(KGTV) -- A proposition that would give more power to local governments over rent control has failed. Proposition 21 would have allowed counties to apply rent control to housing more than 15 years old, with the exception of some single-family homes.Single-family homes owned by people with no more than two properties would have been exempt under proposition 21.Those in support say it’s the change needed to combat homelessness and keep people in their homes. Those opposed say it will make the housing crisis worse. 525

(KGTV) - KGTV and Team10 have launched the Transparency Project to allow the public to view case files from San Diego County over the past 10 years where officer involved shootings and law enforcement misconduct cases were investigated. For many of these cases, the officers were cleared of wrongdoing. Others resulted in officers being reprimanded, fired or even charged criminally --- but all of these cases resulted in community reactions. Transparency Project Database: Search officer-involved shootings, law enforcement misconduct casesThese case files were released after Senate Bill 1421 went into effect on January 1, 2019. It requires California law enforcement agencies to make internal reports for officer-involved shootings and major uses of force, officer dishonesty and confirmed cases of sexual assault available to the public. You can view the cases that have been released by the police agencies here. The project includes a searchable database, where you can find cases by the name of the officer involved, the name of the victim/suspect, the department and much more. Click here to access the database and begin searching. The 10News database contains files released by the following law enforcement agencies in San Diego County:Carlsbad Police DepartmentChula Vista Police DepartmentCoronado Police DepartmentEl Cajon Police DepartmentEscondido Police DepartmentNational City Police DepartmentLa Mesa Police DepartmentOceanside Police DepartmentSan Diego Harbor Police DepartmentSan Diego Police DepartmentSan Diego County Sheriff’s OfficeSan Diego Unified School District Police DepartmentThis project is focusing on documents related to incidents that have occurred between 2009 and 2019. There may be some documents related to earlier cases included based on their content and those parties involved. We will be continuing to upload documents to this database as they are released. All of the information in this database has been gathered from the police reports or investigation files made public by the law enforcement organization. The information has been summarized and entered based on the following:The race or sex of the individual involved was entered as it was reported by the police agency. Some reports did not include information about the race or sex of the law enforcement officer, so this information will appear as “unknown” in the database. The officers involved listed in the database as being involved in the incidents are those listed on the released reports. When classifying “use of force,” we selected all forms of force used as reported in the report or investigative file. The summary of the incident was written by KGTV journalists who reviewed all documents in the case. Not all details are included in the summary. Some of the materials released (including photos, videos, audio files and the reports themselves) can be graphic in nature. We have added notes to files that contain content that may be disturbing or graphic in nature. Please proceed with caution when viewing these materials. If you have any questions about how this database was put together please contact Lynn Walsh at https://www.10news.com/news/transparency-project/transparency-project-questionnaire.Our reporting on these cases and the investigatory process is more complete with your feedback. We encourage you to fill out this form about the Transparency Project if you see any common threads between cases, have more information about a particular case or have questions about how the law enforcement agencies investigate these cases. This project has been supported by the Solutions Journalism Network, a nonprofit organization dedicated to rigorous and compelling reporting about responses to social problems. (KGTV) - Is a risque, shirtless version of Ronald McDonald being used in a new ad campaign?Yes, but not by McDonald's.The ad, which features french fries poking out of Ronald's red speedo, is being used by a chain of pubs in Japan called Yotteba. The adult depiction of Ronald is not going over well on social media, with many people not realizing it's not an actual McDonald's ad. 388

(KGTV) - California residents are feeling the crunch of rising home costs, so much so that many have considered moving out of the state, according to a poll from UC Berkeley.A new study from the UC Berkeley Institute of Governmental Studies revealed about 48 percent of California voters described housing affordability as an "extremely serious" problem in their area, with 36 percent saying it's "somewhat serious."RELATED: San Diego's housing crisis prompts M trust fund for affordable housingPerhaps more alarming, the issue has caused about 56 percent of voters to consider moving from their area, a quarter of those respondents saying they would likely leave the state. Just under a quarter said they would likely move to another part of the state or in the same general area.Among the areas voters felt hardest hit were San Diego and the San Francisco's bay area, according to the poll.RELATED: Affordable homes may come in Del Mar backyards"This view is most prevalent in the nine-county San Francisco Bay Area, where 65 percent describe housing costs as an extremely serious problem, and in the South Coast counties of Orange and San Diego, where 55 percent say this," the poll stated.Majorities of voters in all parts of the state said they have considered moving because of high housing costs.RELATED: Affordable housing could be at Carlsbad gatewayAcross the state, voters felt there is a need for local rent ordinances as well. About 60 percent of voters said they support local governments having the ability to set rent limits as a way to help low- and middle-income people. The poll surveyed 1,200 registered voters in California between Aug. 27 and Sept. 5.  1719

(KGTV) — California has released guidance on allowing outdoor services, like religious services and protests, amid the coronavirus pandemic.Initially, the state released guidance for indoor religious services to be held at 25% capacity or 100 people, whichever is less. San Diego Supervisor Nathan Fletcher said Monday that the guidance has been expanded to not only outdoor religious services, but cultural services, constitutionally-protected activities, and weddings provided physical distancing is practiced."That remains in place for indoor services, but they have expanded that outdoor services can occur provided that they can maintain physical distance between individuals. So they're allowing whatever the natural surroundings allow for provided that you can physically distance between individuals. You can do outdoor services without a limitation on the number of people," Fletcher said.In San Diego County, a facial covering requirement for people within six feet of non-household members is also still in effect.Guidance on religious and cultural services, and other open services in San Diego County can be found online here. 1147
