SAN DIEGO (KGTV) -- An Encinitas student beat out thousands of kids across the country to be named a co-champion in a national history trivia contest. He also uses history to teach kids about COVID-19.Quade Kelley, 11, produces different videos imagining what it would be like for historical figures, like Albert Einstein and Charlie Chaplin, in today’s world. In his videos, the student is telling others “about COVID and what we could do to have the cases go down."In one of his videos, he received the surprise of a lifetime when he found out he was a finalist in the Inaugural “Who Was?” History Bee. Kelley beat out 25,000 kids across the U.S.The student has read nearly 190 books about public and historical figures, over 250 biographies, and spent more than 300 hours studying.“Because of COVID, they canceled New York. It's sort of disappointing, but at least I had an amazing opportunity to be a co-champion," Kelley said.The winners of the contest split ,000. SAN DIEGO (KGTV) — A water hydrant break Friday flooded a stretch of Midway District road and swallowed a traffic signal.The break was reported on Midway Drive between Sports Arena Boulevard and Kemper Street, according to San Diego police. The stretch of road was closed fdue to flooding.There was no estimated time of restoration.The flooding in the area was so severe, a traffic signal sunk about halfway into the ground.San Diego Fire-Rescue crews were able to shut the water off shortly before 5:30 p.m. 516

SAN DIEGO (KGTV) -- A San Diego woman has filed a claim against the San Diego County Sheriff’s Department after she says she was groped by one of their deputies.The complaint by the unidentified "Jane Doe" alleges that Deputy Richard Fischer "rubbed and fondled" her on Aug. 20, the San Diego Union-Tribune reported.It claims Fischer was sent to her home with another deputy about 3 a.m. for a welfare check, but he returned alone an hour later and asked to be let inside."Fischer lied to her and said he needed to use her restroom," the claim states. "Jane Doe let him into her home, but immediately realized the restroom claim was just a ruse to get in the house."It goes on, "Fischer told the woman he thought she was cute, hugged her for 10 seconds without consent and then rubbed his hands down her torso, shoulders, arms, back and buttocks. After the hug, he told her again he thought she was good looking, then hugged her again; the woman resisted more aggressively the second time.The woman has now filed a million claim against the San Diego County Sheriff’s Department.In response, the department has placed Deputy Fischer on administrative assignment.The department responded to the claim in part by saying, “…the department holds all of our employees to the highest standards and is in the process of conducting a prompt and thorough investigation into the allegations.”The woman says she has no surveillance video to back up her claim, but thinks the sheriff’s own technology will provide proof of her claim.The woman said when Deputy Fischer came back to her home, he arrived in one of the department’s marked vehicles, vehicles that have GPS monitoring.Among the allegations against the Sheriff's Department are sexual assault and battery, sexual harassment and infliction of emotional distress.Read the department's full statement below: "The Department has received a complaint and claim from a female adult alleging inappropriate hugging by Deputy Fischer.  The employee was immediately moved to an administrative assignment upon notification of the complaint.  The Sheriff's Department does not comment on pending criminal or internal investigations.  However, the department holds all of our employees to the highest standards and is in the process of conducting a prompt and thorough investigation into the allegations." 2372

SAN DIEGO (KGTV) -- A school bus crashed into a San Diego Center for Children dormitory Wednesday afternoon, creating a massive hole in the side of the building.Officials say a San Diego Unified School District bus driver lost control of the bus on the 3000 block of Armstrong Street, causing the bus to collide with the building.No children were inside the building or the bus at the time of the crash. The bus driver was taken to the hospital as a precaution.Contractors have responded to the scene of the crash to assess the damage to the building. Officials with the center say all eight rooms in the dormitory are unusable following the incident. 659

SAN DIEGO (KGTV) -- A UC San Diego fraternity was suspended as the school investigates multiple sexual assault allegations against some of its members. According to a report by The UCSD Guardian campus newspaper, at least four female students claimed they were sexually assaulted by members of the Sigma Chi fraternity in incidents over the course of the academic year. Details of the accusations came to light during sorority meetings last month, where chapter residents read written accounts from the alleged victims. An anonymous student who was at one of the meetings told the school newspaper that one woman claimed she was drugged at a Sigma Chi party when a fraternity member handed her a spiked drink that rendered her unconscious.
