quarantine."The Sheriff's Department has implemented safeguards to ensure the health and well-being of employees. We have been providing comprehensive education to staff on how to reduce chances of exposure and infection. We are continually updating communications with employees to include the latest best practices for combating the virus through training bulletins, signage at Sheriff's facilities and daily updates via email. We have implemented social distancing, virtual meetings, working from home, as well as paused non-essential meetings, travel and training. We have hand sanitizers, cleaning wipes and disposable gloves readily available to employees," the department continued. SAN DIEGO (KGTV) -- A Hillcrest man is still recovering in the hospital after he says he was attacked, leaving him with a head injury and partial paralysis.Ricky Jackle says he was walking with a friend on Robinson Avenue in Hillcrest October 14.“I was out with a friend of mine. Had a few drinks at The Rail.” According to Jackle, that’s when the assault took place.“Last thing I remember, there was a confrontation between the person I was with and somebody else. I tried to get in the middle of it to stop in. I was pushed on my chest, went backwards and hit my head on the curb. Apparently that’s when I bled out. I heard voices, by friend’s voice behind me,” said Jackle.Jackle says after the incident, his friend fled the scene.In tears, Jackle describes how the assault has changed his life. “I can’t work, I can’t do the things I used to do. I’m scared.”“I don’t think anyone should be attacked or a victim like I was, I don’t think it’s right.”While under observation at the hospital, Jackle began to feel numbness in his hands and arms which resulted in loss of movement in his hands, arms and legs, according to a GoFundMe post.“The injury caused swelling which compressed his spinal cord resulting in loss of movment [sic] and some paralysis,” according to the post.Jackle’s cousin, Derrick Roach spoke about the friend who left Jackle following the attack. “He said the reason I left Ricky is with all the blood I thought he was dead. Why would you leave someone in that condition?”Friends and family members are still searching for the suspect in the alleged attack. The incident left Jackle with 0,000 in medical bills.
