SAN DIEGO (KGTV) — The four executive orders the president signed Saturday aimed at helping both working and unemployed Americans during the ongoing pandemic is not the most efficient way to help the nation, according to a local expert.Dr. Alan Gin, University of San Diego Professor of Economics at the Economics Research Center, said the national issue needs a national relief package, instead of an order that pulls from multiple pools, like the CARES Act and other emergency funds. Unfortunately, Congress is deadlocked in an ideals crisis.Dr. Gin said this order could delay funds for unemployed Americans because it complicates the process.News that frustrates people like Cindy Griffith who has been trying to get her benefits for five months.Griffith, a new mom to 17-month old Wilder, was laid off in March with her husband. They both worked in restaurants. "It's been a nightmare," she said. "I spent every day stressing about EDD, calling EDD." The judge ruled her paperwork was in order and she deserved her unemployment checks. That was three weeks ago and she hasn't seen a dime.Thankfully her husband's unemployment funds came through and supported them until they Solterra Winery and Kitchen hired them.When she heard about the president's Executive Order she didn't have much faith. "Spending five months fighting for my money, yeah it's great that that money will continue on if I do lose my job, yeah 0 a week will help, but I don't know if I'll see that money either so I'm just hoping my restaurant stays open."Twenty-five percent of the 0 a week for unemployed Americans is supposed to come from the state. In California, Dr. Gin says that's money we don't have, "tax revenues are down considerably with economic activity reduced, both the income tax and the sales tax." Dr. Gin added California has to have a balanced budget each year by law, but the federal government can borrow."Traditional macroeconomic theory says that should have a negative impact, whether on inflation or higher interest rates so far we haven't had either one," Dr. Gin said it could happen further down the road.The president if he is re-elected he would cut the payroll tax that funds the dwindling Social Security fund and Medicare.Dr. Gin said that is something Democrats and Republicans have been against, and "there's a question of whether or not the president can do that without congressional authorization."All of this affecting little Wilder's future, his parents still waiting and hoping for some financial relief."It wasn't until I got into my restaurant and could walk with cash every night you know? Besides that I'm just waiting so I'm still months behind. SAN DIEGO (KGTV) - The Downtown Central Courthouse plans to resume jury trials in two weeks after a six-month postponement during the shutdown, but there are concerns about the massive backlog of cases and keeping jurors safe. Non-jury trials are currently in progress through a remote virtual process.“I do have an incredible backlog, not only in criminal but also in civil cases,” said San Diego Superior Court Presiding Judge Lorna Alksne on Monday. So far, 900 jury duty summonses have been sent out for telephonic standby for in-person appearances in groups of 70 people. “The jury lounge [holds] 500 to 600 people but instead of that were going to bring in 70 [people and] socially distance them,” she added.Those people who are selected for jury will sit in courtrooms which have been retrofitted with protective measures like plexiglass barriers. Judge Alksne said there around about 2,400 criminal cases ready for trial that must be reset. Beyond that, there are thousands of other criminal proceedings to get to. “There's about 17,000 other things that need to be reset before they can even get to a trial,” she added.Civil cases are another obstacle. A spokesperson for the Courthouse confirmed that there are approximately 54,000 civil cases that are pending. There are about 2,800 that are ready to go to trial but Judge Alksne said Monday that civil jury trials likely won't resume until sometime in 2021.“The only way that I'm going to beat this backlog is if jurors come in for jury service so if you feel like you're able to serve, we would ask you to respond to the summons and come into court and help us get the jury trials started again,” she added.She noted that civil bench trials will start in mid-October and in-person arraignments will start on November 1st. 1792

SAN DIEGO (KGTV) - The coronavirus pandemic has put extra pressure and stress on families across San Diego. Now, experts worry that could be leading to a rise in child abuse."It's extraordinarily troubling," says Dr. Shalon Nienow, the Child Abuse Pediatrics Program's Clinical Director at Rady Children's Hospital's Chadwick Center."Since we started the pandemic, our volume has increased," Dr. Nienow says, noting that outpatient services are up 82% and inpatient treatment is up 75% since mid-March.Studies over the last decade have shown that economic struggles often lead to increases in child abuse. Nienow believes the Pandemic coupled with the economic downturn, has made it worse."People are isolated," Dr. Nienow says. "They don't have access to support services, and they're forced to take on roles they're not prepared for, such as being a teacher."The increased instances of child abuse and maltreatment may not be purely physical. San Diego County District Attorney Summer Stephan says her office has seen a dramatic increase in internet crimes against children during the pandemic. She says the amount has quadrupled since March."Kids are at home, they're on their tablets," Stephan explains. "On the internet, the predatory behavior of people trying to sexually exploit and recruit and get our kids to go into harm's way is really exploding... There is a direct correlation between kids being at home, out of school, out of their sports, and the increase of predatory and abusive crimes against them."Making matters worse, says Stephan and Dr. Nienow, is that the number of calls and reports of child abuse to Child Welfare Services has dropped dramatically since March.An ABC 10News Investigation in early April showed a nearly 60% drop in calls to CWS at the start of the pandemic. The county says now they're still seeing a 30% drop.In 2019, CWS fielded around 27,000 calls from April through August. In 2020, CWS took only approximately 19,000 calls."We certainly know families have more needs now than ever before and are struggling with all of the effects from the pandemic," says Dr. Kimberly Giardina, the Director of San Diego County Child Welfare Services.Experts believe the drop in calls is because kids are spending less time around teachers and doctors, who are legally required to report any signs of abuse they see."They tend to be a significant safety net for kids, and now that safety net is somewhat gone," says Dr. Nienow."Our teachers and counselors are the eyes and ears," adds Stephan. "They are the Safe Harbor."In their absence, the County and DA's office has launched training programs, which teach people how to recognize signs of abuse during online interactions like Zoom classes or telehealth visits. The county also authorized million in CARES Act funding to pay for community outreach and education.Stephan also sent a 7-page letter to Governor Gavin Newsom, detailing the scope of the problem. She asked him to take it into account when deciding whether or not to let schools reopen for in-person learning."I felt a responsibility that these alarming statistics become part of that conversation because the health of our kids and their safety has to be paramount," says Stephan.Dr. Giardina says Child Welfare Services is also working hard to make sure kids are safe. Their employees follow up on every call they receive and found ways to conduct in-person visits during the pandemic safely."We are out there," she says. "Our staff are working hard every day to make sure that those kids are safe."Experts all say it has become critical for parents, other family members, and neighbors to report any signs of abuse they see."Educate yourself," says Stephan. "Educate your children so that they can remain safe while we wait for our life to go back to normal and for kids to go back to school and to the safety of having those mandatory reporters.""It takes a village to raise healthy kids," says Dr. Nienow. SAN DIEGO (KGTV) - The Department of Homeland Security is responding to the caravan of Central American immigrants prepared to enter the United States through the border with Mexico.At least 600 people from Guatemala, Honduras, El Salvador, and Nicaragua are traveling to Tijuana, according to freelance journalist Jorge Nieto. About 100 arrived last night. Eventually the group will enter the U.S. at the San Ysidro port of entry.Homeland Security Secretary Kirstjen Nielsen released a statement on the caravan.“DHS continues to monitor the remnants of the ‘caravan’ of individuals headed to our Southern border with the apparent intention of entering the United States illegally. A sovereign nation that cannot – or worse, chooses not – to defend its borders will soon cease to be a sovereign nation.
