LOS ANGELES (CNS) - Los Angeles County will once again prohibit dining at restaurants and bars beginning Wednesday, as the recent spike in COVID- 19 has brought the five-day average of new cases to more than 4,000, health officials said Sunday.To reduce the possibility for crowding and the potential for exposures in settings where people are not wearing their face coverings, the county's Health Officer Order will be modified so that restaurants, breweries, wineries and bars will only be able to offer take-out, drive thru, and delivery services.The order will apply for a minimum of three weeks.Officials warned of the possibility of such measures last week, as new cases and hospitalizations continued to surge in Los Angeles County and statewide. They follow a statewide "soft curfew" that went into effect Saturday prohibiting all "nonessential work, movement and gatherings" between 10 p.m. and 5 a.m., continuing until the morning of Dec. 21.On Sunday, the Los Angeles County Department of Public Health reported 2,718 new cases of COVID-19 and nine additional deaths, bringing the county's totals to 364,520 cases and 7,438 fatalities. The previous three days had each seen more than 4,000 cases reported, including a single-day record of 5,031 cases on Thursday.If the five-day average of cases grows to 4,500 or more or hospitalizations are more than 2,000 per day, a Targeted Safer at Home Order will be issued for three weeks, the health department said. That order would offer additional restrictions while allowing essential and emergency workers and those securing essential services to leave their homes.The number of county residents hospitalized with the virus increased from 1,391 Saturday to 1,401, with 26% in intensive care. That's more than double the daily number in the beginning of October, when it was under 700.The department reminded everyone to stay home as much as possible for the next two to three weeks to change the trajectory of surging cases and save lives, and repeated its advice that people not travel for the upcoming Thanksgiving holiday."As we modify our Thanksgiving holiday celebrations, we are reminded of the many families who will miss their loved ones who have passed away from COVID-19. We send wishes for healing and peace," County Health Director Barbara Ferrer said."The persistent high number of cases requires additional safety measures that limit mixing in settings where people are not wearing masks. We hope individuals continue to support restaurants, breweries and wineries by ordering for take-out or delivery. We also fervently hope every L.A. County resident supports all our businesses by following the Public Health directives that we know work to slow spread. Unfortunately, if our cases and hospitalizations continue to increase, we will need to issue further restrictions to protect our healthcare system and prevent more deaths."Other restrictions that took effect Friday were:-- indoor "nonessential" businesses such as retail stores, offices and personal care services will be limited to 25% occupancy;-- outdoor cardrooms, miniature golf sites, go-kart tracks and batting cages will be limited to 50% of maximum outdoor capacity;-- customers at personal-care businesses must make advance appointments, and no services that require customers to remove their face masks can be offered; and-- outdoor gatherings must be limited to no more than 15 people from a maximum of three households.The county previously issued guidance limiting gatherings to three households, but there was no numerical limit on attendees.Dr. Mark Ghaly, California's Health and Human Services secretary, said the state's order was not a hard curfew, indicating that people can still go outside of their homes, but they just shouldn't gather with others. He noted that he still plans to take his dog on its normal 11 p.m. walk.He said there is no definitive cause for the state's sudden surge in cases."There is no single culprit," Ghaly said. "It's a combination of factors. It's certainly the colder weather, more mixing, which comes with more opening. ... And of course greater travel. We've enjoyed some events over the last many weeks -- in my home county of Los Angeles, the Dodgers, the Lakers. We had Halloween. We just exited Veterans Day. We're looking forward to other future events and activities as we go into the winter."Asked about how restrictions will be enforced -- in light of Southern California sheriffs stating they won't be actively cracking down on health- order violations -- Ferrer said the county isn't relying on law enforcement, but rather hoping residents will take the urgency to heart."We really appreciate that the best enforcement is voluntary compliance," she said. "We've all done really well when we've set for ourselves a goal as a community and gotten behind it. I can't think of anybody at this point who's going to argue with the fact that we need to take some action to slow the spread, because this level of acceleration threatens our health care system."And that threatens care for every single person in this county -- for people who have a heart attack, for people who need emergency surgery, for people who need scheduled surgery, for people who are victims of car accidents or trauma."Ferrer also noted that the surge in cases is not just the result of increased testing. She said the county's rising rate of positive tests shows that the virus is spreading more rapidly. LOS ANGELES (AP) — James Redford, a filmmaker, activist and son of actor Robert Redford, has died. He was 58. Robert Redford’s publicist, Cindi Berger, said in a statement Monday that his 84-year-old father is mourning with his family during this “difficult time.” James' wife, Kyle, confirmed in an interview with The Salt Lake Tribune that her husband died Friday from bile-duct cancer in his liver. LOS ANGELES (CNS) - The U.S. Justice Department in Los Angeles announced today that it has obtained an additional .4 million for servicemembers whose vehicles were repossessed by Wells Fargo Bank in violation of federal law.Wells Fargo reached a million settlement with federal prosecutors last year over allegations it illegally repossessed more than 400 cars owned by members of the military without a court order.The settlement resolves alleged violations of the Servicemembers Civil Relief Act, which protects service members against certain civil proceedings that could affect their legal rights while they are in the service.The additional amount brings the total compensation under the settlement to more than .1 million and the total number of servicemembers eligible for relief to more than 860."The SCRA provides important protections and is intended to prevent unnecessary financial hardship for the brave women and men who serve in our armed forces," said acting U.S. Attorney Sandra R. Brown."Losing an automobile through an unlawful repossession while serving our country is a problem servicemembers should not have to confront. We are pleased that Wells Fargo is taking action to compensate these additional servicemembers as required under the settlement with the Justice Department."The settlement covers repossessions that occurred between Jan. 1, 2008, and July 1, 2015. LOS ANGELES, Calif. -- Eli Lopez is a master barber at Barber 2 You in Los Angeles.“We are working outside, because that is the only place that we’re allowed to work,” Lopez said.Currently, California is the only state not allowing hair salon services indoors.So, each 12-hour day starts with Lopez moving his equipment out onto the sidewalk.“Yeah, this particular chair is about 200-250 pounds,” Lopez said.Lopez says the situation isn’t ideal. He would much rather be inside. But according to Infectious Disease Physician Dr. Neha Nanda, if you want to prevent the spread of COVID-19, it technically is safer outside.“It continues to be airborne, as in it sustains in the air for longer than we previously thought. So, if you’re outside, you’re not relying on the ventilation,” Dr. Nanda said.Lopez argues it’s more difficult to follow sanitation protocol outside.“The trouble with being outside is that the wind blows and so we cut hair and it goes everywhere so it’s hard to control hair. Hair, as we know, isn’t always clean,” Lopez said.He’s concerned about hair blowing into his eyes and the eyes of customers – potentially spreading the virus. However, Nanda says there’s no proof of that yet.“Today, we don’t know of any kind of transmission happening by way of our hair strand or hair follicle,” Nanda said.The other issue Lopez states is the lack of control in a parking lot. Customers agree, but there are other positives to being outside, like the sun.“You’re actually utilizing sunny California to deactivate the virus,” Nanda said.Nanda says working outside is much more possible in a state like California than other states, especially when winter comes. Nonetheless, hair stylists are coming together as many aren’t legally able to work right now.“We don’t make the majority of our living on haircuts," hair colorist Gino Rodney said. "We have to do hair color – we’re all hair colorists – so we make our living off our larger services, and if we’re not able to do that inside, there’s no option for us outside.”Salon Republic Founder and CEO Eric Taylor organized a peaceful protest to inspire the governor to allow services inside again.“The CDC has endorsed our protocols," Taylor said. "They did an exhaustive study about two COVID-positive hair dressers in Missouri who unwittingly saw 139 clients. Not one of the 139 clients got infected.”In the study Eric is referring to, the CDC is outlining the importance of wearing masks since the hair stylists and customers were wearing masks. Hair colorist Gino Rodney argues mask wearing in addition to their sanitation training should be enough to keep clients safe.“We train for 1600 hours just to be licensed in sanitation, disinfection and sterilization,” Rodney said.Nanda says that does make a big difference, but the challenge right now is that COVID-19 numbers are just too high.“That’s great, kudos to them, and that’s the training they can leverage when they’re outside. And when rates go down and are under control and move inside,” Nanda said.There’s no perfect solution to preventing the spread of the virus. Each state is trying to balance the health of human beings, as well as their economic wellbeing. Lopez says if you’re a customer in California, there are ways you can help.“If you’re a customer out there, and your stylist or barber is unable to perform outside, you can go ahead and pay for future services. That’s a huge support to them.”Even though he’s sad to know so many of his friends are unable to work right now, Lopez says he’s doing what he can to make sure he and his customers stay safe.“Ya know, we do what we gotta do in order to comply and pretty much give them the same service that they’re normally used to,” Lopez said. 3733
