(AP) — California moved Friday to eliminate climate-changing fossil fuels from its fleet of 12,000 transit buses, enacting a first-in-the-nation mandate that will vastly increase the number of electric buses on the road.The California Air Resources Board voted unanimously to require that all new buses be carbon-free by 2029. Environmental advocates project that the last buses emitting greenhouse gases will be phased out by 2040.While clean buses cost more than the diesel and natural gas vehicles they will replace, say they have lower maintenance and fuel costs. Supporters hope creating demand for thousands of clean buses will bring down their price and eventually other heavy-duty vehicles like trucks.California has 153 zero-emission buses on the road now with hundreds more on order. Most of them are electric, though technology also exists for buses powered by hydrogen fuel cells."Every state could do a strategy like this," said Adrian Martinez, an attorney for Earthjustice, an environmental legal group that supports the rule. "This is something that California did first because we have major air quality and pollution problems, but this is something other states could pursue."Existing state and federal subsidies are available to help transit agencies absorb some of the higher costs of carbon-free buses, along with money from the state's settlement with Volkswagen over the German automaker's emission-cheating software.In approving the mandate, air board members cited both a reduction in greenhouse gas emissions and improved air quality along heavily trafficked transit corridors in smog-polluted cities.The transportation sector accounts for 40 percent of California's greenhouse gases, and those emissions are rising even as electrical emissions have fallen substantially.California needs to drastically reduce transportation emissions to meet its aggressive climate change goals.The California Transit Association, a lobbying group, does not oppose electrifying the fleet but is concerned that zero-emission buses can't match the performance of the existing fleet and that there isn't enough money available for the transition, said Michael Pimentel, who is leading the organization's work on the issue."We do want to work alongside the Air Resources Board and our partners at the state and federal level to address these concerns and to ultimately achieve the goal of fully electrified fleets by 2040," Pimentel said. 2471

ROCHESTER, Indiana — The woman accused of crashing into four Indiana children as they crossed the street to get on a school bus pleaded not guilty Thursday morning, according to ABC 57 News in South Bend. The suspect, 24-year-old Alyssa Shepherd, had previously told police she saw the lights from the bus but didn't realize what it was until the kids were in front of her. She has been charged with three counts of reckless homicide and one count of disregarding the stop arms on a school bus causing injury. The crash happened Oct. 30, near the intersection of State Road 25 and CR 400 N in Fulton County.Police say Shepherd was driving a Toyota Tacoma on State Road 25 sometime after 7 a.m. when she allegedly "disregarded" the stop arm and lights on a stopped school bus in front of a mobile home park, striking four kids who were crossing the street to board the bus. Alivia Stahl, 9, and her twin brothers, Xzavier and Mason Ingle, 6, were all pronounced dead at the scene. A fourth child was also hit. Maverik Lowe, 11, was hospitalized. SACRAMENTO, Calif. (AP) — California has already moved to automatically expunge the records of those convicted of qualifying marijuana crimes. Now, Democratic lawmakers and advocates want to erase the records of those who have served their time for other crimes.The lawmakers and dozens of supporters rallied in sweltering heat Tuesday supporting two Assembly-approved bills that would automatically expunge arrest and conviction records for an estimated 1 million residents who are already entitled under existing law because they have completed their sentences and supervision."Right now, if you serve your time you still can't get housing, you still can't get work, you still get treated like a criminal," said San Francisco Assemblyman Phil Ting, who authored one of the bills.His bill would require the state attorney general to catalog qualifying arrest and conviction records of lower-level felonies and misdemeanors so they can be cleared. That's similar to a law that took effect Jan. 1 requiring the attorney general to identify by July 1 those who are eligible to have their records scrubbed because California legalized recreational marijuana in 2016 and made the reduction in legal penalties retroactive.Supporters of Ting's bill and a related bill by Oakland Assemblyman Rob Bonta said the current expungement system is too cumbersome and too few take advantage even if they qualify. They count more than 4,800 California legal restrictions on those with convictions."Every right should be restored," said state Sen. Nancy Skinner of Berkeley. "Once you've done your time, that's enough."Jay Jordan, executive director of the nonprofit Californians for Safety and Justice that organized the rally, said he served eight years in prison for a robbery he committed at age 18, and still bears the consequences 15 years later."I can't sell real estate, can't sell used cars, can't sell insurance, can never adopt, I can't coach my son's Little League team, can't join the PTA, can't chaperone him on field trips," he said. "It just harms people. Legislative analysts said the bills could cost tens of millions of dollars, though Jordan said that would be offset by the economic benefits of letting more former felons get jobs.The bills awaiting consideration in the state Senate would "unnecessarily put the burden on records management personnel, who are short staffed and without sufficient resources, to move arrest dispositions to an automated system, a very labor intensive and cost-prohibitive task," objected the California Law Enforcement Association of Records Supervisors, Inc. RIPON, Wisconsin — An assistant professor at a Wisconsin college is getting national attention for the research she just published about a dog's empathy for its owner.The idea came to Ripon College's Julia Meyers-Manor when her collie tried to save her mom from a pile of pillows when she was just playing with her children.In her study, Meyers-Manor observed whether dogs would open a door if their "trapped" owner was on the other side crying or humming, and if so, how much of an effort they would make to "rescue" the person. She also recorded the dogs' heart rate variability.Meyers-Manor said dogs can "feel" your emotions. One dog named Molly rammed through the door and leaped into her owner's arms."If we're distressed they become distressed," Meyers-Manor said.The animals, however, had a hard time deciphering whether the human was being truthful."In the crying condition the dogs basically ran in, and if they did, they did it within 20 seconds," said the assistant professor.About 50 percent of the dogs rammed through the door. Meyers-Manor said the other half did not because they were too stressed over what they saw and heard."Dogs were pacing, whining, showing all types of stress behaviors by their owner's distress," said Meyers-Manor.
