(KGTV) - The City Council in Solana Beach wants to make it illegal to sell any kind of flavored tobacco within the city."What we're doing right now is a reaction to what is literally an epidemic," says Councilmember David Zito.He says the Council has seen the numbers from the CDC and other health agencies showing a rise in underage smoking, mostly related to the increase in e-cigarettes. That's why they're taking such a drastic step."This is not a safe thing to do and we need to take these kind of precautions," says Zito.Under the proposed ban, stores in Solana Beach wouldn't be allowed to sell any kind of flavored tobacco. That means menthol cigars, flavored hookah tobacco, flavored cigars, e-cigarettes or anything else that has a "distinguishable tast or aroma or both, other than the taste or aroma of tobacco, imparted by a Tobacco Product or any byproduct produced by the Tobacco Product."Right now, the ban would only affect a small handful of stores in the city. The two gas stations within Solana Beach already limit their sales of flavored products to just menthol. There are a few other convenience stores that sell e-cigarettes and other flavored products. One business owner told 10News they're a top seller.Zito says the move would help educate people about the dangers of flavored tobacco."Part of it is just doing the little bit that we can, part of it is just advocating for what we think the responsible thing is to do and getting the message out." 1504

Setting up a showdown with California, the Trump administration on Thursday announced a plan to revoke a signature Obama-era environmental regulation.The administration wants to freeze a rule mandating that automakers work to make cars substantially more fuel efficient. It called its plan a "50-state fuel economy and tailpipe carbon dioxide emissions standard for passenger cars and light trucks."The administration also proposed a withdrawal of California's Clean Air Act preemption waiver. California and about a dozen states that follow its rules account for about a third of all the passenger vehicles sold in the United States.California Governor Jerry Brown called the proposal "reckless.""For Trump to now destroy a law first enacted at the request of Ronald Reagan five decades ago is a betrayal and an assault on the health of Americans everywhere," said Brown, in a statement. "California will fight this stupidity in every conceivable way possible."Thirteen states, plus Washington, DC, have adopted California's standards. Colorado announced plans to become the fourteenth.The attorneys general of 20 states, including California, pledged to sue the administration. They called the plan illegal, saying it would force motorists to pay more for gas and create more air pollution.The Corporate Average Fuel Economy standards require automakers' cars to average about 50 miles per gallon by 2025. The standards, enacted in 2012, get stricter every year leading up to 2025. The Trump administration's proposal would cut off the average CAFE increases in 2020, when automakers will have to produce cars that get an average of 43.7 miles per gallon."It's still a very aggressive program. We have been steadily increasing the standards... for almost a decade," said EPA Assistant Administrator Bill Wehrum on a call with reporters Thursday.The EPA and Department of Transportation cited safety as one reason for the changes. They claimed the reduced standards would make new cars more affordable. That would allow more people to buy cars with enhanced safety features, the government said. The administration said the proposed plan will prevent thousands of on-road fatalities and injuries.The public will have 60 days to comment on the plan before any action is taken.Automakers, represented by the Auto Alliance and Global Automakers, said they support "substantive negotiations" about fuel efficiency standards. 2429

That might look like allowing the person to work from home, taking leave or modifying their workspaces where they're working within an area that is maybe not as much public facing," says Clayton.For medical reasons, employers could require a doctor's note. Whether it's an employee handbook or company-wide email, employers should have some type of documentation so employees and any customers coming into the office are aware of expectations when it comes to wearing face coverings. Valerie Keels, who heads up her HR department at Gavi in Washington, DC, has developed a mask-wearing policy for her office."The building has imposed those restrictions, as well, in the common areas so when people come into the building they have to wear a mask. When they go into the elevator they have to wear a mask. So it's just consistent with what's going in the building," says Keels.Keels has what they call a "Code Red" which means people can come into the office if they register online. It helps them keep track of the number of people in the office space. Once they get to the office, their temperature is taken and they're given a mask to wear for when it's needed.When you're in an enclosed office space, you can take off your mask. "And even when you're at your own work space because we're also respecting social distancing," says Keels.As for enforcing a mask policy, some businesses could come across people who disagree with a face covering policy."Employers have the responsibility to keep the workplaces safe for their employees and if this is something that's required and the employee refused to wear it, then there needs to be something in place to address that - whether it's sending the employee home or providing leave, or making modifications to the worksite," says Clayton.It's important for employers to work with people and their individual situations before resorting to reprimands. Keeping the lines of communication open so everyone's working environment is safe. 2814
