DUSHANBE, Aug. 28 (Xinhua) -- Leaders attending the Shanghai Cooperation Organization (SCO) summit in the Tajik capital issued a joint declaration Thursday on security, energy and several other issues.     The declaration was signed by Chinese President Hu Jintao, his Russian counterpart Dmitry Medvedev, Kazakh President Nursultan Nazarbayev, Kyrgyz President Kurmanbek Bakiyev, Tajik President Emomali Rakhmon and his Uzbek counterpart Islam Karimov.     ON USE OF FORCE     The leaders agreed that any attempt to solve problems by merely resorting to force could not work and would only hinder a comprehensive settlement of local conflicts, the declaration said.     A comprehensive solution to existing problems can be found only by taking into account the interests of all parties involved and including them all in the negotiation process rather than isolating any of them, said the declaration.     Any attempt to strengthen a country's own security at the expense of that of others is detrimental to maintaining global security and stability, it said.     On the issue of South Ossetia, the SCO members expressed their deep concerns over the tension triggered by the South Ossetia conflict, and called on relevant parties to solve existing problems peacefully through dialogue, strive for reconciliation and push for negotiations. BEIJING, April 19 (Xinhua) -- The All-China Journalists Association (ACJA) on Saturday asked U.S.-based. news network CNN and its commentator Jack Cafferty to apologize for his remarks regarding China.     In an interview with Chinese media including Xinhua News Agency, a senior official with the ACJA strongly condemned Cafferty for his "insulting" words in a TV show on April 9 and asked him and CNN to make a formal apology to all Chinese as soon as possible.     Cafferty said in the TV show that Chinese products were "junk" and China was "basically the same bunch of goons and thugs they've been for the last 50 years" when the Olympic torch relay was going on in San Francisco.     Since the Lhasa violence on March 14, some foreign media including CNN had made a number of biased reports about the incident, the official said.     CNN had violated the principle of objective reporting, and "this is not what responsible media should do," he said.     "And Cafferty also disregarded a journalist's professional ethics to attack a country with insulting words," the official said.     Despite having an effective mechanism to deal with false reporting, CNN issued a statement on its website six days after Cafferty's remarks, which not only pleaded for him, but also spearheaded its attack on the Chinese government, he said.     CNN issued a statement on Tuesday saying, "It was not Mr. Cafferty's nor CNN's intent to cause offence to the Chinese people, and CNN would apologize to anyone who has interpreted the comments in this way."     But, the statement said that Cafferty was offering his "strongly held" opinion of the Chinese government, not China's people.     "We hope CNN and Cafferty to realize that they have harmed the feelings of Chinese and apologize with a rational and responsible attitude," the official said.     With the Olympic Games drawing near, the ACJA welcomed all foreign media to cover the event in an objective and balanced way, he said.

BEIJING, Oct. 2 (Xinhua) -- Tropical storm Higos, the 17th this year, will drop heavy rain on parts of south China's Guangdong and Hainan provinces over the next two days, the National Meteorological Observatory said on Thursday.     The office advised everyone in those regions to prepare for therain, as well as lightning storms and gale-force winds.     Tourists in coastal cities of the island province of Hainan, such as Sanya and Bo'ao, have been advised to avoid offshore activities over the next three days.     Higos was centered about 700 km southeast of Zhuhai, Guangdong,as of 5 p.m. on Thursday, and it was moving north-west at 20 km per hour. Tourists stay at the beach in Haikou, capital of south China's Hainan Province, on Oct. 2, 2008. Tropical storm Higos, the 17th this year, is moving towards south China's island province of Hainan, the provincial meteorological station said on Thursday, affecting the ongoing National Day holidays.    The storm is gaining momentum as it nears eastern Hainan and the mid-west regions of Guangdong, according to the national observatory.     Higos, which formed on Tuesday in the Pacific Ocean, comes on the heels of storms Jangmi and Hagupit, which together killed some 20 people in China

BEIJING, Oct. 4 (Xinhua) -- The ongoing global financial turbulence will have a limited impact on China's banks and financial system in the short run, according to officials and experts.     "We feel China's financial system and its banks are, to the chaos developed in the U.S. and other parts of the world, relatively shielded from those problems," said senior economist Louis Kuijs at the World Bank Beijing Office.     He told Xinhua one reason was that Chinese banks were less involved in the highly sophisticated financial transactions and products.     "They were lucky not to be so-called developed, because this (financial crisis) is very much a developed market crisis." The ratio of provisions to possible losses had exceeded 110 percent at large, state owned listed lenders, 120 percent at joint stock commercial banks and 200 percent at foreign banks.     Kuijs noted most of the banks resided in China where capital control made it more difficult to move money in and out. Besides, the country's large foreign reserves prevented the financial system from a lack of liquidity, which was troubling the strained international markets.     "At times like this, one cannot rule out anything," he said. "But still we believe the economic development and economic fundamentals in China are such that it's not easy to foresee a significant direct impact on the financial system."     However, he expected an impact on China's banks coming via the country's real economy, as exports, investment and plans of companies would be affected by the troubled world economy and in turn increase pressure on bad loans.     Wang Xiaoguang, a Beijing-based macro-economist, said the growing risks on global markets would render a negative effect on China in the short term but provided an opportunity for the country to fuel its growth more on domestic demand than on external needs.     He urged while China, the world's fastest expanding economy, should be more cautious of fully opening up its capital account, the government should continue its market reforms on the domestic financial industry without being intimidated.     Chinese banks had strengthened the management of their investments in overseas liquid assets and taken a more prudent strategy in foreign currency-denominated investment products since the U.S.-born financial crisis broke out, CCTV reported.

KUNMING, April 8 (Xinhua) -- China Eastern Airlines (CEA) will offer compensation of up to 400 yuan (57 U.S. dollars) to passengers affected in flights where pilots deliberately turned their aircraft around.     Passengers whose flights were canceled will get 400 yuan compensation. Those delayed within two hours of departure and without accommodation would get 100 yuan. Those delayed within eight hours of departure would get 200 yuan, said an official with the Yunnan branch of the carrier on Tuesday.     The compensation was set according to a guideline notice released by the general Administration of Civil Aviation, the official said.     From March 31 to April 1, 21 flights returned to their departure points in Yunnan Province, in southwestern China, leaving more than 1,000 passengers stranded at Kunming Airport, the capital of Yunnan.     "The time and energy we have wasted could never be compensated by 400 yuan," said Yu Xiaoyan, a tourist from the northern Inner Mongolia Autonomous Region.     Yu planned to take the MU5793 flight at 9:50 a.m. on March 31 from Kunming to Xishuangbanna. The plane never came after waiting for seven hours at the airport.     She was offered a ticket change at 4 p.m. on April 1 and received 400 yuan compensation.     CEA finally admitted on Monday that some pilots on the 21 flights deliberately turned their aircraft around while in flight.     It originally said the incidents were due to poor weather. However flights with other airlines flying the same routes landed on schedule during the same period.     The airline has suspended the pilots. Further probing is underway, said an announcement on the company's website.
