SAN DIEGO (KGTV) — San Diego's City Council head Friday called for a temporary stop on dockless scooters in San Diego until a new plan is developed.President Pro Tem Barbara Bry has called for a moratorium on electric scooters, saying, "enough is enough – scooter companies have had their opportunity." "In May, the City Council approved a permitting and regulatory program that went into effect on July 1. We believed these rules could help reestablish order on our sidewalks," Bry said in a statement. "Instead, we are left with companies willfully ignoring staging restrictions and geofencing requirements."The City Council voted unanimously, in fact, for those regulations, which include:Speed limit drop from 15 mph to 8 mph on the Boardwalk or 3 mph in other high-traffic areas;Bans users from parking scooters near school, hospitals, and Petco Park;Creation of designated scooter corrals so the vehicles do not congest sidewalks; andRequire scooter companies to pay a permit fee of a little more than ,000 every six months, as well as a 0 per device fee.San Diego law enforcement has since been tasked with enforcing the new policy.Even still, Bry says the situation has worsen for residents."Emergency rooms and urgent care centers are filling up with severe injuries. SAN DIEGO (KGTV) — Some long-time roller derby kids are upset after Skateworld management announced their Youth Roller Derby program was cut. Many of these kids were instrumental in the "Save Skateworld" campaign in April. When Skateworld was on the verge of being turned into a big box store, they were there. "We got out of school the day of the City Council meeting," mother, Meadow Beidler said. Armed with their skates and signs, dozens of roller derby kids convinced San Diego City Council to vote to save Skateworld on April 8, 2019. "We really thank the kids for coming out and making their signs," Skateworld general manager, Brett Stang said. His father Gary Stang started the rink in 1975. It has been a Linda Vista institution ever since. Earlier this year, when a developer shared plans to turn Skateworld into a big box store, the derby kids rallied and protested for days.Little did the kids know, that the home they just helped save, would essentially kick them out. Beidler is a proud "Derby Mom" of three fierce girls: "Cheshire Splat," "Hot Sauce," and "Zoom Zoom Kaboom." But now, she doesn't know if she will keep that title. "We don't know if we are going to be able to continue with derby," Beidler said. Days after the city council vote to save their rink, Beidler says her girls were suddenly told that their Youth Derby program would be cut. Management explained it was due to administrative reasons. "The way it went down it was just heartbreaking," Beidler said. The kids were told to join another club instead."We haven't been able to give that derby team the attention it kind of deserves," Brett Stang said. "They've been bumped for private events and other slots, so there is another team out there, 'Derby United,' who offered to take our program under their wing."But Beidler says the problem is that Derby United's new facility in La Mesa has not started construction. She also says Skateworld's prices cannot be beaten. "If we were to continue that and do derby at this new location that hasn't been built yet, then it would cost my family an additional 0 a month," Beidler said. Her girls are now so distraught, they cannot even speak. After all they did for Skateworld, they feel unappreciated. "Having our kids getting excited and politically motivated and going on camera and speaking from the heart how it is family," Beidler said. "They feel very betrayed."Skateworld's management told 10News, although they are closed on Mondays, the kids could have Monday practices if parents and coaches work on an agreement. SAN DIEGO (KGTV) -- SeaWorld San Diego’s Skyride reopened Wednesday after a ‘”gust of significant wind” caused the ride to close in mid-February. According to SeaWorld, the park, along with the ride’s manufacturer and the California Division of Occupational Safety and Health inspected various parts of the ride over the last several months, including the towers, gondolas, ride cables and various other equipment. SeaWorld says the ride’s communication cable was also replaced. SAN DIEGO (KGTV) - San Diego Sector Border Patrol Chief Rodney Scott took 10News on a tour of the U.S.-Mexico border Friday to explain what works - and what doesn’t - for his department. 10News asked Scott about the impact of the government shutdown on Border Patrol agents. As of Dec. 22, the group is among those working without pay. Scott said both border security and the morale of the people who work for him will be challenged if the shutdown gets drawn out. Politicians continue to fight over funding for a border wall and lost in the bickering may be the language. President Trump continues to fight for “a wall.” And yet, earlier this week his Chief of Staff John Kelly told the Los Angeles Times that the idea of a solid concrete wall was abandoned early in the administration. Wall, fence, whatever you want to call it, no one knows what’s needed most for border security than border agents themselves. "So, on January 1, this wire was not here either," said Scott. He pointed to a section of an old, outdated border fence made of steel slats once used as runway mats for the military. Scott tried to make his case that no matter what happens in Washington D.C., his agents are the ones in the real fight. RELATED: San Diego lawmakers respond to Trump's border wall comments"On January 1 the people throwing rocks were up on top of that berm," said Scott, pointing to an area where migrants had high ground on his border agents. Scott gave our crew a tour of where the most recent confrontation took place with migrants trying to cross the border. He said his agents had to use tear gas after rocks were thrown from Mexico and claimed assaults on his agents are up 300 percent this fiscal year. Scott confirmed one of his agents was hit in the face with a rock. “But he had a riot helmet and shield on, so he wasn't seriously injured,” Scott said. In some cases, there is no way for his agents to see who's on the other side and if they pose a danger. And while Congress and the White House argue over a border wall, Scott and his agents at least have a small saving grace. "All of this, that you have here, is just within the last couple of weeks? This was in the last week," said Scott, proudly pointing out a new portion of fence. The new replacement fence was funded before President Trump came into office and was shown to our crew by Border Patrol for the first time. Eventually it will be 14 miles long, and 18 feet high on average, even taller in other areas. And for Border Patrol agents, it’s a game changer in border security. This new fence has concrete that runs 6 feet below the surface, so migrants are unable to dig under the fence. Steel bollards, encased in concrete, are separated by mere inches allowing agents to see what's on the other side. In some areas, the wall is 30 feet high. That's a significant upgrade from other areas of the outdated fence where human traffickers can cut through the metal. RELATED: TSA screeners, working without pay, calling out sick at major airports during shutdown"On average there's 3 and a half breaches in this per day," said Chief Scott, indicating patches in the fence that have been sawed through. "To jump the legacy landing mat fence, run up and start a cut in this fence big enough that you can actually get people through, is less than 2 minutes total time." As Scott spoke with 10News, three migrants jumped the old fence, but had no desire to cut through the secondary fence and escape. They quickly surrendered to a Border Patrol agent. "When that happens there is a high probability that they are going to claim asylum,” said Scott. “What that really means is that they just cut the line in front of a couple of thousand people that are doing it right and are waiting at the port of entry." 4106
