NEW YORK CITY — Snitches get — a quarter of the proceeds?New York City city legislators have proposed a new bill that would allow people in the city to report others for parking illegally and take a cut of the fine. Two Democratic New York City councilmen — Council Speaker Corey Johnson and Stephen Levin — are the primary sponsors of the bill that would create a 5 fine for obstruction of a bike lane, bus lane, sidewalk, cross walk or fire hydrant under certain conditions. The bill would also create a civilian reporting program, essentially allowing passersby to submit complaints — and provide evidence — of a violation to the Department of Transportation. Once the city collects the fine, the complainant gets 25%.If the bill passes, it'll bring new meaning to "if you see something, say something."This story was originally published by Corey Crockett on WPIX in New York City. 894

Netflix has apologized for images it used to promote an upcoming film on their streaming service after getting backlash online, and a petition to remove the film got almost 190,000 signatures. The movie, called “Cuties” in the U.S., follows an 11-year-old girl who joins a dance group. The film, directed by Ma?mouna Doucouré and originally called “Mignonnes”, won a directing award at Sundance Film Festival earlier this year. The petition on Change.org points out the marketing imagery and language Netflix used to promote the film, and calls it “disgusting” because it “sexualizes an eleven year old for the viewing pleasure of pedophiles.”The main image Netflix originally used shows the four lead actresses, all girls, wearing black and turquoise dance outfits revealing their stomachs and most of their legs, while posed mid-dance.The film is recommended for 16+, according to Netflix.https://twitter.com/netflix/status/1296486375211053057“We're deeply sorry for the inappropriate artwork that we used for Mignonnes/Cuties. It was not OK, nor was it representative of this French film which won an award at Sundance. We’ve now updated the pictures and description,” read Netflix’s statement posted on Twitter Thursday. The image and description for the film have been updated in Netflix. Doucouré said the film is based in part on her own childhood experiences, and those of girls growing up today.“This is most of all an uncompromising portrait of an 11-year-old girl plunged in a world that imposes a series of dictates on her.” She said in an interview with Cineuropa. She continued that it is important to not judge these girls, but to understand them, listen to them and give them a voice. The petition remains active, an update states they want the film removed from Netflix. 1791

North Korea outlined steps Saturday to dismantle its nuclear testing site -- and confirmed that international journalists, including from the United States and the United Kingdom, would be invited to watch this month as its tunnels are blown up.The announcement, by the Ministry of Foreign Affairs as reported by state news agency KCNA, came a day after Pyongyang pledged no longer to carry out unannounced missile tests or other activities that put flights at risk, according to a United Nations aviation agency.North Korean leader Kim Jong Un previously had announced the conclusion of North Korea's nuclear testing program and the intended shuttering of the Punggye-ri complex. He said on April 20 that his nation already had "completed its mission" to test its weapons capability. The statement Saturday gave greater details of the "technical measures" North Korea would take to dismantle the test site and "ensure transparency of discontinuance of the nuclear test."International journalists will be invited to conduct "on-the-spot coverage in order to show in a transparent manner" how the nuclear site is being put out of use, with a dismantlement "ceremony" scheduled for as early as May 23, depending on weather, the news agency said.Since space is limited, only journalists from China, Russia, South Korea, the United States and the United Kingdom will be allowed access, according to KCNA.First, explosives will be used to collapse the tunnels, KCNA said. Then, entries to the site will be blocked and all observation facilities, research institutes and guard structures will be removed. Guards and researchers will be withdrawn, and the area surrounding the test site will be closed.Located in mountainous terrain in the northeast of the country, Punggye-ri is less than 100 miles (160 kilometers) from China.South Korea's presidential office said last month that Kim planned to shut down his nuclear test site in May, following landmark talks between Kim and South Korea's President Moon Jae-in. Kim refuted claims by Chinese scientists that parts of the site had been so badly damaged by previous explosions, particularly its sixth and last test in September, that it may now be unusable, Moon's office added. The latest developments come a day after US Secretary of State Mike Pompeo told reporters that he'd had "warm" and "good" conversations with Kim. His talks in North Korea were part of preparations for a planned summit between US President Donald Trump and Kim on June 12 in Singapore.  2520

Night Three of the Republican National Convention featured a number of mentions of the women’s suffrage movement and its historic leader Susan B. Anthony. The GOP played a video montage featuring Anthony. Moments later, second lady Karen Pence mentioned Anthony, saying that women fought hard for the right to vote, and they should vote for Donald Trump.“100 years ago today, the 19th amendment was adopted into the United States Constitution, guaranteeing women the right to vote. Because of heroes like Susan B. Anthony and Lucy Stone women today, like our daughters, Audrey and Charlotte, and future generations will have their voices heard and their votes count,” Pence said.Last week, President Donald Trump issued a post humorous pardon to Anthony. The pardon was rejected by the Susan B. Anthony Museum. The museum’s CEO, Deborah L. Hughes, said in a statement that the best way to honor Anthony is to restore provisions of the Voting Rights Act.“If one wants to honor Susan B. Anthony today, a clear stance against any form of voter suppression would be welcome. Enforcement and expansion of the Voting Rights Act of 1965 would be celebrated, we must assure that states respect the 14th, 15th, and 19th Amendments to the United States Constitution,” Hughes said. “Support for the Equal Rights Amendment would be well received. Advocacy for human rights for all would be splendid. Anthony was also a strong proponent of sex education, fair labor practices, excellent public education, equal pay for equal work, and elimination of all forms of discrimination.” 1571
