San Diego Democratic delegate Jess Durfee has attended the last four of his party's conventions to select the presidential nominee. Some days, he spends more than 15 hours attending meetings, luncheons and waiting for major speeches on the floor."There is nothing like attending a convention," he says. There is also nothing like the Democratic National Convention for 2020, which begins Monday. It's going all virtual in the midst of the Coronavirus outbreak. It starts with a keynote speech from Sen. Bernie Sanders, and will conclude Thursday when Joe Biden officially accepts the presidential nomination. Durfee used to attend with his San Diego counterparts. This year he was supposed to go to the convention in Milwaukee. Instead, he'll be joining from his home office in University Heights. "We would normally be seeing one another, even having breakfast together... We'd grab a couple of tables, and say 'these are San Diego tables, get away,'" he said, jokingly. The same virtual format will apply for the Republican National Convention, happening next week. Thad Kousser, a political scientist at UC San Diego, says these conventions are essentially one long political ad. The business of the party is not the priority - it's getting voters excited for November."The big question here is whether America will want to watch something that looks like the Zoom meetings many of us have been in all day," he said. But Kousser said there is intense political interest that could push up viewership. In 2016, 26 million people tuned in for the opening night of the Democratic National Convention.Durfee said if there is a drop off in viewership for the Democrats, he expects the same issue next week when the Republicans hold their convention. 1752

SAN DIEGO (KGTV)— Some people in San Diego are still feeling the shakes after yesterday's Ridgecrest Earthquake. It is prompting concerns about activity along San Diego County's own fault lines. Living in California, we can never say, "We never saw it coming." But seismologists said yesterday's quake was very rare. "It comes along here [points at map] and meets another fault perpendicular, and that's not typically what I work on or what I've seen before," Scripps Institute of Oceanography seismologist, Dr. Debi Kilb, said. The epicenter was not close to California's most known and large fault line, the San Andreas. "This is where our main 6.4 [Magnitude quake] occurred," Dr. Kilb said. "You can see, it's not on any of these really well-known faults. So it's occurring on a fault that's unmapped or unknown."Here in San Diego, there are also many smaller, lesser-known fault lines, like the Rose Canyon Fault. It meets the shore near La Jolla, travels right underneath Interstate 5, through Downtown San Diego, and exits out of the Silver Strand. Dr. Kilb said the Rose Canyon Fault has been seismically inactive since before 1900. The more active fault locally is the San Jacinto Fault near Anza Boreggo. But if a quake were to emerge out of Rose Canyon, it could potentially be very damaging to our area. Being along the coast, San Diego could be under water. "Yes, you can definitely get a tsunami from that," Dr. Kilb said. However, she said a tsunami is most likely in San Diego, after a massive earthquake near an active fault, off the Oregon or Washington Coast. In preparation, the City of San Diego is retrofitting many buildings, like the iconic California Tower in Balboa Park. By the end of the seven-month construction project, the Tower should be able to withstand a significant quake. But aside from buildings and bridges, Dr. Kilb said WE should always be preparing for the next "Big One.""Now is a good time to just look around and say, 'Is there anything breakable on my shelves that I should take down? Are the bookcases actually secure to the ground?' So just do a walkthrough," Dr. Kilb said. You are also encouraged to talk with your family about an emergency plan and have a 3-day emergency kit ready for every family member, including pets. Having a USB drive with important photos and paperwork may also be helpful. 2357

SAN DIEGO, Calif. (KGTV) - A former assistant at a local nursing home is accused of raping a disabled patient. In a story that you'll first see on 10News, Team 10 investigative reporter Jennifer Kastner discovered the patient was a stroke victim who uses a wheelchair. What may have happened behind the walls of the Paradise Hills nursing home is difficult to process. An accusation of rape seemed to have slid under the radar for almost a year, until now. It was a few months ago when 10News was tipped off about Reo Vista Healthcare Center, which touts being named one of Newsweek's top nursing homes and having a Medicare 5-star rating. This week, San Diego Police confirmed that detectives referred the case to the District Attorney's office, which is charging 26-year-old Ariel Chavarin-Camargo with forcible rape and a "lewd act upon a dependent adult by a caretaker". He is now sitting in a South Bay jail. According to state documents, it happened last February to a 58-year-old woman who uses a wheelchair and was living in the nursing home after suffering from a stroke and panic disorder. The documents report that the morning after the alleged assault, she reportedly came "crying" to a nurse, claiming that the night before, when she was returning from the kitchen and on her way back, "one of the CNAs (Certified Nursing Assistants) stated that one of her breasts was exposed." According to the documents, he “followed her and he exposed his private parts to her". She reportedly said, "the CNA raped her" for up to three minutes. A forensic exam reportedly found male DNA in her private area. According to the documents, when he was later questioned, he suggested that she came onto him but admitted "it happened” and “there was penetration". He reportedly said, "I feel bad. It happened so fast." Prosecutors believe that man is Chavarin-Camargo. He resigned after the reported rape. The administration of Reo Vista Healthcare Center sent 10News the following statement on Tuesday."We are grateful to local law enforcement and the District Attorney’s Office for successfully prosecuting this individual for their crime. Our team took immediate steps last February to suspend the individual, to notify, and to fully cooperate with authorities. We take all matters regarding patient safety and the conduct of staff seriously. Moreover, the actions of this individual do not reflect the values we hold at our facility. Our priority remains to provide the highest level of care for the patient and their families." Chavarin-Camargo’s next court hearing is scheduled for February 11th. 2603

SAN DIEGO (KGTV)- As we get into the heart of fire season, there are big concerns for neighbors who live along a former golf course. The old Carmel Mountain Ranch Country Club is full of dried brush. Neighbors say they are worried the owner is letting the property become a fire hazard. Chain linked fences block off the entrances to the now-shuttered golf course. "It's looking pretty rough," says neighbor Jeffery Acogido. He's been living in his Carmel Mountain Ranch home for almost 30 years. "The course was actually here before the residences."The brush from the site comes right up to neighbors backyards. As we continue to see, warmer weather neighbors say the unwanted vegetation is becoming a fire hazard. "The community is really concerned that it's just going to be a matter of time that something unfortunate might happen."There have been talks of developing the land. 10News made calls to speak with the owner about the neighbor's concerns but haven't heard back. A Development company tells 10News it is working on a plan for new homes on the property. 1076

San Diego (KGTV)- While millions are bracing for Hurricane Dorian, San Diegans are preparing to take part in relief efforts. Volunteers and first responders are making their way to the impacted areas. A handful of American Red Cross volunteers left Monday. Twelve others are already getting their assignments in Florida, Georgia and the Carolinas. “This is a major response for us,” says Sean Mahoney, Regional CEO for the American Red Cross. “We sent 99 semi-trucks full of sheltering equipment, cots, blankets, and everything needed for folks when they’re put out of their homes.”Mahoney also left Monday heading to the Carolinas. In total, 16 volunteers from the San Diego area are assigned to help with relief efforts, but more are ready to go if needed. “We have 22-hundred volunteers in the San Diego and Imperial counties region. They’re all checking their status, just making sure that they have the qualifications needed.”Volunteers would assist with mass care, feeding, and shelter. The San Diego Urban Search and Rescue team spent the morning loading up supplies. After a morning conference call with FEMA, David Gerboth says the team could be called to the east coast. “They are looking at mobilizing additional search and rescue teams now from the west coast,” says Gerboth. “So we’re configuring our cache to be able to mobilize at a moments notice.”The team is prepared to spend at least a week on the east coast, assisting victims with search and rescue, collapsed structures, and more. The San Diego Urban Search and Rescue team has already sent five members to assist with logistics. Those helping with storm relief would typically drive to the impacted areas. But this time around, if they are called out, first responders will fly to get there by the time the storm makes landfall. “We know when we go and help our friends on the east coast, they’re also ready to come in case we need it on the west coast.” 1936
