In order to understand the trade war, it’s important to know what tariffs are.A tariff is basically a tax thrown on something that's being imported. Say a company in Country A really wanted to sell shoes in Country B. Country B could throw a tariff on those sweet sneakers, meaning it would cost the company in Country A more money to sell them. There are essentially two types of tariffs: specific and ad valorem. The latter is a flat tax on one unit of some imported good; like a 0 tariff on each bushel of wheat. Ad valorem, which means "according to value" in Latin, is a tax based on the percentage of that good's value.So, if there's a 15 percent tariff on a type of car, the money that tariff is bringing in would rise and fall with the car's market price, but the percentage would stay the same. Nowadays, tariffs can be implemented to protect domestic companies from worldwide competition and to protect consumers for national security reasons, or in retaliation for the actions of another country.But using tariffs come with a risk. If two countries start slapping punitive tariffs on each other, it could spark a tit for tat trade war, which almost no one wants.   1523

WASHINGTON, D.C. – As restrictions are eased around the country, several states are seeing higher rates of coronavirus infections.Data tracked by The Washington Post shows that since the beginning of June, 14 states and Puerto Rico have recorded their highest seven-day average of new COVID-19 cases since the pandemic began.Those states include Alaska, Arizona, Arkansas, California, Florida, Kentucky, New Mexico, North Carolina, Mississippi, Oregon, South Carolina, Tennessee, Texas and Utah, according to The Post.CNN reports that the number of states seeing upward trends in coronavirus cases is even higher, at 22.With many of these states, like Florida and Mississippi, now under only minor-to-moderate restrictions, health experts worry the spread of the virus could snowball in these areas and possibly overwhelm hospitals.The first wave of the pandemic moved through major metropolitan areas, like New York City and Los Angeles, but those cities are now moving towards reopening. Now, The Post reports that the highest percentages of new cases are coming from places with much smaller populations.As of Tuesday, more than 111,000 people have died from COVID-19 in the U.S. and over 1.96 million cases have been confirmed in the country, according to a running tally by Johns Hopkins University.There is some good news though. Researchers at Berkley University found that travel restrictions, business and school closures, shelter-in-place orders and other non-pharmaceutical interventions averted roughly 530 million COVID-19 infections across the six countries in the study period ending April 6.Of those infections, 62 million would likely have been “confirmed cases,” given limited testing in each country, researchers said. 1745

Wasping is not a new and improved way to get rid of those pesky insects; it's a dangerous new drug trend, and it's causing concerns in Summit County, Ohio after three cases were reported in just one week.Inspector Bill Holland said the white foam spray used to eliminate wasps and hornets is being cut with meth by some drug users for a combination high."Some are spraying it on the meth. Some are spraying it in a manner where they can heat it up and then crystalize it, and then once it's crystallized, they can heat it up again and shoot it into their veins," Holland said.In three different cases over the last week, two men and a woman who appeared to be high were arrested.Once inside the Summit County Jail, they began experiencing hallucinations.Holland said the woman became flushed and agitated, and her vitals were off."Her body started to contort. It almost looked like if you spray a wasp, how they can kind of shrivel up and their body kind of cinches up," Holland said. "That's kind of how she looked."The woman, and one of the male inmates, were taken to a hospital for treatment, then returned to the jail."Once it's all over, they have no recollection of what happened," Holland said.Dr. Garry Thrasher with Oriana House said smoking or injecting the insecticide in combination with meth is very dangerous."Methamphetamines by themselves can cause psychotic behaviors, sometimes paranoia and even violence, and combining it with another substance that's abused is very problematic," Dr. Thrasher said.Both Holland and Thrasher have read about similar cases in the U.S., but the incidents documented at the jail were the first cases they've heard about locally.Dr. Thrasher urged people not to take a chance with the drug combo and stressed there are many treatment facility options for those struggling with addiction or abuse.Holland worries that others will make the foolish decision to try wasping, so he's sending out a warning about the severity of this new practice."It can be deadly for people and we don't want that to happen, but we do want to make people aware of what's going on out there," Holland said.  2212

Dianne Feinstein has won a fifth full term representing California after shaking off a challenge from a fellow Democrat who argued she hasn't been tough in confronting President Donald Trump.Feinstein defeated state Sen. Kevin de Leon.Voters first sent Feinstein to Washington in 1992. At 85, she is the oldest current U.S. senator.She faced a fellow Democrat because of California's system that sends the two candidates who win the most primary votes to the general election.The race failed to generate much excitement, with Democrats more focused on winning seats in the U.S. House than on a safe Senate seat.Feinstein argued that her experience and tenure in Washington made her the best person to serve California. 754

  

WASHINGTON (AP) — The Justice Department inspector general says his team will conduct a review of the conduct of federal agents who responded to unrest in Portland, Oregon, and Washington, D.C.DOJ Inspector General Michael E. Horowitz announced the probe in a statement Thursday afternoon, saying his office will coordinate with the Department of Homeland Security.The watchdog investigation will examine use-of-force allegations in Portland, where the city’s top federal prosecutor and mayor have publicly complained.In Washington, investigators will look at the training and instruction provided to the federal agents who responded to protest activity at Lafayette Square, near the White House.Among the questions being studied are whether the agents followed Justice Department guidelines, including on identification requirements and in the deployment of chemical agents and use of force.“The review will include examining the training and instruction that was provided to the DOJ law enforcement personnel; compliance with applicable identification requirements, rules of engagement, and legal authorities; and adherence to DOJ policies regarding the use of less-lethal munitions, chemical agents, and other uses of force,” wrote Horowitz.The investigation is in response to requests from congressional Democrats and complaints from the public since the agents were sent to Portland, Horowitz said in his statement. 1428
