SAN DIEGO (CNS) - San Diego Mayor-Elect Todd Gloria Friday announced the selection of the top leadership posts for his incoming mayoral administration."I'm proud to announce the appointments of Paola Avila, Nick Serrano and Jay Goldstone to the Gloria administration," he said. A top advisor in Gloria's leadership team for years, he served Gloria in both his City Council and Assembly offices -- most recently as director of communications on Gloria's Assembly staff. He has worked in more than a dozen communities in San Diego as a community representative, is a graduate of San Diego State University and lives in downtown.Goldstone was named interim chief operating officer. He has more than 37 years of local government finance and management experience. He was previously San Diego's COO from 2008-2013 and the city's chief financial officer from 2006-2008 and 2012-2013. Prior to San Diego, Goldstone served as director of finance for Pasadena and Richmond, California. He earned a bachelor's degree in political science, economics and business administration from the University of Minnesota, a master's degree in public administration from Arizona State University and a master's degree in business administration from Santa Clara University.Upon being sworn in as the 37th Mayor of the city of San Diego, Gloria said he intends to conduct a national search to find a permanent COO for the city. SAN DIEGO (CNS) - Police Tuesday were searching for a man suspected of carjacking another man on a Bay Terraces street.The victim was sitting in his 2018 Kia Forte around 9:55 p.m. Monday in the 1300 block of Manzana Way, near the Hillsborough Recreation Center, when a white van pulled up alongside him, San Diego police Officer John Buttle said.A man got out of the van and told him he wanted the car, then the victim -- assuming the man had a weapon -- got out of his car, Buttle said.Another person driving the van sped away, followed by the thief in the victim's Kia, which had California license plate 8BCW102, the officer said. SAN DIEGO (CNS) - San Diego Superior Court officials warned the public Thursday about a scam targeting the Hispanic community in which a scammer reportedly threatens to arrest people unless they pay for items they never ordered.According to court officials, a woman recently showed up at court looking for a fictional courtroom number. She had been told there would be a hearing on her refusal to pay for items the scammer said she purchased.The woman was told to either pay ,500 or be taken to court. When she came to the courthouse, the woman discovered there was no such case and the threat was a scam.When court staff dialed the phone number provided to the potential victim, the person who answered said she would only speak in Spanish.Superior Court officials are now warning vulnerable non-English speakers about the scam."It appears these scammers are targeting members of the community they believe won't go to authorities or show up at a courthouse," said Executive Officer Michael Roddy. "It appears they believe they can just take the money and no one will report them."These scams happen every year; sometimes they tell people there are charges for failing to show up for jury services or charges for clearing up arrest warrants; this time it's charges for not paying for ordered items," Roddy said. "Once again, we want the public to know the court or law enforcement will not call you with this type of issue and court will never, ever demand cash as the way to make charges go away."The public is told to simply hang up or contact law enforcement if the scammer gets aggressive. 1604

SAN DIEGO (CNS) - The California State University Board of Trustees announced the appointment Wednesday of Ellen Neufeldt as president of the San Marcos campus.Neufeldt will become the university's fourth president when she takes over in July. She is currently the vice president of student engagement and enrollment services at Old Dominion University in Virginia.CSU officials had searched for and interviewed candidates for the Cal State San Marcos presidency since November."Dr. Neufeldt has been a visionary leader who has demonstrated a commitment to student success throughout her career," said CSU Trustee and search committee chair Jean Picker Firstenberg. "She brings a wealth of experience, and will serve as an inspirational leader on the campus and in the community."Current CSUSM President Karen Haynes announced last September that she plans to retire in June. Haynes, will leave office as the longest-tenured president in the university's history, helped increase the school's population from 7,000 in 2004 to the current 17,000 and added 15 new buildings and more than 100 academic programs.Neufeldt has held her current role at Old Dominion since 2011, overseeing government relations and marketing and public relations in addition to student engagement and enrollment services. Prior to joining Old Dominion, she also served as the vice president of student affairs at Salisbury University and assistant vice chancellor for student development at the University of Tennessee at Chattanooga.Neufeldt said she was looking forward to her new post."There has been remarkable growth both on the campus and in the local community and the opportunity for additional growth still remains," Neufeldt said. Scott Peters, D-San Diego, Friday called on the federal government to determine and commit to an interim and long-term plan for nuclear waste storage.Peters challenged the rest of the federal government to find a storage solution during a meeting of the House of Representatives Energy and Commerce Committee's Environment and Climate Change Subcommittee.The subcommittee, on which Peters sits, held a hearing on three bills that would establish a process to send spent nuclear fuel rods from decommissioned plants to designated storage areas around the country. To do so, Peters said the government should invoke the Constitution's supremacy clause, which requires states to follow federal law if they have conflicting statutes.``There's not a lot of enthusiasm among the states to accept any defined or undefined amount of nuclear waste. There just isn't,'' Peters said.``To me ... the magic of federalism is the supremacy clause and the ability of the federal government to ... (say) in this geology, per this engineering, (and) through this licensing process that this risk is lower.''Two of the bills the subcommittee considered -- the Spent Fuel Prioritization Act and the Storage and Transportation of Residual and Excess Nuclear Fuel Act -- would directly affect San Diego County by relocating spent nuclear fuel from the defunct San Onofre Nuclear Generating Station to designated storage sites like Yucca Mountain in the Nevada desert.The plant shut down in 2012, but nearly four million pounds of spent fuel cells remain buried under the plant in a temporary storage facility about 100 feet from the Pacific Ocean. The plant sits approximately 60 miles or less from both San Diego and Los Angeles and the storage facility continues to be susceptible to a major earthquake or significant sea level rise.The bills remain in limbo due to pushback from legislators who represent the districts in which spent fuel rods would be stored.However, Peters' office hopes the bills could get a vote out of the committee by the end of the year. 2073
