SACRAMENTO, Calif. -- Legislation was announced Thursday to raise the purchasing age of long guns such as rifles and shotguns from 18 to 21 in California. The legislation was introduced by Assemblymember Rob Bonta, a Democrat from Oakland.Assembly Bill 3 would mirror existing laws for purchasing handguns which state that a person must be at least 21-years-old to purchase a handgun.RELATED: Florida Senate passes bill that raises purchasing age for guns to 21“California already wisely mandates that someone be at least 21 years of age to purchase a handgun,” said Assemblymember Bonta. “It’s time to extend that common-sense law to long guns in order to enhance public safety.”"We must take every reasonable measure to protect Californians from gun violence," said Assemblymember David Chiu (D-San Francisco), Joint Author of the bill.According to a 2015 report by the FBI, adults 18 to 20 represent four percent of the population but commit 17 percent of gun homicides.“Californians under age 21 can’t purchase alcohol, tobacco and other health hazardous items,” said Senator Nancy Skinner (D-Berkeley), Principal Co-Author of AB 3. ”So why should they be able to buy guns? Our bill fixes that.” 1216

SACRAMENTO (KGTV) - Cal Fire identified Tuesday high-priority projects to protect more than 200 areas at high risk of a fire, including those in San Diego County. The East County neighborhoods of Crest and Guatay were among the 35 communities considered to be in urgent need of attention in a list released by Cal Fire. Both communities have community fuel breaks that need to be cleared, a Cal Fire report showed. The Guatay fuel break covers 128 acres over 15 communities, affecting 221,282 people. The Crest fuel break covers 60 acres over 3 communities and affects 5,278 people, according to the survey. RELATED: California fire officials want more logging after wildfiresSouthern California wildfire burn zones on alert during stormHow to prepare defensible space around your homeCrews may need to remove hazardous dead trees, clear vegetation, create fuel breaks and community defensible spaces, and establish ingress and egress corridors. More than 25 million acres of California wildlands are under ‘very high’ or ‘extreme fire’ threat, according to Cal Fire. The agency also cited the encroaching construction of new homes in wildland areas as a growing threat, putting more people and property at risk. “California is increasingly at risk of wildfire, and certain populations are particularly vulnerable given the location of their communities and socioeconomic factors such as age and lack of mobility. The tragic loss of lives and property in the town of Paradise during last year’s Camp Fire makes that clear,” CAL FIRE Director Thom Porter said. “California needs an all-of-the-above approach to protect public safety and improve the health of our forest ecosystems.” 1689

SACRAMENTO, Calif. (AP) — Authorities say somebody stole a tripod from a California Department of Transportation crew and then dropped it from an overpass onto a Sacramento freeway, impaling the lung of a passenger in a van.The driver of the van, Tim Page, tells KCRA-TV that he was on Interstate 5 Thursday morning when the yellow-and-red tripod smashed through the glass. He says it went through his passenger's lung and popped out.The man survived but with broken ribs and a partially punctured lung.Authorities say a 32-year-old man, who the Sacramento Bee identified as homeless, threw the tripod was arrested after a brief struggle and chase. He had an outstanding warrant but may face a charge of attempted murder.Page volunteers with El Dorado Veteran Resources and had picked up his passenger, another veteran, from the airport. 845

SACRAMENTO, Calif. (AP) — California lawmakers are considering proposals that would make the state the first in the nation to offer government-funded health care to adult immigrants living in the country illegally.Democratic Gov. Gavin Newsom has proposed covering immigrants 19 to 25.A proposal in the state Senate would expand that coverage to include people 65 and older, while the Assembly is considering a bill that would extend benefits to all low-income immigrants 19 and older.California already covers immigrants 18 and younger regardless of their status.A final decision on wider coverage may come down to cost.Newsom estimates his plan covering young adults would cost million a year. Legislative staffers estimate the Senate's plan could cost 4 million and the Assembly proposal .2 billion annually.Newsom estimates California will have a .5 billion budget surplus. But he has urged lawmakers to constrain spending, warning the next recession could cost the state billion in revenue. 1019

SACRAMENTO, Calif. (AP) -- A man accused of being the rapist and killer who terrorized California residents in the 1970s and 1980s has agreed to plead guilty to dozens of crimes in return for being spared the death penalty.A law enforcement source and a victim's relative said Monday that Joseph DeAngelo, suspected of being the Golden State Killer, is expected to plead guilty on June 29.The former police officer is then expected to be sentenced in August to life without the possibility of parole after the surviving victims and relatives of those killed confront him in court.Sacramento County public defenders did not respond to comment requests. 659
