Japan’s health ministry says 44 more people on a quarantined cruise ship have tested positive for the virus that causes the new disease known as COVID-19, better known as the coronavirus. The ship now has 218 people infected with the virus out of 713 people tested since it entered Yokohama Port on Feb. 3. INDIANAPOLIS — A fatal crash over the weekend is now a homicide after an autopsy uncovered a gunshot wound to the victim's head. Indiana State Police first responded to the two-vehicle crash on I-70 near the 96 mile marker around 7:23 p.m. Saturday. The victim, 27-year-old Devon Anderson, was found unresponsive inside one of the vehicles and pronounced dead at the scene. Anderson's injuries were believed to have been from the collision, state police said. The second driver, 24-year-old Juan Garrado Vivas, was taken to the hospital with non-life threatening injuries. During the autopsy that week, the Marion County Coroner's office's recovered a bullet from inside Anderson's head, which was determined to be his cause of death. The new information led Indiana State Police to begin a criminal investigation into Anderson's death. Detectives believe Vivas fired a shot from a handgun while driving on the interstate and struck Anderson in the head. Anderson's vehicle then crossed into the path of Vivas' vehicle causing a crash. Vivas was arrested on September 25. He's currently facing a charge of murder in connection with Anderson's death. The incident remains under investigation. 1204

  

If you woke up Thursday to a weird text that seemed totally out of place, you aren’t alone. A mysterious wave of missives swept America’s phones overnight, delivering largely unintelligible messages from friends, family and the occasional ex.Friends who hadn’t talked to each other in months were jolted into chatting. Others briefly panicked.The best explanation seems to be that old texts sent in the spring suddenly went through. Two people said they figured out the original messages were never received. It’s not clear why this months-long delay happened. Phone companies blamed others and offered no further explanations.Stephanie Bovee, a 28-year-old from Portland, woke up at 5 a.m. to a text from her sister that said just “omg.” She immediately thought something had happened to her newborn nephew at the hospital.She started calling everyone. Her sister and her sister’s husband didn’t answer. She woke up her mom, freaking her out. It was three hours before she learned that everything was fine and the text was an odd anomaly.“Now it’s funny,” she said. “But out of context, it was not cool.”Bovee figured out that people were getting some of her old texts that failed to go through when her sister and a co-worker both got texts that she had sent in February. The text her sister received wished her a happy Valentine’s Day.Mobile carriers offered unhelpful explanations for the weird-text phenomenon, which appeared to be widespread, at least according to social media.A Sprint spokeswoman said it resulted from a “maintenance update” for messaging platforms at multiple U.S. carriers and would not explain further. T-Mobile called it a “third party vendor issue.” Verizon and AT&T did not answer questions.Marissa Figueroa, a 25-year-old from California, got an unwanted message from an ex she had stopped talking to — and then he got one from her as well. Neither actually sent them last night, both said. Figueroa couldn’t figure it out, even worrying that her ex was messing with her, until she saw reports of this happening to others.“It didn’t feel great,” she said. “It just was not good for me and my mental health to be in contact with him.”A friend who’d just re-entered his life got a mystifying message from Joseph Gomez at 5:32 a.m. Thursday. In that text, Gomez seemed to assume she was on her way over to his house so they could order a Lyft.It took a half hour of back-and-forth texting and help from a screenshot to clear up the situation. KANSAS CITY, Mo. — The city of Lawrence, Kansas, on Tuesday took a step toward lowering the penalties for first- and second-time marijuana possession to .The city commission changed an ordinance on the penalty during a packed meeting. A second reading and vote is still necessary before the ordinance is officially changed. “This is not legalizing marijuana,” Lawrence Mayor Lisa Larsen said. “What I want to do with this is to bring some reasonable and equitable justice to this, that’s what this is about for me.”Currently, the minimum fine for first-time marijuana possession is 0, plus in court costs. The person also has to undergo a court evaluation, which is an additional cost. If the proposed ordinance is passed, the new fine would only apply to people 18 years and older who are arrested with less than 32 grams of marijuana for their first or second time. It would also eliminate mandated court evaluations and leave it to the discretion of a judge. A third arrest would still be considered a felony with significant penalties, which is why City Commissioner Stuart Boley voted no Tuesday. “I think we are lulling people into a false confidence that they can do this with impunity when they are still facing a felony charge on the third time, so I can’t support lowering the fine,” Boley said. Even if the fine is lowered, the arrest would still go on a person’s record as a misdemeanor charge. The ordinance proposal came about after a concerned citizen asked the commission to review and change the policy. “When you make the fine a dollar, basically you’re saying we’re decriminalizing marijuana. Lawrence has always been a leader in those type of liberal, progressive changes,” said David Wilkinson, who supports the change. 1765
