Army officials at Fort Hood confirmed the identity of a soldier who was a suspect in the disappearance of Pfc. Vanessa Guillen who died of a self-inflicted gunshot wound on Wednesday morning during a confrontation with police.Officials with the Army Criminal Investigation Division (CID) confirmed the suspect who died Wednesday morning was Aaron Robinson. They also confirmed a second suspect — the estranged wife of a Fort Hood soldier — is also in custody in the Bell County Jail.CID declined to identify the name of the civilian suspect because it was "not in their jurisdiction."CID officials said Robinson and the civilian suspect are currently the only two suspects connected with the case. Officials said social media reports of a third suspect in the case were "irresponsible."The press conference took place a day after Guillen's family claimed that the missing soldier had reported to them before she disappeared that she had been sexually harassed. While CID said Thursday that an investigation into those allegations remains open, they have not yet found credible evidence of harassment.CID also refuted the family's claim that Robinson had harassed Guillen and that Robinson was Guillen's superior officer.Guillen went missing from Fort Hood on April 22. It wasn't until late June that the Army said it suspected foul play in connection with Guillen's death.Army officials reported earlier this week that human remains were found in connection with the search. Another federal judge has overruled the Trump administration's efforts to end a popular immigration program -- this time saying the government has to accept new applications.The ruling on the Deferred Action for Childhood Arrivals program, however, won't take immediate effect, with the judge delaying the ruling for 90 days to allow the administration to make its case.Similar to the other rulings, Judge John Bates concluded that the wind-down of DACA was "arbitrary and capricious" because the Department of Homeland Security failed to "adequately explain its conclusion that the program was unlawful." The judge also accused the government of providing "meager legal reasoning" to support its decision.A George W. Bush appointee to the US District Court for the District of Columbia, Bates delayed the effect of his ruling "to allow the agency an opportunity to better explain its rescission."The DACA program, which protects young undocumented immigrants who came to the US as children, has already been resumed after President Donald Trump sought to end it in September, after two federal judges issued nationwide rulings to accept renewals of the two-year permits issued by the program and after the Supreme Court declined to circumvent the appeals process to overturn those decisions.But while the Department of Homeland Security has been processing renewal applications under those rulings, as the appeals make their way through the courts, Tuesday's ruling was the first to order the program to resume accepting new applications -- potentially opening the program to tens of thousands more immigrants than the roughly 700,000 currently protected.In September, the administration defended ending the program by saying it was likely to fall in the courts anyway, arguing a six-month wind-down of the program would be more orderly than a sudden end brought by the courts. They have been living in the rural home for about a year. They were told it was built by a bootlegger, but they didn’t believe it until their recent renovation brought out the truth.“I was in the process of removing this rotted wood skirting that went around the mudroom sort of where the foundation would be if it was a truly finished structure, and as I’m peeling back the boards on one of the sides, all of the sudden all this hay falls out and I was very confused," Drummond said. "And at first I was like ‘oh this must be insulation’ – of course all this is taking place within a few seconds in my head – and then I look and I’m like ‘well wait a second, what’s that glass thing?'""And then I pull it up and I’m looking at this old liquor bottle, and then I’m looking at the other package and there’s these other little tops poking out of the hay, and then I look back at the wall and there’s like the edge of this other package tied up with string and I’m like ‘holy crap, this is like a stash of booze,’” Drummond said.Sixty-six bottles of Gaelic whisky from the prohibition era were hidden for nearly a century within the walls and floorboards of a little shack tacked onto the side of the house, originally used as a mudroom to store coats and shoes.“It was like you found the jackpot," Bakker said. "And it’s really a matter of peeling back all the different parts and pieces and sort of analyzing them. An emergency bill in California will continue the state's moratorium on evictions for nonpayment, but evictions could resume in February.The deal, reached Friday, will avoid what some had dubbed the eviction cliff that was set to begin Sept. 1. That was when the Judicial Council's order stopping courthouses from taking nonpayment eviction cases was going to expire. This bill, called the COVID-19 Tenant Relief Act of 2020, does two major things to protect tenants:1) It converts unpaid rent from March 1 to Aug. 31 to civil debt, meaning a tenant cannot be evicted for nonpayment. Instead, that person can ultimately be taken to small claims court. 2) It prevents eviction of tenants who pay at least 25 percent of their rent from Sept. 1. to Jan 31, 2021. If a tenant pays at least 25 percent, the rest would be converted to civil debt. Otherwise, a landlord can begin eviction proceedings Feb. 1, 2021. Gov. Newsom announced the deal Friday, saying he would sign the bill once it reaches his desk. The Southern California Rental Housing Association expressed major concerns about the legislation, saying it does not protect against financial ruin for landlords. In a statement, it said the bill doesn't provide rental income assistance, and does not guarantee landlords will ever get the money they are owed.The bill requires a two-thirds vote, and is expected to be taken up in both houses of the state legislature Monday. 1437
