SACRAMENTO, Calif. (KGTV) -- Starting Sunday, the California Employment Development Department stopped taking new unemployment applications amid the coronavirus pandemic. The department said in a statement that it was “making improvements to UI Online and cannot accept new unemployment applications.”Existing claims will not be impacted, the agency said.“These new changes will not cause payment delays and allows EDD to pay customers sooner by verifying identities in an easier, faster way. Once UI Online is available for new applications on October 5, 2020, claims will be backdated to cover this time period,” according to the department.According to the state the EDD has a backlog of almost 600,000 Californians who have applied for unemployment insurance. 770

SAN DIEGO (CNS) - A City Council committee Wednesday unanimously directed the City Attorney's office to draft an emergency declaration over a lack of shelter space, which has exacerbated a deadly outbreak of hepatitis A among San Diego's homeless population.A declaration regarding shelters is already in place. Councilman Chris Ward, who chairs the council's Select Committee on Homelessness, said a successor statement would be stronger and provide more benefits for the city.RELATED: San Diego adding 3 new homeless shelters, look to curb hepatitis A outbreak"Generally what this item is about is what we can do to potentially access additional funding with state or federal assistance ... what we can do to expedite permitting, reduce regulatory barriers and red tape -- so these facilities or other city-owned facilities can open up even faster -- and what can be done to expedite contracting with service providers and vendors."The City Attorney's office said an updated declaration would also provide legal protections to certain projects meant to alleviate homelessness, and allow for certain regulations -- such as building codes -- to be set aside if they hamper progress toward a solution.RELATED: San Diego Hepatitis A death toll, those sickened risesThe declaration, if later approved by the full City Council, comes amid an outbreak of hepatitis A, which has had a heavy impact on the homeless. County health officials said 421 people became ill and 16 have died.Councilman David Alvarez proposed the declaration nearly two weeks ago, calling for immediate action because of the fatalities. In response, the office of Mayor Kevin Faulconer said the declaration was unnecessary, since the city was taking steps to combat the illness.RELATED: San Diego to begin spraying down streets to control Hepatitis?A outbreakFaulconer and Ward announced before the meeting a plan to open three large tent shelters in San Diego. On Tuesday, the city began a pilot program to keep 14 public restrooms in Balboa Park open 24 hours a day. Under direction from county health, the city on Monday began washing down streets and sidewalks in the East Village with a bleach formula.RELATED: City and County of San Diego provide handwashing, vaccines to stop Hepatitis?A outbreakAround 40 hand-washing stations have been set up around the city -- concentrated in areas where the homeless congregate. In January's annual tally of the area's transient population, 5,619 homeless individuals were counted in the city of San Diego, a 10.3 percent increase from last year. Of those, 3,231 were living on the streets. 2629

SAN DIEGO (CNS) - A 43-year-old man was hospitalized Wednesday morning with serious injuries after the car he was riding in crashed into four parked cars on a Mountain View street, police said.It happened shortly before 10:30 p.m. Tuesday on South 40th Street just south of Imperial Avenue, San Diego Police Officer Robert Heims said.A 38-year-old man was driving a 2005 Honda Civic southbound on South 40th Street when the car drifted to the right for unknown reasons and struck four parked cars, Heims said. The 43-year-old man, who was sitting in the front passenger seat of the Honda, was taken to a hospital for treatment of a fractured neck, which was not believed to be life-threatening, the officer said. The Honda driver was uninjured and 31-year-old man in the back seat of the sedan had a complaint of pain to his leg, Heims said. 847

SAN DIEGO (CNS) - A disheveled man stabbed two strangers within a block of each other Friday in North Park and failed to commandeer the second victim's car, authorities reported. The unidentified assailant -- who looked to be about 30 years old and homeless -- first attacked a 25-year-old pedestrian in the 4200 block of Ohio Street about 8 a.m., stabbing him in the leg and running into a nearby supermarket parking lot, according to San Diego police.A short time later, he tried to steal a 57-year-old man's car near the intersection of Howard Avenue and 30th Street, but when the victim resisted, the assailant stabbed him three or four times in the right arm, then fled on foot to the south, Sgt. Ed Zwibel said.Medics took the victims to a hospital for treatment of non-life- threatening wounds, Zwibel said. The suspect was described as a thin, roughly 5-foot-10-inch white man in a gray shirt. 907

SAN DIEGO - A 13-year-old Tierrasanta, California boy is battling for his life after family members say he was diagnosed with bacterial meningitis.A week ago Sunday, Grant Eyles started throwing up while his mother drove him and his siblings back from Los Angeles.  He quickly developed a fever, but didn't get worse until Thursday, when he lost mobility on his right side and became confused. His mother said a battery of tests pointed to bacterial meningitis, where membranes around the brain and spinal cord become inflamed, and it started with a common ailment."It was a complication essentially from a sinus infection. The infection breached the sinus cavity and went into the brain," said family friend Vanessa Bredehoft.Over the weekend, seizures forced doctors to place Grant in a medically induced coma.  Grant remains in critical condition.County health officials say many strains of bacterial meningitis do not require an alert for person-to-person prevention, and this appears to be one of those cases.A Gofundme campaign has been set up to help with the family's expenses. 1107
