SAN DIEGO (KGTV) - A local truck owner is making an emotional plea for the return of one of his late father's prized possessions.The empty space that greeted Brad Mouw in front of his San Carlos home on Ballinger Avenue hit him with a flood of emotions Thursday morning."Hurt, violated, and angry," said Mouw.His 2008 Dodge Dakota pickup was gone.MAP: Track crime happening in your neighborhood"My heart was broken. That truck belonged to my dad. He loved his truck. He drove it to work every day," said Mouw, choking back tears.Mouw says the truck is something his dad Marvin held close to his heart, even as he battled dementia.   Marvin Mouw passed away in 2016 in Iowa. His beloved truck was eventually driven to San Diego."I got to see my dad every day.  Pretty much think about my father every day I get into my truck," said Mouw.On Thursday, those precious moments disappeared before his eyes, as he watched his surveillance video. SAN DIEGO (KGTV) - A local businessman is now accused in a child porn case, several years after he managed to get off the sex offender registry.Along Tokalon Street in Bay Park, there is a sense of disbelief. A neighbor of some 7 years - Joseph Welsh - arrested in Fontana over the weekend.Police say parents confronted him and took his phone after he took photos of girls in bathing suits at a birthday party.Search warrants executed at his home and his business - a Segway rental outlet on Mission Boulevard - netted several electronic devices containing child porn, according to investigators.The neighbors' sense of shock was magnified because of what they didn't know about his past: a conviction in the 1990s in San Bernardino county for possessing child porn, and annoyance of a child.Police say in 2014, the courts deemed him not a danger to the public and removed him from the registry.It's a maneuver many can't understand.An acquaintance of Welsh, 47, told 10News those who worked near him became "creeped out" because he was always photographing surf schools and flying drones on the beach.In one instance, concerns led to an acquaintance to warn a teenager who knew Welsh to stay away from him.To search the California Megan's Law website for registry results, click here. 1308

  

SAN DIEGO (KGTV) - A reported threat to San Diego State University campus was deemed not credible, according to campus police.University police were told of a person making "incoherent threats" on campus Thursday morning. Responding officers made contact with the individual, detained the person, and determined the threat was not credible, police said.The person never posed a threat to the campus or community, police clarified.RELATED: City of Poway debuts hotline to handle school threat reportsOfficers said the individual was removed from campus and they are not affiliated with SDSU.There have been at least 20 school threat investigations in San Diego County since the Parkland shootings on February 14.  740

  

SAN DIEGO (KGTV) — A new food hall and beer garden is planned for National City with hopes of reinvigorating the neighborhood.Market on 8th is currently under construction at 41 E 8th Street. The 9,000-square-foot location will include at least eight eateries and retail locations, according to founding partner Joel Tubao."My family has been in the community here since 1968," Tubao said, who owns other properties in the area. La Central Urban Grill: Taqueria and grill serving steaks and tacos, as well as sides like carne asada fries, nachos, and ceviche.Wicked Maine Lobster: Food hall favorite serving lobster rolls, lobster mac n' cheese, New England Clam Chowder, lobster tacos, and more.Smitty's Taste of the Bayou: Another notable food hall stop packing Cajun-creole favorites, BBQ ribs, chicken wings, and their famous Louisiana Dog.Pacific Poke Co: Poway poke bowl eatery featuring a variety of delicious sauces, fresh vegetables, and fish.Serbesa: A new Filipino cuisine concept featuring traditional dishes.Ping Yang: A new Thai cuisine concept.Yeti's: A new dessert cafe concept.Novo Brazil Brewing, which Tubao co-founded, will also have a spot at the location offering craft beer on tap. Tubao says he hopes the project helps create more opportunities for National City residents to dine and meet close to home. The hall's location sits steps from Southwestern Community College, Kimball Park, several mom-and-pop shops, and future residential development. "We want walkability in National City.
