SAN DIEGO (KGTV) — San Diego Police are reminding families who may care for an at-risk loved one to have a plan if they become lost.Officers said Saturday that a woman named "Lupe" disappeared from her home recently and was lost before a neighbor who noticed her called police.SDPD Southern Division officer McClain responded to the call and stayed with Lupe as other officers searched the area to try and get her back home, according to police. An officer eventually found a residence with an open door, which was Lupe's home.Instead of transporting her back home in a police vehicle, and possibly confusing or scaring the woman, SDPD said McClain, "figured it was time to get his steps in and walked Lupe back to her residence." There, she was reunited with her family.SDPD said the incident highlighted the need for families to make sure loved ones with medical or mental issues have an ID bracelet with their basic information, address, and emergency contact if they become lost.The Alzheimer's Association says families can prevent a loved one from wandering away from home by identifying times they are likely to wander and plan activities, ensure basic meets are met, use devices to signal when a door or window opens, and regularly supervise them. The group says families can plan for the possibility of someone wandering away from home by asking neighbors to call if they see the person alone, know where a person could likely go to if they leave the home alone, and familiarize themselves with the neighborhood and any possible hazards there may be. 1568

SAN DIEGO (KGTV) — San Diego Police have identified the man killed in an officer-involved shooting this week in Mountain View.Police said 39-year-old Jose Alfredo Castro-Gutierrez was shot and killed after officers responded to the 300 block of South Pardee Street just before 5 a.m. on Monday over reports of a violent disturbance involving a weapon.According to SDPD, Castro-Gutierrez was staying at a home as a guest when the residents were woken up by him. He had reportedly been acting paranoid and ripped a metal curtain rod from a window and began breaking windows and other objects in the home.RELATED: San Diego Police shoot, kill vandalism suspect in Mountain ViewWhen police arrived, they saw Castro-Gutierrez in the front window and could hear him breaking objects and yelling inside.SDPD says officers gave directions in English and Spanish to try and communicate with Castro-Gutierrez but got no response. Eventually, Castro-Gutierrez crawled out of a broken window and made his way to the front of the property where officers were.Police said Castro-Gutierrez began to run at full speed toward them with the metal pole, prompting three officers to fire their weapons at him: One officer fired a bean bag round, another officer fired a Taser, and a third officer fired several rounds from his service pistol, SDPD says.Castro-Gutierrez was hit by at least one round and fell to the ground. Officers started first aid at the scene, but Castro-Gutierrez was pronounced dead at the hospital.The officer who fired his service pistol was identified as Isai Castillo, a two-year veteran of SDPD assigned to Southeastern Division.SDPD's homicide unit is currently investigating the shooting, after which the San Diego County District Attorney's Office will review the case to determine if the officers bear any criminal liability. SAN DIEGO (KGTV) -- San Diego County is letting voters know that they have options when it comes to dropping off their mail ballots.The county says voters can send in their mail ballots, drop them off at the Registrar of Voters in Kearny Mesa or drop them off at any of the 41 additional sites throughout the county.According to the county, the faster the ballots are returned, the quicker they can be prepared for counting on election night.The 41 drop-off locations are not early voting locations, but for mail ballots only, the county says.Click on the map below for a full list of drop-off location: “More than 1 million San Diego County voters use mail ballots, and that number continues to rise,” said Registrar Michael Vu. “The early drop-off sites are convenient for the voter, they help with the timely return of mail ballots and decrease the high volume of voters dropping off mail ballots at polling places on Election Day.”   960

SAN DIEGO (KGTV) -- San Diego County is no longer abnormally dry, according to a new report from the U.S. Drought Monitor. The report shows a large swath of Southern California having no drought. Most of California, however, remains abnormally dry, according to the report. According to the National Weather Service, the San Diego International Airport measured nearly four inches of rain since October 1st.
