SHENYANG, May 23 (Xinhua) -- Chinese Vice Premier Hui Liangyu has encouraged local governments and farmers in northeast China to expand grain production to stabilize the nation's food supply.Hui made the call during an inspection tour to Liaoning Province, a major rice-producing province in northeast China, from Friday to Saturday. The grain planting situation this summer is challenging as persistent cold weather since last winter has ravaged major production zones in the north.Hui said northeast China is a key rice production area. With good quality, rice produced here has a great market demand. Hui encouraged farmers to plant more rice and expand production capacity.According to the Ministry of Agriculture, northeast China's grain output accounted for about one fifth of the country's total food yield last year.Grain output reached 530.8 million tonnes in 2009, the sixth consecutive year of growth in grain yield.

WASHINGTON, April 25 (Xinhua) -- World Bank member countries reached an agreement on Sunday to shift more power to emerging and developing nations, under which China's votes increased to 4.42 percent from 2.77 percent, making it the third largest voting power holder in the Washington-based international institution. In total, the World Bank approved a 3.13-percentage-point increase in the voting power of the Developing and Transition Countries (DTCs), making it 47.19 percent now and representing a total increase of 4.59 percentage points for the DTCs since 2008."This increase fulfills the Development Committee commitment in Istanbul in October 2009 to generate a significant increase of at least 3 percentage points in DTC voting power," said the World Bank in a statement.Chinese Finance Minister Xie Xuren (C, Front) and other participants pose for a group photo prior to the IMF-World Bank Development Committee meeting in Washington April 25, 2010.After a first phase of reforms agreed in 2008, developing countries have an around-44-percent share in the World Bank.At the Pittsburgh G20 summit in September 2009 and the Istanbul Development Committee meeting in October 2009, the bank's shareholders agreed to raise the voting rights to at least 47 percent for developing and transition countries."We were just pleased that we are getting close to reflecting China's increasing share in world economy, and that is reflected in edited voting share," World Bank President Robert Zoellick told Xinhua after the Development Committee meeting."Today was a good day for multilateralism," said Zoellick. " This shift of shares is agreed by our shareholders. They try to recognize the change in the world economy and include the contribution to the development in the methods, which can encourage developing countries in transition."

BEIJING, May 24 -- The United States yesterday pressed China to give "fair access" for foreign companies. At the same time, China stressed the risks both economies faced from Europe's debt woes, ahead of top-level talks in Beijing.Speaking in Shanghai, a day before the start of the Strategic and Economic Dialogue, US Secretary of State Hillary Clinton stressed the importance of American economic concerns for relations with China."In the coming days, officials at the highest levels of our two governments will be discussing issues of economic balance and competition," Clinton said in a speech given in a vast hangar at Pudong International Airport.U.S. Secretary of State Hillary Clinton gives a speech during her visit to Boeing Shanghai Aviation Services Co., Ltd. in Shanghai, east China, May 23, 2010."American companies want to compete in China," she said in front of a Boeing 737. "They want to sell goods made by American workers to Chinese consumers with rising income and increasing demand."Clinton's remarks underscored how large economic concerns will loom at the two-day meeting, jostling for attention with other issues, including North Korea. The US annual trade gap with China fell to US6.8 billion in 2009, down from a record US8 billion in 2008. But the Obama administration is keen to lift exports and employment, and the deficit remains a friction point. In comments published yesterday, China's Finance Minister Xie Xuren said cooperation with the US was all the more important in the face of the European debt crisis."At present, risks from European sovereign debt have increased factors of instability in the course of global economic recovery," Xie wrote an essay published in the Washington Post and on his ministry's Website.China and the US must "each protect macro-economic stability and strengthen macro-economic policy coordination, to consolidate the trend towards global economic recovery," Xie wrote.Xie's remarks jarred those of a senior US Treasury Department official who said ahead of the talks with China that Europe's crisis should have only minimal impact on the global recovery. There has been speculation that China may delay letting the yuan rise in value out of concern that its exports to Europe will suffer.

BEIJING, March 26 (Xinhua) -- China's health authorities stressed Friday a ban of hepatitis B tests for college admission and employment, saying checks, if necessary due to occupational requirements, are subjected to the Health Ministry's approval.A notice of the ministry reiterated that health institutions are not allowed to give hepatitis B virus (HBV) tests in health checks carried out for college admission and job recruitment, a policy introduced in February to prevent discrimination on HBV carriers. If candidates' liver functions must be tested to qualify special job posts, the checks must get approval from the Health Ministry, the notice said. The notice also said health institutions cannot provide HBV tests in regular health checks unless at the request of testers, in which case reports must be sealed and handed directly to testers or someone they entrust.Clinical tests must seek consent from patients and their privacy should be respected, according to the notice.Previously, an HBV test was a must on the health check list for college admission and job recruitment, and carriers were usually denied the opportunities, which caused complaints of discrimination and calls for a ban of such tests. The World Health Organization says HBV is transmitted from mother to child, through unsafe injections practices, blood transfusions or sexual contacts, and it cannot be transmitted through casual contact.

SUZHOU, April 3 (Xinhua) -- China's police chief Meng Jianzhu Saturday called for nationwide coordination to beef up security for the Shanghai World Expo, which runs from May 1 to Oct. 31.Meng, a State Councilor and Minister of Public Security, made the call in a inspection tour to Suzhou city in Shanghai's neighboring province Jiangsu, where he urged police in Shanghai and its adjoining provinces to execute more security efforts. He asked the police in Shanghai, the provinces of Jiangsu and Zhejiang to fully recognize the challenge and complexity of the security work, and to speed up the building of a coordination mechanism among them.Security departments must step up efforts to detect and remove all kinds of security threats, be fully prepared for challenges, and minimize the affect of the security work on people's lives, he said.
