SAN DIEGO (KGTV) - Law enforcement agencies across San Diego County must comply with a new law designed to increase transparency of police misconduct.Senate Bill 1421 requires departments to release records of officer-involved shootings and major uses of force, officer dishonesty and confirmed cases of sexual assault to the public.Earlier this year several police associations in San Diego County sued to block the release of records, arguing Senate Bill 1421 doesn’t contain any express provision or language requiring retro-activity or any clear indication that the legislature intended the statue to operate retroactively.They claimed the bill eliminates the longstanding statutory confidentiality of specified peace officer or custodial officer personnel records.In March a judge ruled the bill applies retroactively to all personnel records of peace officers not only now but before January 1, 2019.The Judge ruled no records could be released before March 29 giving the unions time to appeal if they want. It does not appear any have appealed.Some agencies tell 10News they plan to start releasing records this week.10News is still waiting to hear from other local agencies about when they are planning to release records. 1238

SAN DIEGO (KGTV) — Light scattered showers fell throughout the day from Mission Valley to Carmel Valley.While Sunday's rainfall marked the first fall rain for the region, Alex Tardy with the National Weather Service said that rain will disappear by Monday. “We're looking at conditions that are bone dry, record dry. It’s never been this dry before and just a little bit of rain like this, while it's nice and we won’t have any fires [Sunday], once the dry air starts blowing through on Monday and continues into Tuesday, it's not going to make much of a difference,” Tardy said.RELATED: In-depth: Why La Ni?a could make wildfire season worseTardy said that San Diego may go long stretches without rainfall this season as we move into a dry La Ni?a winter. However, when the rain eventually comes, it could come in sporadic heavy storms. It basically works like Uber, where people can sign up to be “shoppers” and fill orders for a fee.Jacquelyn Westby signed up for Instacart to make extra cash.“We shop for groceries and then deliver using our own vehicles, our own gas,” Westby said. She recently graduated from grad school and is looking for a job in the field of occupational therapy. Instacart helped keep her afloat as she dealt with growing bills.“This job was the difference between homeless and not. Being able to eat and not,” Westby said.Westby said Instacart changed its pay structure over the past couple months. A company spokesperson said changes were meant to improve the shopper experience, adding things like “pay per mile” and estimated earnings. Westby, however, said the new pay formula has made things worse.“Before I could easily work a four hour shift in the morning or the afternoon and make 0 [to] 0 and be done with my day,” Westby said. “Now, I’m working 12 hours a day and sometimes I’ll make upwards of . SAN DIEGO (KGTV) – Military officials have confirmed to 10News that the man suspected of gunning down more than two dozen people at a Texas church Sunday served 12 months in San Diego in 2014. Devin Patrick Kelley, 26, is accused of killing 26 people and wounding 20 others at a Texas church on Sunday. Authorities said he was wearing tactical gear and a black mask with a white skull face.RELATED: Texas shooter was charged with animal crueltyKelley was a member of the Air Force, serving at Holloman AFB from 2010 until his discharge in 2014. In 2012, Kelley was court-martialed for two counts of assault on his then-wife and their child, the Air Force confirmed. He and his wife divorced that year."Kelley was convicted by a general court-martial on two charges of domestic assault against his wife and step-son under Article 128 of the Uniform Code of Military Justice.
