NATIONAL CITY, Calif. (KGTV) - The National City City Council voted 4-1 Tuesday night to introduce a new ordinance that aims to close a loophole in a state law that prohibits the retail sale of cats, dogs and rabbits.Enacted on January 1, 2019, the new state law prohibits stores from selling animals unless they come from shelters or non-profit rescues. However, some pet stores have continued to sell what appear to be purebred and designer mix puppies that come from a small group of newly formed rescue organizations.One of those groups is called Bark Adoptions, based in Menifee. A 10News investigation found Bark Adoptions had been importing puppies from another supposed rescue in Iowa that had ties to commercial breeders.At National City Puppies, one of the two remaining pet stores in the city, signs on the dog cages in May showed they came from Bark Adoptions.The manager of National City Puppies, David Salinas, said he did not know where the dogs at his store came from beyond the listed rescues. But he defended his store in front of the city council, saying it comes down to consumer choice.“It’s the American way to have the freedom to choose where to buy a puppy,” said Salinas.As written now, the new ordinance says “a pet shop or retail pet store or its operator shall not sell, deliver, offer for sale, barter, auction or otherwise dispose of a cat, dog or rabbit.”There are exceptions, however, that would allow pet stores to offer “a cat, dog or rabbit owned by an animal shelter or animal rescue organization for purposes of adoption” but only if “the pet shop does not receive any fee from the adoption and does not have any monetary or ownership interest” in the animals. The ordinance still has to come back to the city council for a second reading and adoption before it goes into effect. 1835

NASHVILLE, Ind. — Officials with Brown County Schools are investigating an apparent racial incident where a Black student was referred to in a photo caption as "Black Guy" and not by his name.Apparent photos of the yearbook purporting to show the error that has been posted to social media indicate it was a photo of one of the school's basketball teams.Superintendent Dr. Laura Hammack and high school Principal Matthew Stark issued a letter dated Monday that called the incident "a truly reprehensible error.""We acknowledge that yearbook is the only class at this school where all assignments and homework are published for all to see," the statement reads. "We strive for perfection and hope any errors are minor and inconsequential. This is not an inconsequential error."The district has an ongoing investigation and consequences will be determined when the investigation is completed, according to the superintendent and principal's statement."Our district has been working to advance equity and inclusion for all protected classes; however, an occasion like this evidences the need for expanded response," the statement reads. "We are committed to ensuring that Brown County Schools provide a welcoming, safe, inclusive, and equitable school community. We remain relentless in our pursuit of the same."The letter said the district "is working collaboratively with the student's family to find ways to rectify the situation."The district also said in the letter that the error is a "clear violation of our nondiscrimination policy."Hammack also addressed the situation in a Facebook Live video on the Brown County Schools - Superintendent page. NASCAR CEO Brian Z. France was arrested for aggravated driving while intoxicated and possession of a controlled substance on Sunday night, the Sag Harbor Village Police in New York said.France, the leader of the auto-racing sports governing body, was driving a 2017 Lexus on Main Street at 7:30 p.m. and ran a stop sign, police said. During a traffic stop, it was determined he was operating the vehicle while intoxicated, police said.Police also said he was in possession of oxycodone pills. He was arrested and held overnight, police said. France was arraigned at Sag Harbor Village Justice Court on Monday morning and then was released on his own recognizance."We are aware of an incident that occurred last night and are in the process of gathering information," NASCAR said. "We take this as a serious matter and will issue a statement after we have all of the facts."NASCAR was created by William H.G. France, a stock car driver and gas station owner, in 1947 and has stayed in the France family's name. MIRAMAR, Calif. (KGTV) - Two young boys died Friday night after their mother crashed into a semi-trailer on the side of the I-15 freeway. Israel and Adrian Lemus were heading home with their mother when she swerved into the shoulder near Miramar Road and collided with the back of the trailer. The mother was taken to the hospital with broken bones and a brain bleed. Family says she is stable but has been in and out of consciousness. The family had been heading back from Menifee where they were celebrating Israel’s birthday. He was going to turn 11 on Saturday. “They were very happy in the last moments,” said Lidia Lemus, their cousin, who was at the party. “It’s very surreal right now,” she said. “They had their whole lives ahead of them.” The family says the mother was not under the influence when she left the party. So far the CHP have not said why she swerved into the shoulder. The family has set up a GoFundMe to help pay for medical and funeral expenses. You can find the link here. 1007
