SAN DIEGO (KGTV) -- Evidence left at a hit-and-run crash scene in Valencia Park could help police track down the driver responsible for the wreckage.At around 10:30 p.m. Sunday, San Diego police were called to a crash reported at Castana Street and San Jacinto Drive involving a fire hydrant.Officers arrived to find a sheared hydrant with a geyser spewing water about 50 feet in the air.While the vehicle in the crash was gone when officers got the scene, police found a bumper with a license plate that could help in the investigation. 545

SAN DIEGO (KGTV) - Details about a woman’s report of a violent rape were revealed in a downtown San Diego courtroom Wednesday as a resident of a nearby halfway house was charged with the crime. Juan Guzman pleaded not guilty to attacking the woman at 1:40 a.m. December 16 at her home in City Heights. Prosecutors said the victim was sitting on her bedroom floor in front of a mirror when she heard a noise and thought it was her boyfriend. She then saw the reflection of a man she didn’t know, according to attorneys. The man put his finger over his mouth and said “Shh”, the woman reportedly told police. He threatened her with a knife and raped her, prosecutors said. The woman called police, who questioned the man at the halfway house where he lived. Investigators found the woman’s underwear and the knife underneath Guzman’s mattress, prosecutors said. A judge set Guzman’s bail at million, saying he was a danger to the community. Guzman’s preliminary hearing is scheduled for January 3. 1006

SAN DIEGO (KGTV) - Hours spent in after-school programs can play an important role in a child's development.Advocates say they're essential to closing the achievement and opportunity gap, providing underserved students with additional academic hours, enrichment activities, and a safe environment.While California fares better than many states when it comes to availability and affordability, some programs still end up filling to capacity.RELATED: Summer literacy program turning the page on povertyFor K-8 programming, before and after school programs are funded through the state of California's After School Education and Safety Program (ASES) or the federally-funded 21st Century Community Learning Centers (21st?CCLC). California's ASES program is funded through a 2002 voter-approved initiative and current funding is 0 million for programming throughout the state. School sites receive funding based on their Free and Reduced Priced Meals (FRPM) rate through a competitive grant process.While the costs, demands, and expectations of ASES programs have consistently increased, advocates say the funding has not kept pace for over a decade.The 2017-18 budget raised the daily funding formula from .50 to .19 per student, only about half the funding needed to keep pace with the minimum wage.Some schools offer fee-based options in addition to their free programming.BY THE NUMBERSAccording to San Diego County Office of Education:K-8 students are also served at 21 independent charters throughout San Diego County. Some K-8 school sites are at full enrollment, while some school sites do not have full enrollmentSchools serving 9-12 students are able to through 21st CCLC (ASSETs) funding. SAN DIEGO (KGTV) - Fixes are coming to elevators in a 14-story high-rise in downtown San Diego where senior tenants have faced challenges performing everyday tasks. But not soon enough for many.Some residents of the 65 and older Tower Apartments community have missed important appointments and had difficulties running errands, like trips to the grocery store, because of elevator outages.Some residents told 10News it's a long-running issue.RELATED: Seniors left with one elevator in 14-floor?San Diego buildingThe building is undergoing renovations - which residents say they appreciate. But they say the upgrades don't make it ok to shut down one of the two elevators and leave them with an elevator that they describe as unreliable at best. "Everybody is extremely upset," resident Carol Clark said. "And the thing is we don't seem to be getting many answers."One neighbor in a wheelchair broke down in tears during our interview. "It's people's safety," he said. "Not just mine, but everybody else."Shortly after running the story on 10News, management with the apartment complex sent a letter telling residents one of the elevators under renovations should be running by the end of June. After that, the other elevator that has had problems will be upgraded.Management said they will also schedule input meetings with residents for next week. 1372
