Rick Scott -- but it's far from a done deal after that,Even if the governor approves, a change like this will literally take an act of Congress.But if all is approved, Floridians -- who'll set their clocks ahead one hour this Sunday when Daylight Saving Time begins -- won't have to mess with it ever again.Florida will then join Hawaii and most of Arizona, the two places that are exempt from the Uniform Time Act of 1966. The Act established the system of uniform Daylight Saving Time throughout the US.A time whose time has passed?Efforts to kill off daylight saving time are nearly as old as the time shift itself. And many of the commonly offered rationales for daylight saving time (yes, it's "saving," not "savings") no longer hold true.For instance, one reason Congress used in enacting daylight saving time is that it saves energy.A 2008 US Department of Energy study reported that daylight saving time reduces annual energy use by only about 0.03%. LAKESIDE, Calif. (KGTV) — When parents dropped off their kids during Lakeside Union School District's in-person summer school, the teachers noticed some of the youngest students were uneasy. The district includes some 5,200 students from transitional kindergarten up to 8th grade."Kids would say, 'I'm nervous. I'm anxious.' They weren't able to put language to it. Just knew something was wrong," said Dr. Kim Reed, an assistant superintendent for the district.Reed believes many other students also have those feelings, amid the isolation and other stressors hitting families during the pandemic. In response, the district will build a "social-emotional" component into the curriculum this fall."What we mean by "social-emotional" is really the kids' well-being, connectivity to peers and teachers, feelings of safety," said Reed.After training with counseling staff, teachers will — for about 20 to 30 minutes a day — leading virtual discussions with their students."Every student has a chance to have their voice heard ... every day, a group coming together for lessons on how to talk about, how to manage those worries and fears," said Reed.Reed says separately, teachers can include social-emotional learning in the lesson plan, if, for example, the topic of the pandemic will be coming up."Kids can't learn when they're afraid ... Our strategy is to address the social-emotional needs as a foundation and address their academic needs. We feel we'll then be meeting the needs of the whole child," said Reed.Reed says their social-emotional learning will be a mainstay, even when in-person classes resume,"We're hoping to do give students the skills to meet the challenge of our more complicated world," said Reed.The teachers union will be voting on some aspects of the social-emotional plan. LA MESA, Calif. (KGTV) - An Uber driver says she was physically assaulted by a passenger Sunday night in La Mesa after a dispute over a mask."This is definitely the most insane experience driving with Uber that I've ever had," said Tia.Just past 6 p.m. Sunday, Tia, who first started driving for Uber last summer, arrived for a pickup outside the Echo Pointe apartments.Tia says a man and the passenger's sister ushered the passenger into the car with a warning for Tia: the passenger was drunk."She didn't have a mask on ... so I asked her if she could please put on a spare mask, which I had in the back seat. Took her awhile to put it on, but she did," said Tia.As the ride got started, Tia says her passenger wouldn't let it go."She said in a very snarky tone, 'Are you more comfortable now that I have a mask on?' She was very drunk, very belligerent, yelling," said Tia.Tia say she decided to end the ride."I was fed up with the disrespect," said Tia.Tia says she returned to the pickup spot and asked her to get out repeatedly, but the woman refused. Tia recorded some of it on her phone. Tia, who eventually called 911, says when she got out of the car and reached in to remove the woman's belongings, the passenger grabbed her neck from behind.According to Tia, the passenger became violent, chasing her around the car for several minutes, at one point hitting in the right eye. Tia says the passenger's sister and the man came out and subdued the woman, allowing Tia to drive away, and meet police and file a report."I was dumbfounded. I couldn’t believe I was assaulted for essentially wearing a mask ... People need to treat each other with respect. Wear a mask ... We're just trying to keep everybody safe," said Tia.Tia says she's still feeling pain in her eye but she's feeling better. She's hoping an arrest is made so a message is sent: this behavior is not acceptable.A La Mesa Police spokesperson says they are awaiting the report to be turned in by the officer before it is assigned to an investigator. 2030
