SAN DIEGO (KGTV) -- The woman who stole a car with two children inside before driving to the U.S-Mexico border in 2018 has been sentenced to 13 years in prison. Police say Leslie Esparanza Saenz, 27, stole a car with an 8-year-old and 3-year-old inside outside a Cricket Wireless store on the 200 block of Euclid Avenue April 9, 2018. According to police, the children’s father parked the gold Hyundai Excel outside the store and went into the business by himself, leaving the vehicle unlocked. Moments later, Saenz got into the car and drove off on Imperial Avenue. There, federal agents who had gotten a be-on-the-lookout bulletin regarding the auto theft and kidnapping took the driver - who was later identified as Saenz -- into custody without incident. Authorities then reunited the children, who had suffered no injuries during the ordeal, with their father and returned his car to him, Roman said. 1096

According to the National Foster Youth Institute, after reaching the age of 18, 20 percent of the children who were in foster care will become instantly homeless. And there's a less than a 3 percent chance for children who have aged out of foster care to earn a college degree at any point in their life.San Diego nonprofit Just in Time for Foster Youth (JIT) is doing its part to prevent young people here from becoming a statistic. "When you turn 18 a lot of times the foster parents say here is a few dollars and you're on your own, there's no one to help you out," said Ivan Chavez, who was in the foster system from age 7 to 17.Growing up, he didn't have many positive role models. "For me, I never went to high school, and I barely went to middle school."But his journey brought him to JIT, where he now works as a full-time employee. JIT's My First Home (MFH) program helps former foster youth furnish and move into their new living space, creating a foundation for stable housing.Once every month, youth participants involved in the program have the chance to shop at the MFH Distribution Center, providing participants housing essentials for free, such as furniture, electronics, linens, and appliances. "They come in through the front door they're like you have all this stuff, and it's for me? They feel special, you know?" said Chavez.Chavez went from once living on the streets to now pursuing a master's degree. "If I saw my 15-year-old self, I would say everything is going to be ok. You're going to grow up, and you're going to do good and hopefully change people's lives," said Chavez. It's spelled out in city code. That's why McMansions are popping up in San Diego's coastal neighborhoods. But it turns out the city's 50-percent exemption creates even more flexibility for developers because they can get permit after permit with no waiting period in between.RELATED: Coronado neighbors worried about historic mansion turned transitional homeDeveloper Ben Ryan, of Tourmaline Properties, did that for an ocean-view home on Linda Rosa.In October, the city issued him a permit to add a closet and convert a garage to a carport, under the 50-percent exemption.  "Obviously it was just a temporary deal," Ish said. "Nothing was finished, it was this bowed out paneling, these windows weren't finished. It may have been a quick job, but it changed the layout of the home enough to allow Ryan to alter the design for a larger project.Ryan got a new permit later in February - again under the 50-percent exemption - calling for a second story, master suite, decks, kitchen, living room, dining room, and more. Today, the home is just half a wood frame - the closet and carport nowhere in site. SAN DIEGO (KGTV) - This holiday season, shopping local is what will keep San Diego small businesses alive.The US Census conducted a small business survey showing a third of San Diego businesses were negatively impacted by the pandemic. The effect is visible downtown."The pandemic has definitely taken a toll on the neighborhood, I mean we've had some closures," Gaslamp Quarter Executive Director Association Michael Trimble said.Trimble said four to eight restaurants closed since March in the Gaslamp Quarter alone."Not a large percentage but still any business lost is unfortunately a business that we mourn is not here," he said.While the holiday sale signs are out, the usual crowds brought in with conventions and tourism are nowhere to be seen.Trimble said locals are vital to keeping retail and restaurants alive this holiday season."Watching all these small businesses shut down or close forever during the pandemic, it's just been really sad. So, I don't have a ton of money but Amazon doesn't need my money. You know what I mean? Like, if I can help these little shops with my or my that's just a much better use of my time," Pacific Beach Resident Bree Steffen said.When the pandemic started Steffen pledged to only shop small. She deleted her Amazon app and started exploring her neighborhood, "I feel like this whole underworld of San Diego opened up for me once I started looking at the smaller shops."She said it was a more personal experience, where she found unique gifts that had more emotional value from being hand-crafted.She launched her own small photography business in October.Now she relies on people like her to change their habits and think small."I feel like each time I at least give them a little business it just gives them a little more hope to keep going on and it's like if 100 people give them then that's enough for them to try to weather this storm," she said hopeful it will end soon.Trimble said on November 28th, also known as Small Business Saturday, if you take a picture while shopping or in the area and tag @GaslampQuarter on Instagram you will be entered to win a gift card from local establishments.Trimble said there has been one silver lining of the pandemic and that was testing the outdoor dining concept on Fifth Avenue out of necessity.That paved the way for a long coveted project to turn Fifth Avenue into a promenade.
