In an interview with the Washington Post, FDA Commissioner Scott Gottlieb said that the agency is proposing a ban on menthol cigarettes citing youth and minority smoking rates. According to the New York Times, a ban on menthol cigarettes could take several years to execute. It is a move that other nations have made. Canada has already implemented such a ban, and the European Union's menthol ban goes into effect in 2020. According to the FDA, menthol may reduce the irritation and harshness of smoking. According to FDA statistics, more than half of youth smokers smoke menthols. Also, a disproportionate number of minorities smoke menthols. Studies have also suggested that using menthol makes it more difficult to quit smoking, the FDA says. There have been groups, such as the African American Tobacco Control Leadership Council, that have pushed the federal government to ban menthol cigarettes. House Republicans are announcing they're leaving office at a significantly faster rate than any other recent Congresses, suggesting Democrats could pick up seats in the 2018 midterm elections. On Wednesday, CNN reported House speaker, Wisconsin Republican Paul Ryan, would be next.Already, at least 42 House Republicans have announced they are retiring, running for another office or resigning outright, including Ryan. They're leaving from all over the map, from southern New Jersey to southern New Mexico.Democrats need to pick up 24 House seats to retake the majority from Republicans, who've had control of the House since 2011.Republican leadership has acknowledged it has a problem."We've got to find better ways to empower people where they feel like this is worth their time," Rep. Pete Sessions of Texas, a former two-term National Republican Congressional Committee chair who met with several members to discuss retirements, told the National Journal in September.But the retirements kept coming.While midterm elections are historically tough for the party of the President in power, it's too early to tell how things will unfold this year. But seats are opening up all over. A few seats will be filled by special elections before next November. But most won't.The locations of some of these seats were pivotal during the push for health care reform and tax reform in 2017. Reps. Frank LoBiondo of New Jersey and Charlie Dent of Pennsylvania were courted during the health care debates for their votes. Both have high numbers of Medicaid enrollees in their districts. Property taxes are high in New Jersey, and LoBiondo objected to the repeal of the state and local tax deduction during the tax reform debates.Some states are seeing higher numbers of open seats. And not all of the vacancies are coming from Republicans. Several vacancies opened in Texas, including the blue 16th Congressional District, won by Democrat Beto O'Rourke in 2016. HUNTINGTON BEACH (CNS) - Two firefighters and two Oktoberfest celebrants remain hospitalized Sunday with injuries resulting from an electrical vault that exploded at the Old World Village's seasonal celebration in Huntington Beach, authorities said. Witnesses at the scene claimed there were actually three explosions. A witness using the Twitter handle kylen1972 posted video on the platform of what he claimed was the second explosion, in which flames can be seen shooting into the air. Restaurant patron Dawn Orlow-Townsend told KCAL9 the lights flickered before the explosions and that she could feel the heat through the walls. She said that after the initial blast, ``you could hear a pin drop.'' She then described a scene of panic as patrons struggled to get out of the building. ``I pray those firefighters are okay,'' she said. ``It was crazy, it was so intense. There was a second explosion and then a third. We just started running, we left our cellphones. We were freaking out. People were running all over. It was crazy.'' She added, ``It's the world we live in right now. After the first explosion, you just don't know what to think. We didn't know what was going on. The first one, the second one -- then there was mass pandemonium. By the third one, we just couldn't get out of there fast enough.'' KCAL9 also talked to Adam Carlson. ``Everyone was just happy and drinking beer and then the first explosion hit and people started backing away, and security tried to calm everyone,'' he said. ``I didn't see anyone get hurt in my immediate response, but while evacuating, we saw -- I personally saw two people that appeared hurt, one had burns. I just tried to comfort who I could.'' At 8:10 p.m., the Huntington Beach Fire Department received news of the explosion at 7561 Center Ave., a dispatcher said. The flames were out at 8:33 p.m., he said. The injured firefighters were already at Old World Village, investigating reports of a possible electrical fire, Huntington Beach Fire Department Battalion Chief Jeff Lopez told reporters at the scene. They were met by the first explosion when they opened an electrical vault, he said. The second explosion happened within minutes. The injured firefighters and civilians were taken to hospitals for treatment of minor injuries, Lopez said, but added that they were taking those injuries ``very seriously.'' In an effort to limit COVID-19 exposure and new transmissions, authorities in China are ordering food importers to avoid frozen food “from areas with severe epidemics.”The country’s Foreign Trade Operations Office released a statement Monday citing cluster infections that continue to occur from frozen food items that test positive for the coronavirus. The statement does not list specific countries, and asks companies to stay up-to-date on “key epidemic areas.”In August, a city in China warned food importers that a “surface sample of frozen chicken wings” from Brazil tested positive for the coronavirus.In June, Chinese authorities said they found heavy traces of coronavirus in meat and seafood areas of a large wholesale food market in Beijing, after an outbreak of new cases.Earlier this month, China said it would suspend imports from companies overseas if their frozen foods test positive for coronavirus. Media outlets report China has already taken steps to ban imports from some meat processing plants.Their release on Monday puts responsibility on food importers in China to “establish and improve the early warning and reporting mechanism for preventing the import” of the coronavirus.The CDC and the World Health Organization say the chances of catching the coronavirus from food is low.“Currently, there is no evidence to suggest that handling food or consuming food is associated with COVID-19,” the Centers for Disease Control and Prevention states on their website.However, they continue by stating it is possible a person could touch a surface that has the virus on it and then touch their mouth or nose, potentially spreading the virus.The CDC recommends safe food practices like washing hands after touching food packaging and food products, and cooking meat thoroughly. 1802

IMPERIAL BEACH, Calif. –  A former United States border patrol agent says he nearly lost his arm in 2010 after training in Silver Strand Waters in southern California.Joshua Willey says he contracted flesh-eating bacteria.“I just remember my arm was extremely swollen like I wanna say the size of a volleyball maybe, “ Willey said. “My family and I were told that I might have to have my arm amputated and that was hard to hear.”Willey joined the group, “Citizens against Sewage” Friday afternoon to demand action against the ongoing problem.President Trump is scheduled to visit San Diego next week to look at the border wall prototypes, and the group wants him to take a tour of the Tijuana River Valley and view the extensive sewage issues."Citizens against Sewage" also called for the commissioner of the U.S. International Boundary and Water Commission (IBWC) to resign or be reassigned for what they claim is a lack of action on the matter:IBWC sent the following statement to Scripps station KGTV in San Diego:"Our thoughts and prayers are with the Agent and his family.
