SAN DIEGO (KGTV) — The San Diego Police Departments K9 officers and their handlers were honored at the unveiling of the new K9 Memorial Dedication Ceremony Wednesday afternoon. They don’t carry weapons. Often times, they are the weapon.“We’ve had several dogs injured, stabbed, and shot,” Lt. Tony Lessa of the San Diego Police K9 Unit said. “Fortunately, only one was killed in the line of duty.”Since 1984, ninety-two San Diego Police K9’s have served alongside their handlers. They enter themselves into dangerous situations for the good of the community. Many said their value is immeasurable. “They improve officer safety for out officers in a way that they reduce the use of force we have to use,” Lt. Lessa said. “You can’t put a number on that.”That is why a new Memorial wall was built for the specialized unit. Sitting at the helm is a bronze statue of German Shepard Bando, who was struck by a car and killed in the line of duty in 1994. Underneath his statue are the names of several K9’s and their handlers.Patsy Samson was the main donor for the San Diego Police Foundation. She worked with the organization for eight months until finally unveiling the memorial today.“They love their K9’s,” Samson said. “They take care of their K9’s. They just want to do the best you can do for the community that they protect and serve, every single day.”Whether it’s their cuteness on their time off, or their fierce abilities to bring down criminals, the K9’s officers have a special place in hearts. SAN DIEGO (KGTV) - The pool for inmate fire crews is shrinking after a bill lessening crimes went into effect in California, according to Cal Fire Public Information Officer Issac Sanchez.A record breaking wet winter led to a superbloom of epic proportions across San Diego County. New growth that will dry out and turn to tinder this summer, according to fire officials."We are poised daily, year round now to fight wildfire," Cal Fire Director Thom Porter said.Cal Fire relying on every resource to lend a hand if necessary.Our sister station in Redding reported last year one particular kind of crew is running low. Easy to see in their orange fire gear, volunteer inmate crews help firefigthers by completing tasks like digging fire breaks.Last year they had a "brown out" where they had to deactivate a crew to keep the others adequately staffed. "From what I understand it is absolutely an impact," Sanchez said referring to AB 109. The law, passed in 2011 lessened crimes for convicts ultimately letting out hundreds.According to our sister station, the humber of inmates at fire camps dropped from 2013 by 11%. That's 451 inmates.Leaving the CDCR with more work, "to identify and kinda steer eligible candidates into the program," Sanchez said.He said inmates must meet certain criteria like working well with others, being non-violent offenders, and meeting physical requirements."We still have enough folks to staff the crews, it's just a matter of identifying them at this point," Sanchez said.In San Diego County we have four inmate fire camps, in Fallbrook, Warner Springs, Julian and Boulevard. 1616

SAN DIEGO (KGTV) -- The state agency that protects California consumers by licensing and regulating the state’s construction industry received more than 30 complaints about a San Diego County-based business.A Team 10 investigation discovered some customers who said they signed a contract with American Pride Enterprises, paid thousands of dollars up front and were left with little or nothing. The Contractors State License Board revoked American Pride Enterprises' license for non-compliance with an arbitration award in July of 2018.An outdoor cover to block the sun was the final piece in what had been a total backyard transformation for the Zimmerman family.“We were just looking to put a patio cover over our east-facing patio,” said Jim Zimmerman.Zimmerman said in 2017 he hired American Pride Enterprises and its owner Stephen Hage to do the work.He said there were no red flags. The company was licensed, bonded and at the time there were no real complaints online.“We paid just under ,200,” Zimmerman said. “That was to cover materials, and he was supposed to come back in three weeks and complete the job. That was the last time we ever saw Stephen Hage.”Zimmerman told Team 10 Hage initially offered to pay the money back, but instead of getting a check Zimmerman got excuse after excuse about why the money hadn’t arrived.Eventually, Zimmerman said the evasion tactics were too much and he sued Hage in smalls claims court.Zimmerman says he got some of his money back.A Team 10 investigation discovered Zimmerman isn't alone.Team 10 was in court when several people who claim Hage swindled them reached an agreement with his bonding company, getting some of their money back.James Francois said he paid Hage more than ,000 for a patio.“He never showed up, never delivered any material, never did an hour of work,” Francois told 10News.Court documents show more than 20 names listed on the lawsuit filed by the bonding company, which seeks reimbursement from Hage.A spokesperson for AmTrust told us, “This is a claim filed under a contractor’s license bond issued to our principal, American Pride Enterprises, by Wesco. Due to the claims we have received exceeding the aggregate ,000 bond limit, we filed an interpleader (a way for a holder of property to initiate a suit between two or more claimants to the property) to pursue funds that would be distributed to the named consumers, assuming the principal does not resolve the claims that have been presented.”  Court documents show Hage filed for bankruptcy in July, and list his estimated liability around 0,000. In bankruptcy people trying to get money can’t access the assets until the bankruptcy is resolved.Team 10 tried to track down Hage, but no one answered the door at his listed address.The Contractors State License Board told Team 10 through a spokesperson:  2964

SAN DIEGO (KGTV) - The San Diego Humane Society launched an investigation into possible animal neglect Monday.  The investigation is focused on the former Carmel Mountain Ranch Country Club.The golf course shut down in July.A spokesman with the Humane Society says someone reported that the declining state of one of the ponds on the course was endangering koi and other wildlife.Homeowners living near the course say they often smell a foul stench coming from the pond.The Humane Society says they’ve they’ve reached out to the owner of the country club and golf course.The Humane Society sent 10News a statement that says in part:"Because it is an open investigation, we cannot discuss details, but we take reports like this very seriously. SAN DIEGO (KGTV) — The woman accused of killing another driver in a wrong-way crash while drunk on a San Diego freeway last year changed her plea Friday.Lauren Ashley Freeman pleaded guilty to gross vehicular manslaughter while intoxicated and DUI causing injury in the Feb. 26, 2018 collision that killed 35-year-old Justin Callahan.Freeman's plea dismisses a murder charge. She is scheduled to be sentenced to 11 years and 8 months in prison at a September hearing.RELATED: CHP reverses blame in fatal wrong-way crash on I-5 rampInitially, Callahan was deemed responsible for the crash. The position of his Volkswagen Jetta after the crash led CHP officers to believe he was at fault. But California Highway Patrol investigators reversed their findings after Callahan's family refuted the claim and the case was re-opened. Freeman was charged with causing the fatal crash in November.Callahan was driving to his Ocean Beach home from work in Chula Vista when the crash occurred on a transition ramp from northbound Interstate 5 and westbound I-8 just before 2 a.m.The 35-year-old died at the scene, while Freeman and a passenger in her Toyota Camry sustained major injuries. Investigators said Freeman had a blood alcohol content of .28 at the time of the crash. 1272
